The City of Albany is seeking an experienced and forward-thinking leader to oversee its wastewater and stormwater programs within Public Works Operations. This critical leadership position is responsible for managing complex utility systems that protect public health, preserve environmental quality, and support a sustainable community—including the Albany-Millersburg Water Reclamation Facility, Talking Water Gardens treatment wetland, wastewater collection system, stormwater conveyance and treatment infrastructure, and Environmental Services programs.
Reporting to the Public Works Operations Manager, this role provides strategic direction, operational oversight, and regulatory compliance leadership across multiple utility programs. The successful candidate will guide supervisors and staff, manage budgets and capital improvement projects, ensure compliance with state and federal regulations, and champion continuous improvement, safety, and customer service. GENERAL PURPOSE
This position administers and provides leadership to the Wastewater and stormwater programs within Public Works Operations. Manages the operation of the Albany-Millersburg Water Reclamation Facility, Talking Water Gardens treatment wetland, Environmental Services, the wastewater collection system, and stormwater conveyance and treatment systems. Plans, organizes, controls, and directs the activities of the assigned section and associated supervisors and lead workers. Performs other related work as required.
Education and Experience:
An Associate’s degree in science, mathematics, engineering, operation, maintenance and management, chemistry, water/wastewater technology, physical or biological academic fields.
AND
Five (5) years of increasingly responsible experience with an emphasis in public works
AND
Five (5) years of experience at a supervisory or management level with responsibility for substantial program areas; or any satisfactory equivalent combination of education and experience that provides the knowledge, skills, and abilities.
Special Requirements:

A current State of Oregon Wastewater Treatment or Collections IV Certification is preferred.

Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets City standards.

Knowledge, Skills, and Abilities:Knowledge of: applicable policies, laws, and regulations affecting utility construction, maintenance and operations; principles and practices associated with operational and CIP budgeting, purchasing, business plans, and maintenance of public records; principles and practices of effective human resource management and supervision; and the federal Clean Water Act , Oregon Department of Environmental Quality rules and regulations pertaining to wastewater and municipal stormwater, and the National Pollutant Discharge Elimination System and their relationship to the wastewater and stormwater utilities. General knowledge of personal computers and associated software, including word processing, spreadsheet, and database application programs.
Skill?in: developing and maintaining effective working relationships with employees within the department and other agencies, interest groups, and the public; analyzing problem, identifying alternative solutions, projecting consequences of proposed actions, and developing recommendations in support of goals; effectively communicating orally and in writing; the operation of standard office equipment; and the operation of listed tools and equipment.

WORK ENVIRONMENT
The work environment is primarily that of an office job, with occasional work required outdoors in outside-weather conditions. The employee occasionally works near moving mechanical parts and in high, precarious places; is occasionally exposed to fumes or airborne particles, risk of electrical shock, and vibration; and is occasionally exposed to toxic or caustic chemicals. The noise level in the work environment is usually quiet to moderate. The field work environment occasionally involves machinery and construction noise.
