 About the Role
 
 
 
 
 
 
 
 
 
 The Procurement Manager (Commercial Manager) will lead strategic and international procurement operations for Assets Group, with a strong focus on sourcing for Albania-based projects while being based in Qatar. The ideal candidate must possess perfect English, strong commercial capabilities, and solid experience in international procurement&mdash;especially with European suppliers. Mastery of SAP as a procurement and commercial management tool is essential.
 
 
 
 
 
 
 
 
 
 Responsibilities
 
 
 
 
 
 
 
 
 <ul>
 <li>
 
 International Procurement &amp; Sourcing
 
 </li>
 <li>
 Execute full-cycle procurement: sourcing, tendering, bid evaluation, negotiations, contracting, and vendor selection.
 </li>
 <li>
 Manage cross-border procurement operations for Albania, ensuring compliance with both Qatari and international trade requirements.
 </li>
 <li>
 Identify, evaluate, and negotiate with European suppliers to secure best-value outcomes.
 </li>
 <li>
 Conduct global supply market analysis to maintain cost, quality, and delivery competitiveness.
 </li>
 <li>
 </li>
 <li>
 
 Commercial &amp; Contract Management
 
 </li>
 <li>
 Prepare and manage RFQs, RFPs, tender documents, commercial comparisons, and purchase orders.
 </li>
 <li>
 Negotiate commercial terms (pricing, delivery, warranty, penalties, Incoterms).
 </li>
 <li>
 Ensure commercial compliance and proper documentation aligned with group procurement policies.
 </li>
 <li>
 Manage contract lifecycle and conduct periodic commercial reviews.
 </li>

 </li>

 Supplier &amp; Stakeholder Management
 
 </li>
 <li>
 Develop and maintain strong relationships with international suppliers and service providers.
 </li>
 <li>
 Conduct supplier performance assessments and implement improvement plans.
 </li>
 <li>
 Resolve vendor disputes, delivery issues, or non-compliance cases.
 </li>
 <li>
 Coordinate closely with internal teams: Projects, Finance, Logistics, Legal, and Operations.
 </li>

 Logistics &amp; Documentation
 
 </li>
 <li>
 Manage international shipments, customs documentation, import/export requirements, and delivery schedules.
 </li>
 <li>
 Ensure timely mobilization of materials and equipment for Albania projects.
 </li>
 <li>
 Identify and mitigate supply chain risks related to cost, compliance, or logistics.
 </li>
 </ul>

 Qualifications
 
 
 
 
 
 
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Procurement, Supply Chain, Business, Engineering, or related field.
 </li>
 <li>
 Minimum 5 years of experience in procurement or commercial management.
 </li>
 <li>
 Perfect English (written and spoken).
 </li>
 <li>
 Strong experience in international procurement&mdash;preferably handling European suppliers.
 </li>
 <li>
 Deep understanding of commercial terms, contract structures, and Incoterms.
 </li>
 <li>
 Proficiency in Microsoft Office and ERP systems (SAP is required).
 </li>
 <li>
 Strong analytical, negotiation, and communication skills.
 </li>
 <li>
 Ability to work cross-functionally in a fast-paced, multicultural environment.
 </li>
