We are seeking a highly skilled and experienced Program Manager to oversee enterprise IT programs supporting web content management, operations and maintenance (O&amp;M), and digital modernization initiatives. The ideal candidate will have extensive experience managing large-scale federal IT programs, particularly those involving public-facing web platforms, content management systems, and cloud-based environments. This role requires leadership of multi-disciplinary teams delivering high-availability systems, continuous enhancements, and compliance-driven solutions. The Program Manager will be responsible for planning, execution, and delivery of complex IT programs, ensuring alignment with contractual requirements, performance objectives, and quality standards. Experience managing mission-critical software development and O&amp;M programs is essential.

The ability to obtain and maintain a Public Trust clearance is required. This is a hybrid role based in the Washington, DC metropolitan area.

Responsibilities:

Program Planning and Execution:

<li>Lead development of comprehensive program plans, including scope, objectives, milestones, and deliverables.</li>
<li>Oversee program execution, ensuring adherence to schedules, SLAs, and performance metrics.</li>
<li>Coordinate across cross-functional teams supporting development, infrastructure, content management, and operations.</li>
<li>Manage delivery across project management and O&amp;M functions.</li>
<li>Monitor program performance, identify risks, and implement mitigation strategies.</li>
</ul>
Contract Management and Compliance:
<ul>
<li>Serve as the primary point of contact for stakeholders and leadership.</li>
<li>Manage responses to BPA Calls and/or Task Orders</li>
<li>Ensure compliance with contract requirements and federal regulations (FAR, DFARS, and related guidance)</li>
<li>Maintain strong working relationships with stakeholders, subcontractors, and internal teams.</li>
<li>Oversee preparation and submission of program deliverables, reports, and documentation.</li>
<li>Ensure compliance with Section 508 accessibility, FISMA, and FedRAMP requirements.</li>
</ul>
Financial Management and Budget Oversight:
<ul>
<li>Develop and manage program budgets, forecasts, and resource plans.</li>
<li>Track expenditures and ensure alignment with financial targets.</li>
<li>Conduct financial reviews and provide reporting to leadership.</li>
<li>Optimize resource allocation to support evolving program priorities.</li>
</ul>
Risk Management and Quality Assurance:
<ul>
<li>Identify program risks and develop mitigation strategies.</li>
<li>Implement quality assurance processes to ensure delivery of secure, accessible, and high-performing systems.</li>
<li>Oversee compliance validation, including accessibility and content quality standards.</li>
<li>Conduct periodic program reviews and implement continuous improvement actions.</li>
</ul>
Team Leadership and Development:
<ul>
<li>Provide leadership to multi-disciplinary teams including developers, analysts, QA testers, accessibility specialists, and operations staff.</li>
<li>Foster a collaborative, Agile delivery environment focused on continuous improvement.</li>
<li>Mentor staff and support professional development.</li>
<li>Ensure effective coordination across distributed teams and subcontractors.</li>
</ul>
Strategic Modernization and Innovation:
<ul>
<li>Lead adoption of modern content management platforms (e.g., Drupal) and cloud-based architecture (AWS preferred)</li>
<li>Drive implementation of Agile and DevSecOps practices, including CI/CD pipelines.</li>
<li>Identify opportunities to improve automation, system performance, and content lifecycle management.</li>
<li>Promote scalable, secure, and maintainable solutions aligned with enterprise IT strategies.</li>
</ul>
Qualifications:
<ul>
<li>Bachelor's degree in information technology, Business Administration, or related field (or equivalent experience)</li>
<li>PMP certification preferred</li>
<li>Agile certification (CSM, SAFe) preferred.</li>
<li>Minimum of 10 years of experience in program management for federal IT programs</li>
<li>Proven experience managing large-scale web or CMS programs.</li>
<li>Experience managing O&amp;M for mission-critical, public-facing systems.</li>
<li>Strong knowledge of federal contract regulations (FAR, DFARS)</li>
<li>Experience in managing budgets, subcontractors, and multi-team delivery environments.</li>
<li>Technical familiarity with:</li>
<li><ul><li>Drupal or enterprise content management systems</li>
<li>Cloud platforms (AWS preferred)</li>
<li>DevSecOps tools and CI/CD pipelines (e.g., Jenkins, GitLab, Docker, Kubernetes)</li>
<li>Accessibility compliance tools and standards (Section 508, WCAG)</li>
</ul></li><li>Excellent leadership, communication, and stakeholder engagement skills</li>
<li>Strong analytical and problem-solving abilities</li>
</ul>
Compensation:

Salary Range: $180,000 &ndash; $190,000 annually (commensurate with experience)
