POSITION PURPOSE:
The Vice President of Program Planning & Development of the Education and Instruction division is responsible for building and maintaining quality and continuous improvement within the Early Childhood Development Programs operated by NHA. This individual will manage strategic initiatives to maintain market share, brand recognition, community assessments, grant development, program planning, self-assessment and public awareness. Specific responsibilities include: Strategic plan development; Development of, and oversight over, initiatives aimed at creating a comprehensive service delivery system; Marketing communications, community engagement and public relations; Evaluation and development of proposals for expansion and collaborative ventures. This position will supervise administrative support staff, analysts and mid-level managers and directors in the Head Start program.
EXAMPLES OF ESSENTIAL DUTIES:

- Coordinates strategies and related implementation plans to promote quality, efficiencies and productivity within the education and support division;
- Facilitates efforts to manage change strategically within the Early Childhood Development business unit;
- Ensures program compliance in Early Childhood Development Head Start service areas;
- Ensures departmental/unit strategic planning projects reflect organizational strategic priorities;
- Supervises, trains, and evaluates staff;
- Communicates and secures resources as needed from Head Start leadership peers;
- Develops, coordinates, and monitors execution of strategic plans to achieve desired program outcomes;
- Determines long-term Program goals in conjunction with other staff and respective governance bodies based on self-assessment and community assessment data;
- Investigates and resolves Program complaints;
- Provides policy guidance to stakeholders;
- Facilitates, communicates, and implements the division’s strategy internally and externally so that all employees, partners, suppliers, and contractors understand the organization’s strategic initiatives and how it carries out the overall goals;
- Drives decision-making that creates medium and long-term improvement;
- Establishes and reviews key strategic priorities and translates them into comprehensive, actionable, and quantitative plans;
- Partners with institutional leadership, special committees, and consultants to support execution of key initiatives;
- Develops and implements inclusive planning processes;
- Mobilizes and manages teams of individuals charged with executing strategies;
- Acts as a resource across the organization to increase broad cohesion for strategic initiatives.
DESIRED MINIMUM QUALIFICATIONS:Knowledge of:- Theory, principles, practices and techniques of nonprofit management and program development;
- Principles and practices of management, supervision, marketing/communications and/or consulting;
- Fiscal management and knowledge of local, state, and federal regulations regarding respective areas of responsibility including but not limited to ERSEA procedures for support service staff and Head Start Performance Standards;
Ability to:- Establish and maintain effective working relationships with program managers, funding agency staff, employees and others encountered in the course of work;
- Exercise sound, independent judgment within general policy guidelines;
- Operate a computer, spreadsheet and database software applications, and other standard office equipment;
- Effectively present information and respond to questions from groups of managers, clients, customers, and the general public;
- Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations;
- Write reports, business correspondence, and procedure manuals.
Language Skills:
Ability to effectively present information and respond to questions, primarily in English, from groups of managers, clients, customers, and the general public; demonstrated skills in written and oral communication.
Mathematical Skills:
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Reasoning Ability:
Ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Experience and Training:
The following are typical ways of obtaining the knowledge skills and abilities outlined above.
A Master’s Degree in business, public administration, finance or marketing with a minimum of seven (7) years in non-profit management, program development, strategic management, marketing/communications, and/or consulting required. A minimum of 10 years’ experience in management and/or business development preferred. Extensive and effective leadership and management experience required.
LICENSES, CERTIFICATIONS, & SPECIAL REQUIREMENTS:
Must meet and maintain state law and county licensing requirements regarding employment in a child care center (fingerprints, TB, physical, and immunizations). Current CPR certification required.
