Under the direction of the Residential Services Officer Shift Supervisor, the Residential Services Officer is responsible for maintaining security and monitoring adherence to program rules within the ACCC Residential Services Facility. The Residential Services Officer oversees activities of facility residents, assists in maintaining the safety, security and sanitation of the facility, and monitors participant conduct to ensure compliance with all ACCC policies and procedures. This position is covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
 
ESSENTIAL FUNCTIONS: 
<ul>
<li>Maintains interior security of the facility, including monitoring surveillance cameras and door controls.</li>
<li>Conducts patrols and routine searches of all dormitories and searches participants for contraband.</li>
<li>Maintains accurate accounting of all participants.</li>
<li>Ensures compliance with facility rules and regulations, and monitors participant compliance with individual treatment plans, recording and reporting inappropriate behavior to case managers and/or supervisors as required.</li>
<li>May periodically secure and/or physically restrain violent/uncontrollable participants as situations demand.</li>
<li>Documents/logs all activity during shift, noting pertinent information for subsequent shifts.</li>
<li>Supervises and distributes meals.</li>
<li>Ensures participants receive proper medical attention as needed and supervise work details and other activities in and around the facility, ensuring proper and timely completion.</li>
<li>Verifies participant release from facility for work, counseling, and approved requests; checks residents in/out following prescribed procedures.</li>
<li>Operates portable breath testing device and collects urine samples of same gender participants as required.</li>
<li>Assists participants in role-playing difficult situations to achieve a more positive result.</li>
<li>Identifies challenges quickly and efficiently facilitates the flow of information and communicates concerns to the immediate supervisors.</li>
<li>Maintains awareness of all Residential Facility policies, procedures, and protocols, to include compliance with PREA policies.</li>
<li>May periodically testify in court/disciplinary hearings as required.</li>
<li>Ensures participants are treated with respect while having the ability to influence and support behavior change through Evidence-Based Practices.</li>
<li>Attends meetings and training sessions as required.</li>
<li>Routinely make database (SRS) entries for documentation purposes.</li>
<li>Completes thorough and accurate reports in a timely fashion.</li>
<li>Assists in the execution of mandatory safety drills as needed.</li>
<li>Assists in the adherence of all food, safety and sanitation procedures are followed for the Residential Facility.</li>
<li>Answers telephone and greets visitors as assigned, providing information and assistance, taking</li>
</ul>
messages and or directing to appropriate individual or department. Reports inquiries regarding individual participants and facility activities To Residential Services Officer Shift Supervisor.

<li>Performs all other duties as assigned.</li>
<li>Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.</li>

REQUIREMENTS: 
<ul>
<li>Extensive experience working in a law enforcement and/or criminal justice environment, with focus on community-based supervision preferred. Experience working in a residential environment preferred.</li>
<li>High School Diploma or equivalent required; Associates in Criminal Justice is preferred.</li>
<li>Previous experience with case management/supervision of criminal offenders preferred.</li>
<li>Ability to obtain Motivational Interviewing Internal Certification.</li>
<li>Ability to obtain Crisis Intervention Training (CIT) Certification as assigned.</li>
<li>Ability to obtain Criminal Justice Risk Assessment (IRAS) Instrument Training/Application Certification.</li>
<li>Ability to use all assigned uniforms and/or equipment as assigned.</li>
<li>Ability to successfully complete the Residential Training Officer Academy in the sole discretion of agency leadership.</li>
<li>Ability to obtained required training certificates within 3 months of employment, including First</li>

Responder/CPR, Response to Resistance, Verbal De-Escalation, and Disease Control as assigned

<li>Ability to be successfully certified in the use of the following equipment within 3 months of employment including the Taser, Handcuff and Pepper Spray as assigned.</li>
<li>Must attend and successfully complete all required agency training courses, including defensive tactics as assigned.</li>
<li>Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations.</li>
<li>Ability to recognize anti-social thinking and behaviors and to address them immediately, positively and in a non-threatening manner.</li>

DIFFICULTY OF WORK: 
The Residential Services Officer is required to have comprehensive knowledge of program guidelines of
 Allen County Community Corrections (ACCC), working knowledge of all court procedures, exercising
 judgement to effectively assess, evaluate, and work with participants. Careful consideration is needed for unique situations and a variety of complex and significant circumstances and choices.
 
RESPONSIBILITY: 
The Residential Services Officer is responsible for overseeing the internal safety and day to day operations of the living quarters with ACCC’s Residential Facility. The Residential Services Officer will also be required to model pro-social behavior daily. Purpose and desired results are known, and some unusual cases and circumstances are discussed with supervisors. Work is reviewed for completeness, soundness of judgement and compliance with laws and regulations.
 
PERSONAL WORK RELATIONSHIPS: 
The Residential Services Officer maintains frequent communication with other County employees, program participants, visitors to the facility and members of various governmental and social service agencies and members of the general public regarding the coordination and supervision of serious and violent felony program participants.
 
WORKING CONDITIONS: 
The Residential Services Officer works predominantly in a residential community corrections facility and maintains frequent contact with program participants who have been convicted of various misdemeanor and felony offenses and may be dangerous, violent and/or abusive. There is some standing and walking with frequent sitting. Frequent mental/visual effort, attention to detail, detailed inspection and typing are to be expected.

