Overview:

The Senior HSES Advisor provides strategic and operational HSES leadership across CB&amp;I construction projects and facilities. The role is responsible for driving the implementation, continuous improvement, and assurance of Health, Safety, Environmental and Security management systems while fostering a proactive, risk-based safety culture. The Senior HSES Advisor partners with project leadership, clients, subcontractors and frontline personnel to manage critical risks, ensure regulatory compliance, and achieve project objectives without harm to people, the environment, assets, or company reputation. This role reports to the Project HSES Manager / District HSES Manager</div>
Responsibilities:
<ul><li>Develop, implement, and maintain HSE policies, procedures, and management systems.</li><li>
Ensure compliance with local, national, and international HSE regulations and standards.</li><li>
Conduct risk assessments, hazard identification, and implement control measures.</li><li>

Conduct site risk assessments, Job Safety Analysis (JSA), and task-specific method statement reviews.</li><li>
Monitor high-risk activities such as working at height, lifting operations, excavation, and confined space entry.</li><li>
Demonstrate proactive safety leadership in the field through routine site engagement, safety walks, and workforce interaction.</li><li>
Provide leadership and mentoring to HSES Advisors, Supervisors, and site management teams on HSES best practices.</li><li>
Support Project Management in the development and execution of project-specific HSES objectives and improvement plans.</li><li>
Participate in project planning meetings to ensure HSES requirements are incorporated into project execution strategies.</li><li>
Review and approve contractor HSES plans, procedures, risk assessments, and method statements.</li><li>
Monitor and evaluate subcontractor HSES performance and recommend improvement actions where necessary.</li><li>
Facilitate Pre-Task Risk Assessments, toolbox talks, and critical activity planning sessions.</li><li>
Monitor compliance with Permit-to-Work (PTW) systems, including hot work, confined space entry, excavation, lifting operations, and energy isolation activities.</li><li>
Participate in constructability reviews and project risk assessments during all project phases.</li><li>
Review lifting plans, rigging studies, rescue plans, and high-risk activity procedures prior to execution.</li><li>
Verify competency requirements for safety-critical positions including crane operators, riggers, scaffold inspectors, fire watchers, and confined space attendants.</li><li>
Conduct field-based safety observations and behavioral safety interventions to reinforce safe work practices.</li><li>
Lead implementation of company Life-Saving Rules and Critical Risk Management programs.</li><li>
Coordinate and participate in emergency response drills, mock exercises, and crisis management activities.</li><li>
Verify adequacy and readiness of emergency equipment, fire protection systems, and rescue resources.</li><li>
Support occupational health initiatives including heat stress management, industrial hygiene monitoring, and employee wellness programs.</li><li>
Monitor environmental compliance related to waste management, spill prevention, emissions control, noise management, and hazardous material handling.</li><li>
Ensure timely reporting, investigation, and closure of HSES observations, incidents, near misses, and corrective actions.</li><li>
Analyze HSES performance trends and develop action plans to address recurring issues and emerging risks.</li><li>
Prepare monthly HSES dashboards and performance reports for project and regional management.</li><li>
Support internal, client, and third-party audits and ensure effective closure of audit findings.</li><li>
Act as the primary HSES interface with client representatives during inspections, audits, and project reviews.</li><li>
Participate in management reviews and provide recommendations for continual improvement of HSES systems.</li><li>
Promote lessons learned and best practices across projects and work locations.</li><li>
Support implementation and maintenance of CB&amp;I HSES management systems in accordance with ISO 45001, ISO 14001, and company standards.</li><li>
Exercise Stop Work Authority when unsafe conditions or behaviors present imminent risk to personnel, assets, or the environment.</li><li>
Ensure compliance with client, company, and regulatory requirements throughout all phases of construction activities.</li><li>
Provide independent HSES assurance to Project and Regional Management regarding the effectiveness of site risk controls and compliance programs.</li></ul>

Qualifications:

NEBOSH International General Certificate (IGC) required; NEBOSH Diploma preferred.</li><li>
Membership with Institution of Occupational Safety and Health (TechIOSH/GradIOSH) is an advantage.</li><li>
Minimum 10+ years of HSE experience in construction, with at least 4&ndash;5 years in a senior role within the GCC.</li><li>

Strong knowledge of OSHA guidelines, ANSI requirements</li><li>

Overview:
<ul>The PPL Business Development Specialist is responsible for identifying and obtaining new business, establishing long-term customer relationships, and promotion of CB&amp;I Storage Solutions' products and services.
