Vice President, Business Software Development (Hybrid)

PURPOSE:

This leader is a senior member of the organization, responsible for delivering and operating technology products that meet the business needs of the Blue Cross and Blue Shield Association's Federal Employee Program (FEP). This leader directs fusion teams across product management, engineering, and operations to convert priorities into executable backlogs and deliver measurable outcomes for Claims Processing, Enrollment Operations and Customer and Member Services, while ensuring secure, high-quality releases and reliable day-to-day product operations.

ESSENTIAL FUNCTIONS:

  • Leads fusion teams to translate product strategy and priorities into a clear, delivery-ready roadmap and integrated backlog for Claims Processing, Enrollment Operations, and Customer/Member Services. Partners with product management, architecture, UX, data, and operations to plan and sequence work, manage dependencies, and ensure teams deliver customer-valued outcomes with predictable cadence.
  • Establishes shared ways of working across the organization, the FEPDO, and participating Plans (discovery, prioritization, demos, and decision forums) to improve throughput, transparency, and time to value.
  • Accountable for end-to-end delivery of product increments and releases, including scope management, integrated planning, resource coordination, financial stewardship, and delivery governance. Provides executive sponsorship for major initiatives and enhancements by ensuring delivery plans are achievable, risks and issues are actively managed, and outcomes are delivered on time and within approved budgets.
  • Advances modern engineering and delivery practices that improve quality, resilience, security, and speed to market, including Agile/Lean execution, DevSecOps, automation, CI/CD, trunk-based development, and shift-left testing. Ensures non-functional requirements (performance, availability, observability, and compliance) are built into product delivery and validated prior to release.
  • Partners with business and technology stakeholders as a delivery leader to align priorities, define acceptance criteria, and ensure readiness for launch and ongoing operations. Establishes product operations disciplines (telemetry/KPIs, incident and defect feedback loops, release communications, and continuous improvement) to drive adoption, stability, and measurable outcomes.
  • Leads and manages the departments delivery and product operations, including hiring, coaching, performance management, and succession planning for a high-performing, cross-functional organization. Establishes an effective operating cadence (planning, delivery, release, and operational reviews), develops annual goals aligned to assigned product outcomes, and manages departmental budgets and vendor performance to meet delivery commitments. Leads and manages the departments delivery and product operations, including hiring, coaching, performance management, and succession planning for a high-performing, cross-functional organization. Establishes an effective operating cadence (planning, delivery, release, and operational reviews), develops annual goals aligned to assigned product outcomes, and manages departmental budgets and vendor performance to meet delivery commitments.

QUALIFICATIONS:

Education Level: Bachelor's Degree in Business, Information Systems or industry related field or in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.

Experience:15 years Progressive management and executive leadership experience in software development capacity.

Preferred Qualifications:

  • Expertise in Software Development Life Cycles and a demonstrated ability to transform an organization from a traditional Waterfall methodology to an Agile methodology.
  • Prior experience as a lead or chief developer for the purposes of having a thorough understanding of the work the department is responsible for delivering and applying best practices to optimize the software development discipline.
  • Demonstrated success creating application development standards that ensure applications are developed, deployed, and maintained in accordance with Enterprise and Business Architecture standards and roadmaps.
  • Demonstrated success migrating enterprise applications to the Cloud.
  • Competency in strategic thinking and leadership with strong abilities in relationship management.
  • Knowledge of and demonstrated success in organizational transformation.
  • A proven track record of delivering high quality applications on time and within established budgets.

Salary Range: $194,400 - $291,600
