The <b>Business Development Manager</b> is responsible for identifying, developing, and securing new business opportunities for Setec Middle East within the <b>Saudi Arabian construction and engineering consultancy market </b>and other sectors where company core equity expertise is desired. The role focuses on expanding Setec&rsquo;s client base among <b>PIF entities, government organizations, and large private developers</b>, building long-term strategic partnerships, and ensuring alignment with the company&rsquo;s growth strategy and Vision 2030 initiatives.</p><p>
This position requires a dynamic professional with strong relationship-building capabilities, proven experience in <b>B2B sales of professional services</b>, and a solid understanding of <b>bidding processes and complex project sales</b> primarily in the engineering and construction consultancy sector.</p><h3 class="jobSectionHeader"><b>
Key Responsibilities</b></h3><h4 class="jobSectionHeader"><b>
1. Business Development and Client Acquisition</b></h4><ul>
<li>Identify and pursue new business opportunities with public and semi-governmental clients (e.g., PIF companies, ministries, development authorities).</li>
<li>Represent Setec Middle East at key industry events, conferences, and networking platforms in the Kingdom.
</li><li>Contribute to company brand exposure in the market</li>
<li>Develop in collaboration with executive management a business development strategy for the Saudi market and the region
</li><li>Collaborate with the department heads to screen and shortlist relevant projects/client targets</li>
<li>Develop a market approach strategy for each identified key client/project</li>
<li>Interface/collaborate with Setec group companies to assure market strategy alignment
</li><li>Collaborate with Bid team to assure a timely &amp; quality bid submission</li>
<li>Identify and lead preparation of pre-qualification documents, technical proposals, and commercial submissions.</li>
<li>For large scale project bids, propose and establish consortiums, and identify the most relevant subconsultants to partner with.
</li><li>Contribute to the development of Setec&rsquo;s Saudi market strategy and annual business development plans.
</li><li>Participate in negotiation of contracts and support post-award commercial discussions in coordination with Legal and Contracts teams.</li>
<li>Develop and maintain strong relationships with key stakeholders including decision-makers, consultants, and contractors to position Setec as a preferred partner.</li>
<li>Proactively manage the sales pipeline from lead identification to bid submission and contract award.</li>
<li>Collaborate with internal stakeholders (Managing Director, Bidding &amp; Contracts, Technical Departments, and Human Relations Department) to prepare and submit high-quality proposals and expressions of interest (EOIs).</li>
Establish new client relationships and nurture existing client relationships to ensure repeat business and client satisfaction.<br>

<li>Maintain accurate records of business development activities using internal tracking tools.</li>
Under direction from executive management, identify new public and private sector client organizations and develop company capability portfolios to attain formal registration with those public and private sector client organizations.<br>

<li><b>Education:</b> Bachelor&rsquo;s degree in engineering, Architecture, Business Administration, Marketing or related field. A Master&rsquo;s degree or MBA is preferred.<br>
</li>
<li><b>Experience:</b> Minimum <b>5&ndash;10 years</b> of experience in <b>business development, </b>within the <b>engineering consultancy or construction sector</b>.<br>
</li>
<li>Proven experience working with <b>government authorities, PIF subsidiaries, or large-scale development programs</b><br>
</li>
<li>Strong understanding of <b>B2B sales cycles</b>, <b>public procurement</b>, and <b>consultancy service contracts</b>.<br>
</li>
Excellent interpersonal, communication, and negotiation skills.<br>

Strong networking ability with established contacts in the Saudi engineering and construction ecosystem.<br>

Business acumen with ability to translate client needs into commercial opportunities.<br>

Fluency in English (Arabic proficiency is an advantage).<br>

The Position:</b></p><p>
The Architectural Lead (Senior Manager level) is a highly experienced professional in the fields of design and design management and architectural motifs for a myriad of buildings, diversified infrastructure, civic public transportation systems, and for public domain structures and landscaping, inter alia. The incumbent must have demonstrative experience in all aspects of design and delivery of projects, with ability to provide practical, anticipatory, and analytical advice &ndash; and undertake and coordinate integrated technical reviews of work product done by internal teams and consultants. The incumbent must also possess formidable design management, project management, and bid preparation skills and proven track-record of successful and timely delivery of projects.
</p><p>The Architectural Lead will report directly to the PMO Program Director, and will perform his or her duties collaboratively with the client, peers within the PMO team, external consultants and contractors, and with regulatory and stakeholder principals. The following highlights the incumbent&rsquo;s profile, knowledge factors, and responsibilities of the position.</p><p><b><br>
Candidate Profile - Experience and Position Requirements:</b></p><p>
A minimum 15+ global experience in leading architecture projects. The incumbent must have experience as Architectural Lead for a minimum of 5 large-scale multi-disciplinary projects, ideally including heritage-led projects within urban regeneration programs.
</p><p>The incumbent must also have a postgraduate degree in architecture, relevant professional certifications in architecture (e.g., RIBA, AIA) and preferably certifications in project and/or program management. He or she must have demonstrable leadership and interpersonal abilities, experience in stakeholder engagement and preferably within Saudi Arabia, and excellent verbal and written skills. Fluency or working knowledge of Arabic a plus.
</p><p>He or she will also have experience and knowledge of international and local architectural codes and standards &ndash; with experience in Arab and Middle Eastern motifs a plus. The incumbent will be required to prepare, lead, and deliver design charettes and technical workshops, and in assuming a leadership role in design reviews for varied classes of assets &ndash; including but not limited to residential, commercial, industrial, and governmental buildings, local transportation networks, architectural design of select infrastructure, and for public domain structures and landscaping.</p><p>
The incumbent will also be required to advise and support the Program Director and senior PMO staff respective to status of core equity work product &ndash; including with respect to cost, schedule, and performance key indicators and milestones. He or she will also be required to support any value engineering exercises in capacity as architectural subject matter expert.<br>