LICENSING: 
Ability to obtain Motivational Interviewing Internal Certification.
 Ability to obtain Crisis Intervention Training (CIT) Certification.

Under the direction of the Clinical/Cognitive Behavioral Therapy (CBT) Coordinator, the Programs Facilitator administers a library of evidence-based cognitive behavioral programs and ensures those programs are delivered in the intended in-person and/or virtual format. This position is not covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
 
ESSENTIAL FUNCTIONS: 
<ul>
<li>Facilitates evidence-based cognitive behavioral classes and ensures the content of the program curriculum is delivered in its intended format and the participants understand and relates to the required material.</li>
<li>Prepares necessary lesson plans, materials, supplies and instructional hardware to facilitate the program and recommends additional materials needed.</li>
<li>Prepares the classroom environment or E-Learning platform to meet unique circumstances of participants, ensures cleanliness of the facilities, inventories necessary program materials, and notifies appropriate staff of materials needed or any equipment malfunctions.</li>
<li>Facilitates assigned program orientations, as required, for incoming participants and reviews program rules, requirements, and associated costs with each participant.</li>
<li>Recommends in-person and/or virtual programming methods to address participant problems, including providing occupational and education information and interacts virtually and/or on-site with participants to assist them in gaining insight, defining goals and planning courses of action to achieve effective personal, social, educational, and vocational adjustments.</li>
<li>Utilizes program eligibility requirements, other relevant information, and recommendations for accommodations to appropriately assign CBT Classes and E-Learning materials to program participants.</li>
<li>Conduct small and large group virtual training and monitoring with up to 100 participants, utilizing electronic tablets and other technology, as assigned.</li>
<li>Assures the seamless operation of necessary facilitator and participant technology associated with any assigned E-Learning platforms and works closely with the Finance and Business Manager to troubleshoot any software, hardware, internet access, or other technology issues that may arise as part of this assignment.</li>
<li>Administrative management of any assigned virtual training requirements to ensure functionality of platforms and course appropriate E-Learning program assignments.</li>
<li>Completes administrative paperwork including but not limited to, documenting attendance and participation levels of participants in the required database and completing dispatch and discharge paperwork.</li>
<li>Prepares reports and alerts staff of problems with participants and forwards status paperwork to the referring agency and/or case manager if participant is discharged from the program.</li>
<li>Prepares and forwards status reports to request revocation paperwork to be filed with the Courts for all participants referred directly to Allen County Community Corrections (ACCC).</li>
<li>Observes and documents participant progress and forwards monthly report to referral sources and case managers, as needed.</li>
<li>Participates in staff meetings to determine appropriate responses to participant questions and concerns, share proposed changes in delivery or curriculum, discuss participant behavior, discuss classroom and E-Learning management strategies, and share insights on participant progress with other staff members.</li>
<li>Performs all other duties as assigned, including overtime as required.</li>
<li>Uses principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.</li>

REQUIREMENTS: 
<ul>
<li>Bachelor’s Degree in Criminal Justice, Psychology, Social Work, Education, or related field required.</li>
<li>One year of experience in classroom facilitation and/or teaching preferred.</li>
<li>Knowledge of various theoretical approaches to adult education including cognitive, behavioral, and cognitive motivational theories.</li>
<li>Knowledge of criminal justice system operations</li>
<li>Ability to work remotely under limited supervision and with others in a cooperative team environment.</li>
<li>Adaptability and the ability to thrive in a hybrid work environment.</li>
<li>Strong management, organizational, leadership and teaching skills</li>
<li>Ability to be certified in Indiana Risk Assessment System (IRAS) Instrument Training/Application</li>

DIFFICULTY OF WORK: 
The Programs Facilitator performs work that is broad in scope and of substantial intricacy when utilizing judgement in lesson preparation and adaptation of evidence-based cognitive behavioral programs. Judgment is needed to ensure that program delivery falls within the appropriate parameters set by Allen County Community Corrections (ACCC), which may require accommodation to meet the unique needs of the participants.
 
RESPONSIBILITY: 
The Programs Facilitator makes substantial contributions when preparing and administering evidence-based cognitive behavioral programs within generally structured guidelines and makes recommendations to staff to attain desired program results. Purpose and desired results are indicated, and unusual problems are discussed.
 
PERSONAL WORK RELATIONSHIPS: 
The Programs Facilitator maintains frequent contact with other County employees, Allen County Community Corrections (ACCC) staff, program participants, and other mental health and social service agencies regarding evidence-based cognitive-behavioral therapy programs, including CBT programming conducted through an E-learning platform.
 
WORKING CONDITIONS: 
The Programs Facilitator may work remotely and in an office and classroom environment with frequent contact with potentially dangerous, violent, and abusive program offenders convicted of various misdemeanor and felony offenses on a daily basis with the ability to move around freely, but frequently sitting, requiring some bending, kneeling, lifting up to forty pounds, reaching overhead and pushing and/or pulling loads. Very frequent typing, including proofreading and attention to detail, monitoring equipment and detailed inspection is required. A laptop, telephone headset, any required software, and access to other materials required for the position will be provided as needed.
