Under the direction of the Assistant Executive Director, the Residential Services Coordinator is responsible for the overall management and functionality of the Residential Services Program as well as the Residential Services facility, staff, and program participants. This position oversees and directs the daily operations of the Residential Services facility, including the supervision of personnel and program participants and establishing and implementing policies and procedures to maintain safety, security, and program integrity. The Residential Services Coordinator ensures compliance with all applicable agency policies and procedures and all federal, state, and local laws and rules. This position is Not Covered (At-Will) as defined by The Board of Commissioners of the County of Allen Employee Handbook.
 
ESSENTIAL FUNCTIONS: 
<ul>
<li>Serves as a member of the Allen County Community Corrections’ (ACCC) Executive Management Team representing all functions of the ACCC Residential Services facility and programs.</li>
<li>Oversees and guides residential intake, ensuring compliance with established agency policies and procedures, Court Orders, and other applicable federal, state, and local laws. Manages the safety and security of the Residential Services facility and evaluates security operations on a continual basis.</li>
<li>Identifies, challenges, and quickly and efficiently facilitates the flow of information and communicates to ACCC Executive Management Team and/or problem solves and troubleshoots as concerns arise.</li>
<li>Ensures program participants are assigned and supervised within the Residential Services facility, by assessed risk level.</li>
<li>May periodically secure and/or physically restrain violent/uncontrollable participants as situations demand</li>
<li>Develops, implements, and oversees policies, procedures and practices pertaining to the Residential Services facility management and operations to ensure compliance with Indiana Association of Community Corrections Act Counties (IACCAC) Residential Guidelines and/or correctional standards for confinement facilities.</li>
<li>Contributes to the development of new supervision programs, articulating eligibility criteria, the collection of all appropriate data and serves as the quality assurance officer for all Residential Services activities.</li>
<li>Evaluates work processes to enable ACCC to use available resources in the most effective manner possible.</li>
<li>Assists the Executive Management Team in updating and/or creating changes in policies and procedures for ACCC as a whole and upon approval, implements new and/or updated changes in the policies and procedures within the Residential Services Division.</li>
<li>Assist in developing long-term and short-term plans and goals for strategic planning; initiate change to meet approved plans and goals and monitors progress.</li>
<li>Completes thorough random quality assurance audits monthly to ensure compliance with existing policies and procedures.</li>
<li>Responsible for the training, development, and staffing of all Residential Services Officers, including, but not limited to, scheduling work assignments, providing training, orientation, evaluation, corrective action, and formal discipline.</li>
<li>Provides day-to-day leadership, direction, and support to operations staff to ensure quality interactions and communications between staff and program participants to help assist in their supervision.</li>
<li>Meets with each staff member weekly or as needed to discuss matters of concern and/or for direction/approval on handling specific program participants who have individual issues outside the scope/definition of policies and procedures.</li>
<li>Responsible for interviewing and hiring staff as needed. Regularly monitors performance and provides coaching to assist in continuous professional growth through the training of employees.</li>
<li>Responsible for approving requests for time off and requests for accumulation of hours according to ACCC policy and ensures adequate coverage prior to approval of time and performs the duties of a Residential Services Officer as needed.</li>
<li>Conducts routine staff meetings to address areas of concern, share new information, and build consistency within the facility.</li>
<li>Ensures program participants are treated with respect while having the ability to influence and support behavior change through Evidence Based Practices.</li>
<li>Conducts and/or facilitates meetings with program participants as needed to address complaints and concerns.</li>
<li>Performs and monitors database entries, ensuring completeness and accuracy of information as required; prepares and submits reports according to ACCC deadlines or as requested.</li>
<li>Maintains files and records regarding the Residential Services facility, programming, and program participant management, including inspection reports, incident reports, grievances, tracking logs, and medication logs.</li>
<li>Maintains and oversees all contracts pertaining to the Residential Services facility in cooperation with the Senior Finance Manager.</li>
<li>Works in conjunction with the Senior Finance Manager regarding the overall fiscal management of the Residential Services facility.</li>
<li>Manages and forecasts the Residential Services Division budgetary needs with Finance and Business Coordinator.</li>
<li>Serves as administrator of the food contract for the Residential Services facility; ensuring the correct number of products are ordered daily.</li>
<li>Ensures all food, safety and sanitation procedures are followed for the Residential Services facility.</li>
<li>Serves as Administrative Hearing officer as required and oversees the Administrative Hearing process.</li>
<li>Oversees maintenance, repair and replacement of the Residential Services facility and program equipment and the Residential Services Division vehicles as needed.</li>
<li>Serves as safety manager for the entire Residential Services facility.</li>
<li>Manages all Residential Services contracts and vendors and leads negotiations in pursuit of new and appropriate outside vendor contracts for the agency.</li>
<li>Maintains compliance with the IDOC Community Transition Program and provides reports as needed.</li>
<li>Applies and monitors compliance with PREA policies.</li>
<li>Attends meetings and training sessions as required.</li>
<li>Performs all other duties as assigned.</li>
<li>Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.</li>
<li>Must model Pro-Social behavior at times and in all places.</li>

