Please submit cover letter, resume, and three references for this application.POSITION TITLE: PUBLIC SAFETY MANAGERDEPARTMENT: OPERATIONSLOCATION: DULUTH INTERNATIONAL AIRPORT/SKY HARBOR AIRPORTOVERVIEW:Under guidance of the Director of Operations, the Public Safety Manager is responsible for planning, administrating, and continuously improving the Duluth Airport Authority&rsquo;s (DAA) Security, Emergency Management, Safety, Airport Badging, and Information Technology (IT) Contract Programs. The position serves as the Airport Security Coordinator (ASC) and is responsible for ensuring compliance with 49 CFR Parts 1540 and 1542, administering the Airport Security Program (ASP), overseeing the Airport security contract, and the Airport Badging Office. The Public Safety Manager serves as the DAA&rsquo;s Emergency Management Coordinator and oversees development, implementation, training, and maintenance of the Airport Emergency Plan (AEP), Emergency Operations Center (EOC), Incident Command System (ICS), and related preparedness programs. The position also serves as the DAA&rsquo;s primary liaison with the Transportation Security Administration (TSA) on day-to-day security matters.ESSENTIAL DUTIES &amp; RESPONSIBILITIES (OTHER DUTIES MAY BE ASSIGNED):A. SECURITY:&middot; Serve as the ASC, maintaining all required qualifications and training, acting as the DAA&rsquo;s primary liaison with the TSA, and ensuring compliance with the ASP and 49 CFR Parts 1540 and 1542.&middot; Administers and maintains the ASP in accordance with 49 CFR Parts 1540 and 1542.&middot; Coordinates and facilitates TSA inspection, compliance reviews, key inventories, and badging audits.&middot; Directly administers the Airport Badging Office, including credential issuance, Security Identification Display Area (SIDA) training, access control, audits, and recordkeeping.&middot; Reviews and implements relevant TSA Security Directives (SDs) and, if necessary, revises the ASP accordingly.&middot; Oversee the Airport&rsquo;s contract security provider, including contract administration, performance monitoring, quality assurance, and recommendations for service improvements.&middot; Coordinates with TSA, FAA, CBP, Local Law Enforcement, Airport Security, airport tenants/staff, and external stakeholders to provide collective input and feedback regarding airport security policy, facility procedures, and future airport security initiatives/technologies.&middot; Participate in airport construction planning sessions and special event planning to provide security information and advice.&middot; Participate in security threat, vulnerability, and risk assessments of the airport and leads or assists in the development and implementation of remediation measures.B. EMERGENCY MANAGEMENT:&middot; Serve as the DAA EOC Manager.&middot; Ensure proper documentation, training, and communication surrounding the DAA ICS structure.&middot; Plan, develop, and communicate the AEP at both the Duluth International Airport (DLH) and Sky Harbor Airport (DYT).&middot; Supports the relationship between the DAA and the public by demonstrating courteous and cooperative behavior when interacting with mutual aid partners, tenants, citizens, visitors, and DAA staff; maintains confidentiality of work-related issues and DAA information.&middot; Plans, coordinates, and evaluates the DAA&rsquo;s emergency preparedness program, including training, exercises, staffing coordination, and response planning for aircraft incidents, ARFF operations, medical emergencies, severe weather, and other events identified within the AEP.&middot; Responsible for the annual training/tabletop requirements as outlined by the AEP and 14 CFR Part 139.C. INFORMATION TECHNOLOGY:&middot; Administers contracts supporting the DAA&rsquo;s IT and security technology systems.&middot; Coordinates with the DAA&rsquo;s contracted IT provider to maintain reliable and secure technology systems supporting airport operations.&middot; Assists in planning and coordinating technology improvements related to airport security, communications, access control, CCTV, and associated infrastructure.&middot; Coordinates with the DAA&rsquo;s contracted IT provider to plan, procure, implement, and manage the lifecycle of business IT hardware and software, including servers, network infrastructure, workstations, laptops, mobile devices, and related equipment.&middot; Monitors contractor performance and recommends technology improvements that enhance operational reliability and regulatory compliance.D. OTHER DUTIES:&middot; Serve as the DAA&rsquo;s Safety Manager and coordinates organizational safety initiatives, hazard reporting, and operational risk management.&middot; Participate in safety committees, operational risk assessments, and safety initiatives supporting DAA operations.&middot; Duties may include special snow assignments and/or will involve occasional weekend and evening work.&middot; Ability to respond to the airport in emergency situations.&middot; All other duties as assigned.RELATIONSHIPS AND CONTACTS:A. SUPERVISORY RELATIONSHIPS&middot; Reports directly to the Director of Operations.&middot; Administers and oversee contracted security, IT, and security technology vendors.&middot; No direct supervisory responsibility for DAA employees unless specifically assigned.B. ORGANIZATIONAL RELATIONSHIPS&middot; Frequent contact with the Director of Operations.&middot; Frequent contact with other Managers and DAA administrative and maintenance staff.C. EXTERNAL AND BUSINESS RELATIONSHIPS&middot; Frequent contact with TSA, FAA, CBP, local law enforcement, fire departments, EMS, county emergency management, and other mutual aid agencies.&middot; Frequent contact with airport tenants, airlines, concessionaires, contractors, architects, engineers, and technology vendors.&middot; Occasional contact with public officials and public.MINIMUM QUALIFICATIONS:A. EDUCATION AND EXPERIENCE:&middot; Bachelor&rsquo;s Degree in Aviation Management, Emergency Management, Criminal Justice, Public Administration, or closely related field preferred; and three (3) years of progressively responsible professional experience with demonstrated ability to manage complex regulatory programs in airport operations, airport security, law enforcement, emergency management, military, IT, or a related field; or an equivalent combination of education, training, and experience.