Video Telecommunications Specialist – Level II

Location: Naval Hospital Camp Pendleton (NHCP), Camp Pendleton, CA

Position Summary

3 Reasons Consulting is seeking a skilled Video Telecommunications Specialist – Level II to support secure and non-secure Audio/Visual (AV) and Video Teleconferencing (VTC) systems at Naval Hospital Camp Pendleton (NHCP).

This role is responsible for engineering, maintaining, and supporting advanced networked AV and VTC systems, including cloud-based collaboration platforms and both classified and unclassified VTC environments. The ideal candidate will possess strong technical expertise in AV/VTC system design, implementation, and troubleshooting, along with the ability to support mission-critical communications in a government healthcare environment.

Key Responsibilities

Services to be performed include, but are not limited to:

• Engineer, operate, and maintain AV and VTC hardware and software systems.

• Conduct monthly preventive maintenance and system checks on all VTC equipment.

• Support and manage classified and unclassified VTC systems, ensuring secure and reliable communications.

• Provide remote access connectivity solutions via IP, troubleshooting issues such as latency and connection failures.

• Present recommendations for network and system improvements during regular status meetings.

• Schedule, coordinate, and administer AV and VTC sessions, including conference room setup, collaboration sessions, and phone bridges for both classified and unclassified meetings.

• Oversee additions, changes, and relocations of VTC phone lines.

• Administer VoIP systems, including Call Manager maintenance, server management, and security configuration.

• Configure and maintain telephone lines, VoIP server equipment, and Direct Inward Dialing (DID) numbers in accordance with government standards.

• Install, configure, and troubleshoot IP-based VTC systems, including wireless LAN connectivity and telework support through Global Video Service (GVS).

• Recommend cost-effective upgrades and improvements to AV and VTC systems and develop annual enhancement plans.

• Engineer connectivity between external locations and integrated AV environments.

• Train personnel on AV/VTC system setup, usage, and troubleshooting procedures.

Required Education & Experience

• Bachelor’s degree preferred, or equivalent technical experience.

• Minimum 4 years of experience in AV/VTC system design and administration (8 years may substitute for a degree).

• Experience supporting Microsoft operating systems in DoD or government environments.

• Proficiency in VTC system administration, engineering methodologies, and AV infrastructure design.

• Hands-on experience with AV/VTC hardware, collaboration platforms, and networked communication systems.

• Strong experience managing AV/VTC equipment lifecycle planning, upgrades, and testing.

• Demonstrated expertise in troubleshooting AV/VTC equipment issues in enterprise environments.

• Proven ability to work effectively in high-pressure technical environments.

• Strong commitment to customer service and user support.

Required Certifications

• IAT Level II Certification (in accordance with DoD 8570/8140 requirements)

• CompTIA Security+ CE or equivalent certification

Additional Requirements

• Active Secret Security Clearance required

• Ability to support onsite work at Naval Hospital Camp Pendleton

• Ability to maintain DoD compliance and security standards