REQUIREMENTS: 
Extensive experience working in a law enforcement and/or criminal justice environment, with focus on community-based supervision preferred. DIFFICULTY OF WORK: 
The Residential Services Coordinator has a moderate comprehension of and ability to make practical application of theories and principles when overseeing and directing the daily operations of the Residential Services program, facility, and program participants. Work consists of complex, varied, non-standardized tasks when establishing and implementing policies and procedures to maintain safety, security, and program integrity.
 
RESPONSIBILITY: 
The Residential Services Coordinator makes choices and decisions and acts on varied non-standardized non-routine assignments when assisting with updating all eligibility and program guidelines of Allen County Community Corrections (ACCC) and implementing them within the Residential Services Division. Work
 requires analysis, adaptative thinking and considerable judgment and errors in decisions or work are not immediately apparent through supervisory review but are revealed through adverse effects on subsequent operations.
 
PERSONAL WORK RELATIONSHIPS: 
The Residential Services Coordinator maintains frequent communication with other County employees, program participants, high level officials from various governmental and social service agencies and members of the public regarding the coordination and supervision of serious and violent felony program participants.
 
WORKING CONDITIONS: 
The Residential Services Coordinator works predominantly in an office setting as well as a residential community corrections facility, with some walking, bending, kneeling, and monitoring equipment. Frequent mental/visual effort, attention to detail, detailed inspection and typing are to be expected. The Residential Services Coordinator maintains frequent contact with program participants who have been convicted of various misdemeanor and/or felony offenses and may be dangerous, violent and/or abusive.
 
SUPERVISION: 
The Residential Services Coordinator is responsible for the supervision of eight (8) supervisory staff and a minimum of thirty-six (36) non-supervisory employees, including training, reviewing employee work and performance, counseling employees, and recommending disciplinary and hiring decisions.

Community Corrections Residential Services Coordinator

Under the direction of the Chief Probation Officer, the Probation Officer assures proper probation enforcement for individual clients in Allen County including maintenance of detailed case proceedings, frequent monitoring of probation progress and resolution of problems with clients and their probation terms. This position is covered under the Circuit Court Employee Handbook. This is an employee-at-will position.
 
ESSENTIAL FUNCTIONS: 
<ul>
<li>Responsible for conducting regular interviews with clients according to probation terms and/or risks and needs assessment schedule.</li>
<li>Evaluates clients’ progress toward completing terms of probation. Reviews deficiencies and provides inquiries/difficulties as situations demand.</li>
<li>Completes special meetings with clients to review complaints and non-compliance with probation terms including disciplinary meetings with supervisors. Appears in court to testify to probation violation allegations and takes appropriate actions including petitioning court to revoke or modify probation.</li>
<li>Responds to phone calls concerning clients including taking complaints, providing and requesting information, arranging for transportation and/or participation in treatment programs and related services and locating clients/victims when necessary.</li>
<li>Attends a variety of court proceedings including sentencings, modification, restitution and dispositional hearings and small claims court. Testifies occasionally, attends regular staff meetings and confers individually with Supervisor as needed.</li>
<li>Composes a variety of letters, memos and legal documents including Court Petitions for early discharges, unsatisfactory discharges and hearings. Assigns typing and other secretarial duties to support staff providing additional instruction when necessary.</li>
<li>Conducts monthly case load review, checking files to ensure minimum necessary contact with each client, verifying completeness of notes and related paperwork and discussing problems with Supervisor if needed.</li>
<li>Complies monthly statistics and forwards reports to Supervisor.</li>
<li>Assists Supervisor with conducting annual case load review and evaluation of performance, developing personal improvement plans as appropriate. Closes out files/case periodically, reviewing all client documentation to assure proper completion of all probation terms. Completes final documents and reports as required.</li>
<li>Completes special projects as requested including observing and evaluating treatment programs and administering department internship program.</li>
<li>Attends annual State Probation Officer Conference and completes other professional development workshops, training and education as required.</li>
<li>Responds to emergencies on 24-hour basis performing related duties as assigned and/or required by law.</li>
<li>Performs all other duties as assigned, including overtime as required.</li>

WORKING CONDITIONS: 
The Probation Officer works has very frequent interactions with hostile, aggressive and potentially violent adults and their families. The Probation Officer must be able to move around freely with the ability to frequently sit, some lifting up to twenty pounds, frequent bending and some reaching over head and kneeling. Very frequent typing including transcription and proofreading is required and frequent attention to detail, monitoring equipment and detailed inspection with some exposure to temperature extremes and noxious odors/fumes is required.

