Context & scope

The continuous growth of EDF Power Solution, along with the increasing complexity and size of projects, brings light to the need for a common approach to establish and ensure steadiness and consistency, leverage on the projects’ volumes and capitalize on experience in real time.

As a response to that, EDF Power Solution, is seeking a Wind Turbine Package Manager (WTPM) with substantial experience in on-shore wind projects with emphasis on the construction phase to oversee the construction of an on-shore wind project in Oman, in all the aspects (design, procurement, installation, tests, commissioning…etc.), manage the relationship with the EPC contractor and OEM in relation to the wind turbine package and ensure that works are delivered, on time, within budget, safely and to the right quality standards and in accordance with the company standard and the EPC Contract.

in collaboration with the Construction Manager, the WTPM also is expected to oversee the direct interfaces between the wind turbine package, electrical and civil works.

The role includes the coordination of the WTG Engineer and the Owner’s Engineer.

The WTPM is meant to be permanently based at site and will be reporting to the project Construction Director.

Main responsibilities

The WTPM will undertake the responsibilities, tasks and duties listed below:

Accountability for the technical analysis and definition of the WTG package, the delivery of the WTG package, being responsible for the optimal design and execution to ensure that the wind project has the maximum reliability, quality and safety in accordance with applicable standards, regulatory aspects and company policies

Responsible for ensuring the wind turbine package is executed on time, within budget, safely and in accordance with the contracts in place and the project specifications

Responsible for supervising and reporting on all the off-site (including FA. etc.) and site wind turbine package activities including design, procurement, transportation, site mobilization, installation, mechanical completion, commissioning and testing

Provide support to other areas of the project team as necessary to ensure the successful completion of the project

Contribute to fostering a proactive Health and Safety culture within the project organizations as well with the main contractors, subcontractors and suppliers

Manage WTG Engineer and Owner’s Engineer staff for the wind turbine package

Monitor wind turbine package budget, EPC payment, execution schedule and advise the Construction Director

Develop and deliver progress reports outlining construction progress and budget, and presentations on regular basis

WIND TURBINE PACKAGE MANAGER (M/F)

Facilitate coordination with the authorities on all matters related to the wind turbine package

Ensuring effective control of cost, schedule, and support the contract manager in the preparation of variations orders and claim.

Provide support in coordination of the direct interfaces between the wind turbine package, electric, SCADA and civil related works

Accountable for the quality of the wind turbine in line with the Project Quality Plan

Building strong working relationships with all key wind turbine package sub-contractors

Development and management of risk management plans of the wind turbine packages

Actively involved in the hand-over to O&M and Asset management

Support and assist the Construction Director in decision making process and in the preparation of technical steering committees or other relevant governance bodies

The position contributes to advise and provide direct support to the community of international project managers on technical and project management issues (tools, methods, learnings, etc.) and as well advise and assist sponsors and project directors in the definition and application of governance processes, in alignment with the EDF Group policies.

Qualifications and experience

The successful candidate should have a master’s degree in engineering, Business management or equivalent and minimum 10 years of experience in a project or package management position in the wind energy sector. Previous international experience is a must while, experience with Chinese EPC and OEM is very welcomes, while experience in the Middle East is nice to have.

COMPETENCIES:

Project Management: understands the application of all related Knowledge Areas (scope, cost, time, quality, HSE, risk, communications, etc.),

Technical Management: understands common fields of engineering (civil, mechanical, electrical) with extensive and practical knowledge of the wind turbine systems

Knowledge in standard associated with supply, installation and commissioning of wind turbines

Experience in negotiating and contracting (wind turbine supply contract and/or EPC contract)

Experience in management of multi split construction contracts is a plus

HARD SKILLS:

Proficiency in MS Office (Word, Excel, PowerPoint…) as well as integrated project management/scheduling tools. Some knowledge of AutoCAD, MS Project, Primavera are a plus.

Fluency in English is required. Arabic, French or Chinese are real assets

Strong knowledge of Project Management methodologies (a PMP certification is a plus)
