Sr HSES Advisor

• Develop, implement, and maintain HSE policies, procedures, and management systems.
• Ensure compliance with local, national, and international HSE regulations and standards.
• Conduct risk assessments, hazard identification, and implement control measures.
• Lead incident investigations, root cause analysis, and corrective action tracking.
• Provide expert HSE advice to management, supervisors, and project teams.
• Monitor site activities to ensure adherence to safety procedures and safe work practices.
• Deliver HSE training, inductions, and awareness programs.
• Conduct regular audits, inspections, and performance evaluations.
• Prepare and present HSE reports, statistics, and KPIs to senior management.
• Liaise with regulatory authorities and external stakeholders as required.
• Promote a proactive safety culture and continuous improvement initiatives.
• Implement and maintain HSE management systems in line with Company ISO 45001-2018 and ISO 14001-2015 certification.
• Conduct site risk assessments, Job Safety Analysis (JSA), and task-specific method statement reviews.
• Monitor high-risk activities such as working at height, lifting operations, excavation, and confined space entry.
• Demonstrate proactive safety leadership in the field through routine site engagement, safety walks, and workforce interaction.
• Provide leadership and mentoring to HSES Advisors, Supervisors, and site management teams on HSES best practices.
• Support Project Management in the development and execution of project-specific HSES objectives and improvement plans.
• Participate in project planning meetings to ensure HSES requirements are incorporated into project execution strategies.
• Review and approve contractor HSES plans, procedures, risk assessments, and method statements.
• Monitor and evaluate subcontractor HSES performance and recommend improvement actions where necessary.
• Facilitate Pre-Task Risk Assessments, toolbox talks, and critical activity planning sessions.
• Monitor compliance with Permit-to-Work (PTW) systems, including hot work, confined space entry, excavation, lifting operations, and energy isolation activities.
• Participate in constructability reviews and project risk assessments during all project phases.
• Review lifting plans, rigging studies, rescue plans, and high-risk activity procedures prior to execution.
• Verify competency requirements for safety-critical positions including crane operators, riggers, scaffold inspectors, fire watchers, and confined space attendants.
• Conduct field-based safety observations and behavioral safety interventions to reinforce safe work practices.
• Lead implementation of company Life-Saving Rules and Critical Risk Management programs.
• Coordinate and participate in emergency response drills, mock exercises, and crisis management activities.
• Verify adequacy and readiness of emergency equipment, fire protection systems, and rescue resources.
• Support occupational health initiatives including heat stress management, industrial hygiene monitoring, and employee wellness programs.
• Monitor environmental compliance related to waste management, spill prevention, emissions control, noise management, and hazardous material handling.
• Ensure timely reporting, investigation, and closure of HSES observations, incidents, near misses, and corrective actions.
• Analyze HSES performance trends and develop action plans to address recurring issues and emerging risks.
• Prepare monthly HSES dashboards and performance reports for project and regional management.
• Support internal, client, and third-party audits and ensure effective closure of audit findings.
• Act as the primary HSES interface with client representatives during inspections, audits, and project reviews.
• Participate in management reviews and provide recommendations for continual improvement of HSES systems.
• Promote lessons learned and best practices across projects and work locations.
• Support implementation and maintenance of CB&I HSES management systems in accordance with ISO 45001, ISO 14001, and company standards.
• Exercise Stop Work Authority when unsafe conditions or behaviors present imminent risk to personnel, assets, or the environment.
• Ensure compliance with client, company, and regulatory requirements throughout all phases of construction activities.
• Provide independent HSES assurance to Project and Regional Management regarding the effectiveness of site risk controls and compliance programs.

• Valid local driving license preferred
• Strong knowledge of permit-to-work systems
• Experience with HSE software/reporting systems is a plus

• Bachelor’s degree in Occupational Health & Safety, Engineering, or related field.
• NEBOSH International General Certificate (IGC) required; NEBOSH Diploma preferred.
• Membership with Institution of Occupational Safety and Health (TechIOSH/GradIOSH) is an advantage.
• Minimum 10+ years of HSE experience in construction, with at least 4–5 years in a senior role within the GCC.
• ISO 45001-2018, ISO 14001 auditor certification
• Strong knowledge of OSHA guidelines, ANSI requirements
• Knowledge of GCC HSE regulations, labor laws, and construction safety standards.
• Experience working on large projects (large multicultural workforce, international EPCI contractors, large national energy organizations)
• Excellent communication skills in English (Arabic is an advantage).
• Experience conducting incident investigations using recognized root cause analysis methodologies.
• Demonstrated experience leading HSES audits, inspections, and compliance reviews.
• Experience managing subcontractor HSES performance and compliance.
• Knowledge of lifting and rigging requirements, crane operations, and heavy construction activities.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and HSES reporting systems. Strong report writing, presentation, and stakeholder engagement skills.
• Willingness to travel and work across multiple project locations as required.

Working Conditions:

• Primarily site-based role supporting construction projects, fabrication facilities, and operational locations across Africa, the Middle East, and Asia Pacific regions.
• Regular exposure to outdoor environmental conditions including extreme heat, humidity, dust, rainfall, and other challenging weather conditions depending on project location.
• Frequent travel, including international travel, may be required to support project activities, audits, inspections, and incident investigations.
• May require rotational assignments, temporary project deployments, or extended periods at remote project sites.
• May require extended working hours, weekend work, or participation in emergency response activities to meet project and operational requirements.
• Frequent interaction with multicultural and multilingual workforces, contractors, clients, and regulatory authorities.
• Exposure to active construction, fabrication and operational environments involving high-risk activities.