Under the direction of the Clinical/Cognitive Behavioral Therapy (CBT) Coordinator, the Programs Facilitator administers a library of evidence-based cognitive behavioral programs and ensures those programs are delivered in the intended in-person and/or virtual format. This position is not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
 
ESSENTIAL FUNCTIONS: 
<ul>
<li>Facilitates evidence-based cognitive behavioral classes and ensures the content of the program curriculum is delivered in its intended format and the participants understand and relates to the required material.</li>
<li>Prepares necessary lesson plans, materials, supplies and instructional hardware to facilitate the program and recommends additional materials needed.</li>
<li>Prepares the classroom environment or E-Learning platform to meet unique circumstances of participants, ensures cleanliness of the facilities, inventories necessary program materials, and notifies appropriate staff of materials needed or any equipment malfunctions.</li>
<li>Facilitates assigned program orientations, as required, for incoming participants and reviews program rules, requirements, and associated costs with each participant.</li>
<li>Recommends in-person and/or virtual programming methods to address participant problems, including providing occupational and education information and interacts virtually and/or on-site with participants to assist them in gaining insight, defining goals and planning courses of action to achieve effective personal, social, educational, and vocational adjustments.</li>
<li>Utilizes program eligibility requirements, other relevant information, and recommendations for accommodations to appropriately assign CBT Classes and E-Learning materials to program participants.</li>
<li>Conduct small and large group virtual training and monitoring with up to 100 participants, utilizing electronic tablets and other technology, as assigned.</li>
<li>Assures the seamless operation of necessary facilitator and participant technology associated with any assigned E-Learning platforms and works closely with the Finance and Business Manager to troubleshoot any software, hardware, internet access, or other technology issues that may arise as part of this assignment.</li>
<li>Administrative management of any assigned virtual training requirements to ensure functionality of platforms and course appropriate E-Learning program assignments.</li>
<li>Completes administrative paperwork including but not limited to, documenting attendance and participation levels of participants in the required database and completing dispatch and discharge paperwork.</li>
<li>Prepares reports and alerts staff of problems with participants and forwards status paperwork to the referring agency and/or case manager if participant is discharged from the program.</li>
<li>Prepares and forwards status reports to request revocation paperwork to be filed with the Courts for all participants referred directly to Allen County Community Corrections (ACCC).</li>
<li>Observes and documents participant progress and forwards monthly report to referral sources and case managers, as needed.</li>
<li>Participates in staff meetings to determine appropriate responses to participant questions and concerns, share proposed changes in delivery or curriculum, discuss participant behavior, discuss classroom and E-Learning management strategies, and share insights on participant progress with other staff members.</li>
<li>Performs all other duties as assigned, including overtime as required.</li>
<li>Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.</li>

REQUIREMENTS:

<li>Bachelor’s Degree in Criminal Justice, Psychology, Social Work, Education, or related field required.</li>
<li>One year of experience in classroom facilitation and/or teaching preferred.</li>
<li>Knowledge of various theoretical approaches to adult education including cognitive, behavioral, and cognitive motivational theories.</li>
<li>Knowledge of criminal justice system operations</li>

DIFFICULTY OF WORK: 
The Programs Facilitator performs work that is broad in scope and of substantial intricacy when utilizing judgement in lesson preparation and adaptation of evidence-based cognitive behavioral programs. Judgment is needed to ensure that program delivery falls within the appropriate parameters set by Allen County Community Corrections (ACCC), which may require accommodation to meet the unique needs of the participants.
 
RESPONSIBILITY: 
The Programs Facilitator makes substantial contributions when preparing and administering evidence-based cognitive behavioral programs within generally structured guidelines and makes recommendations to staff to attain desired program results. Purpose and desired results are indicated, and unusual problems are discussed.
 
PERSONAL WORK RELATIONSHIPS: 
The Programs Facilitator maintains frequent contact with other County employees, Allen County Community Corrections (ACCC) staff, program participants, and other mental health and social service agencies regarding evidence-based cognitive-behavioral therapy programs, including CBT programming conducted through an E-learning platform.
 
WORKING CONDITIONS: 
The Programs Facilitator may work remotely and in an office and classroom environment with frequent contact with potentially dangerous, violent, and abusive program offenders convicted of various misdemeanor and felony offenses on a daily basis with the ability to move around freely, but frequently sitting, requiring some bending, kneeling, lifting up to forty pounds, reaching overhead and pushing and/or pulling loads. Very frequent typing, including proofreading and attention to detail, monitoring equipment and detailed inspection is required. A laptop, telephone headset, any required software, and access to other materials required for the position will be provided as needed.
