Boulder County Community Planning and Permitting Department is seeking to hire a Youth Programs Specialist. Boulder County’s wildfire mitigation program—Wildfire Partners—is currently seeking a Youth Programs Specialist to help coordinate our Youth Helping Vulnerable Individuals and Communities program. Wildfire Partners works with partners—such as TEENS Inc. and Mile High Youth Corps (MHYC)—to provide free wildfire mitigation services to individuals and communities who are unable to complete mitigation on their own. The Youth Programs Specialist is the liaison between Wildfire Partners, the partner organizations, and the individuals and communities receiving the free mitigation services.

Mitigation work focuses on creating and maintaining defensible space and performing hazardous fuels reduction projects. Defensible space projects include removing combustible material near structures (and placing it into dumpsters), cutting trees and shrubs, cutting grasses, removing surface fuels, low limbing trees, removing combustible debris and other items from under decks and other locations, and creating and maintaining a five-foot non-combustible zone next to structures. Some crews doing this work use chainsaws; some do not. Hazardous fuels reduction projects are performed by chainsaw crews and involve vegetation removal farther than 100 feet from homes such as creating fuel breaks identified in Community Wildfire Protection Plans.

Vulnerable individuals and communities are historically underrepresented or underserved residents of Boulder County who often have not been able to easily access mitigation services. This is a full-time, benefited position that will work weekday business hours, depending on the time of year, working both four 10-hour days and five 8-hour days per week, with occasional evenings and Saturdays as needed. This position will work out of 2045 13th Street, Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $63,828.00 - $68,900.00 Annually

Tentative Hiring Timeline:

  • Phone Screening: Week of March 16th
  • First Round Interviews: Week of March 23rd
  • Reference Check: Week of March 23rd

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Examples of Duties

  • Identify and help recruit vulnerable individuals and communities to apply to the program
  • Coordinate the process for selecting individuals and communities to receive these free mitigation services
  • Identify mitigation projects that youth crews can effectively complete
  • Plan the work to be performed by the youth crews before they arrive on site, order materials and roll-off dumpsters in advance, and schedule work in coordination with the participating individuals and communities
  • Oversee on-site mitigation work during a summer season (early June to early August) and a fall season (early September to mid-November) with a four-week break between the two seasons; the size of the youth crews varies but typically averages between 6 and 10 crew members per day (Note: when the on-site work is occurring, the Youth Programs Specialist will spend much of their time on-site with the crews); the work location could be anywhere in the county and the schedule for these weeks of on-site work will be four 10-hour days per week
  • Provide wildfire mitigation education to individuals and communities participating in this initiative and inform them about additional mitigation opportunities, including individual home assessments, community chipping, community mitigation, and other Wildfire Partners programs
  • Help generate significant publicity from this work and inspire others to perform their own mitigation or pursue similar projects in their communities
  • Assist the education and outreach team and the administrative team on a variety of tasks and special projects, including tabling at outreach events, speaking at community meetings, answering phone calls and emails, and supporting marketing efforts
  • Performs related work, as required
  • May be reassigned during emergency situations

EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of:

  • 6 (six) years of combined education and experience in at least one of the following four areas: 1) participating in or leading youth crews working out of doors for a minimum of eight weeks, 2) leading or organizing formal volunteer projects with multiple team members totaling a minimum of eight weeks, 3) leading or organizing or implementing wildfire mitigation or natural resource field projects involving multiple team members and multiple properties totaling a minimum of eight weeks, or 4) paid experience in community organizing

Additional related education may count towards required experience.

PREFERRED QUALIFICATIONS:

  • Bilingual in English and Spanish
    • Additional compensation will be provided based on the use of bilingual skills.
  • Familiarity and experience with the Wildfire Partners program
  • Previous experience as a crew leader for TEENS, Inc. MHYC or a similar youth corps or youth organization

KNOWLEDGE, SKILLS, & ABILITIES:

  • Demonstrated ability to work effectively with individuals from a variety of social, cultural, and economic backgrounds, including residents of diverse and under-represented communities
  • Ability to engage community members, including individuals from diverse and under-represented communities, in collective action programs
  • Ability to work effectively with program partners including coordinating across organizations, aligning expectations, and maintaining positive working relationships
  • Direct experience coordinating, supervising, or supporting youth corps and/or volunteers in project-based working, including designing projects, managing youth and/or volunteers, setting expectations, and providing guidance
  • Knowledge of wildfire mitigation, land management, or natural resource principles, or the ability and willingness to learn these concepts quickly
  • Experience managing and prioritizing a diverse workload to accomplish tasks for several projects on defined timelines
  • Strong verbal and written communication skills, including the ability to explain complex or sensitive information, manage expectations, and de-escalate conflict
  • Intermediate-level or better familiarity with Microsoft Office Suite including Teams, Word, Excel, and PowerPoint
  • Willing and able to work flexible hours to perform job duties
  • Willingness and ability to drive to all parts of Boulder County including mountain and plains communities on paved and unpaved roads