&middot; Working knowledge of applicable federal regulations including 14 CFR Part 139, 49 CFR Parts 1540 and 1542, and National Incident Management System (NIMS)/ICS.&middot; Demonstrable communication, public speaking, and writing skills.&middot; Must pass background checks, drug test and be capable of meeting and maintaining FAA security requirements for unescorted access in the SIDA.B. REQUIRED LICENSES OR CERTIFICATIONS:&middot; Ability to serve as the ASC upon appointment.&middot; Completion of the AAAE ASC Course or equivalent TSA recognized ASC training preferred or within twelve (12) months of the date of hire.&middot; ICS Certifications (ICS 100, 200, NIMS 300, 700, 800) preferred or within twelve (12) months of the date of hire.&middot; You must possess a valid Driver&rsquo;s License and acceptable Motor Vehicle Record.&middot; The DAA supports professional development and encourages the successful candidate to pursue additional airport industry certifications, including AAAE ACE Security and Certified Member (C.M,).C. POSITION TITLE: AIRPORT MAINTENANCE I &ndash; AIRSIDE &amp; FLEETDEPARTMENT: OPERATIONSPURPOSE: To acquire knowledge and assist in all phases of airfield and equipment maintenance. The Airport Maintenance I (AP1) is an entry level position where an employee is expected to have a general knowledge of maintenance activities while learning the skills and knowledge particular to the airport environment. This position description supplements the requirements listed in the Duluth Airport Authority (DAA) Personnel Policy Manual and the union contract.ESSENTIAL DUTIES &amp; RESPONSIBILITIES (OTHER DUTIES MAY BE ASSIGNED):1. OPERATE AND MAINTAIN EQUIPMENT&middot; Become proficient in operating light equipment (pickups, skid steer, tractor, mowers, dump truck, sander, forklift) and heavy equipment (loaders, sweepers, plows, graders, snow blowers) in a safe and efficient manner.&middot; Perform routine pre/post-operational and maintenance checks on vehicles and equipment.&middot; Learn to perform and document monthly operational tests and inspections of the airfield electrical vault emergency generator.&middot; Learn to operate vehicle radios using aviation terminology and radio procedures for operation on the airfield movement area.&middot; Demonstrable use of computer and web-based database workorder system, reporting and functions.&middot; Become proficient with equipment (hand and electrical tools) used to maintain the airfield electrical/lighting systems and gates and assist with maintenance of and repairs on those systems.&middot; Become proficient with powered/non-powered tools and machinery used to maintain vehicles.&middot; Become proficient with seasonal maintenance requirements of vehicles, particularly during the snow removal season.&middot; Learn routine maintenance requirements and historically problematic systems on snow removal equipment (SRE) vehicles and equipment.&middot; Perform seasonal and preventative maintenance actions on light and heavy equipment as assigned by the equipment foreman.&middot; Position the body to effect repairs in confined spaces such as underneath dashboards, under vehicles, etc.&middot; Learn basic welding skills required for maintaining/repairing equipment.2. MAINTAIN RUNWAYS, TAXIWAYS, AIRFIELD ELECTRICAL SYSTEMS, FENCES, GATES, AND OTHER DULUTH AIRPORT AUTHORITY (DAA) OWNED PROPERTIES&middot; Conduct airfield snow removal operations to include the DAA Snow and Ice Control Plan, surface priorities and snow removal methods.&middot; Achieve a level of airfield and regulatory familiarization within six months of hire date to work unsupervised on weekend and/or evening shifts.&middot; Become proficient with the DAA Wildlife Hazard Management Plan (WHMP) and the safe use of firearms and wildlife hazing equipment.&middot; Become proficient using the VEOCI database for documenting all aspects of airfield and equipment maintenance.&middot; Become proficient with using the FAA&rsquo;s NOTAM Manager database to publish airfield NOTAMs and FICONs and when to publish them based on airfield lighting status and environmental conditions on the airfield.&middot; Escort and monitor contractors and other personnel requiring access to the airport operations area.&middot; Learn to perform and document airfield inspections to include lighting, signage, pavement conditions, fencing and perimeter security checks.&middot; Learn the operating mechanisms and maintenance requirements for the airfield gates.&middot; Identify wires and other parts by color and other identifying information and pull airfield lighting cables through underground conduit.&middot; Assist in repairing and cleaning/sweeping runways, taxiways, and ramps.&middot; Perform tasks such as grass cutting, weed whacking, tree, and brush removal to meet the standards outlined in the WHMP.&middot; Learn to perform and document monthly inspections/maintenance of runway 09/27 precision approach path indicator (PAPI) systems.3. FACILITY MAINTENANCE&middot; Maintain the SRE building and Airfield Electrical Vault in a clean and tidy condition. Perform routine and non-routine maintenance actions on both buildings, as necessary.&middot; On weekend shifts, clean all bathrooms, breakrooms, and offices.&middot; Remove snow from employee parking areas, fire lanes and doorways.&middot; Perform and document weekly emergency eyewash/shower and monthly facility and fire extinguisher inspections.4. SAFETY AND ENVIRONMENTAL&middot; Comply with safety and environmental requirements listed in the DAA Personnel Policy Manual and the AFSCME Union Contract.<ul><li>Comply with safety and OSHA guidelines mandated by foreman and/or the Airside Manager.</li><li>Inform your foreman of unmitigated safety hazards and risks.</li><li>Become familiar with environmental requirements associated with SRE operations.</li></ul>5.
