Job Purpose:

To lead the implementation, enforcement, and continuous improvement of Health, Safety & Environmental (HSE) policies on a high-rise construction site. The Senior HSE Officer will ensure compliance with UAE regulations, mitigate on-site risks, and foster a proactive safety culture among workers, subcontractors, and stakeholders.

Key Responsibilities:

  • Ensure full compliance with local (UAE) HSE regulations, client requirements, and company policies.
  • Conduct daily site inspections, hazard identification, and risk assessments specific to high-rise activities such as scaffolding, working at height, hoisting operations, façade installation, etc.
  • Monitor and control high-risk operations (e.g., tower crane lifts, formwork erection, external façade works, lift shaft works).
  • Lead incident/accident investigations and prepare detailed root cause analysis and corrective/preventive action reports.
  • Ensure effective implementation of Permit to Work (PTW) systems for critical activities (e.g., hot works, confined space entry).
  • Conduct regular toolbox talks, safety inductions, and HSE training sessions for site staff and subcontractors.
  • Review and approve HSE documentation: risk assessments, method statements, emergency response plans, and lift plans.
  • Maintain up-to-date safety logs, reports, and KPI tracking for monthly management and client reporting.
  • Coordinate with consultants, clients, and regulatory authorities (e.g., Dubai Municipality, Trakhees, Civil Defense) on HSE matters.
  • Ensure proper use of Personal Protective Equipment (PPE) and enforce disciplinary action for violations.
  • Support and mentor junior HSE officers and supervisors on the site.

Qualifications & Experience:

  • Bachelor’s degree in Engineering, Safety, Environmental Science, or related discipline.
  • NEBOSH International General Certificate (IGC) is mandatory.
  • Certification in Work at Height, Scaffold Inspection, First Aid, or Confined Space Entry is highly preferred.
  • ISO 45001 and ISO 14001 knowledge and implementation experience.
  • Minimum 3–5 years of experience in construction HSE roles, with at least 2–3 years on high-rise/tower projects in the UAE.
  • Proven knowledge of UAE HSE laws, municipality codes, and high-rise construction safety requirements.
  • Familiarity with safety requirements for vertical transportation, tower cranes, external access systems, and façade installation.

Skills & Competencies:

  • Strong leadership and decision-making skills in high-pressure environments.
  • Excellent written and verbal communication in English (Arabic is a plus).
  • Strong observational and analytical skills.
  • Proficient in preparing technical reports and conducting safety audits.
  • Computer literate (MS Office, HSE software, incident tracking tools).

Working Conditions:

  • Full-time, site-based role at a high-rise construction project.
  • Must be physically fit and able to access all areas of the site including elevated or restricted spaces.
  • May require extended working hours or shift work based on project demands.

Job Types: Full-time, Permanent

Pay: AED10.00 - AED20.00 per month
