POSITION TITLE: PUBLIC SAFETY MANAGER

DEPARTMENT: OPERATIONS

LOCATION: DULUTH INTERNATIONAL AIRPORT/SKY HARBOR AIRPORT

OVERVIEW:

Under guidance of the Director of Operations, the Public Safety Manager is responsible for planning, administrating, and continuously improving the Duluth Airport Authority’s (DAA) Security, Emergency Management, Safety, Airport Badging, and Information Technology (IT) Contract Programs. The position serves as the Airport Security Coordinator (ASC) and is responsible for ensuring compliance with 49 CFR Parts 1540 and 1542, administering the Airport Security Program (ASP), overseeing the Airport security contract, and the Airport Badging Office. The Public Safety Manager serves as the DAA’s Emergency Management Coordinator and oversees development, implementation, training, and maintenance of the Airport Emergency Plan (AEP), Emergency Operations Center (EOC), Incident Command System (ICS), and related preparedness programs. The position also serves as the DAA’s primary liaison with the Transportation Security Administration (TSA) on day-to-day security matters.

ESSENTIAL DUTIES & RESPONSIBILITIES (OTHER DUTIES MAY BE ASSIGNED):

A. SECURITY:

· Serve as the ASC, maintaining all required qualifications and training, acting as the DAA’s primary liaison with the TSA, and ensuring compliance with the ASP and 49 CFR Parts 1540 and 1542.

· Administers and maintains the ASP in accordance with 49 CFR Parts 1540 and 1542.

· Coordinates and facilitates TSA inspection, compliance reviews, key inventories, and badging audits.

· Directly administers the Airport Badging Office, including credential issuance, Security Identification Display Area (SIDA) training, access control, audits, and recordkeeping.

· Reviews and implements relevant TSA Security Directives (SDs) and, if necessary, revises the ASP accordingly.

· Oversee the Airport’s contract security provider, including contract administration, performance monitoring, quality assurance, and recommendations for service improvements.

· Coordinates with TSA, FAA, CBP, Local Law Enforcement, Airport Security, airport tenants/staff, and external stakeholders to provide collective input and feedback regarding airport security policy, facility procedures, and future airport security initiatives/technologies.

· Participate in airport construction planning sessions and special event planning to provide security information and advice.

· Participate in security threat, vulnerability, and risk assessments of the airport and leads or assists in the development and implementation of remediation measures.

B. EMERGENCY MANAGEMENT:

· Serve as the DAA EOC Manager.

· Ensure proper documentation, training, and communication surrounding the DAA ICS structure.

· Plan, develop, and communicate the AEP at both the Duluth International Airport (DLH) and Sky Harbor Airport (DYT).

· Supports the relationship between the DAA and the public by demonstrating courteous and cooperative behavior when interacting with mutual aid partners, tenants, citizens, visitors, and DAA staff; maintains confidentiality of work-related issues and DAA information.

· Plans, coordinates, and evaluates the DAA’s emergency preparedness program, including training, exercises, staffing coordination, and response planning for aircraft incidents, ARFF operations, medical emergencies, severe weather, and other events identified within the AEP.

· Responsible for the annual training/tabletop requirements as outlined by the AEP and 14 CFR Part 139.

C. INFORMATION TECHNOLOGY:

· Administers contracts supporting the DAA’s IT and security technology systems.

· Coordinates with the DAA’s contracted IT provider to maintain reliable and secure technology systems supporting airport operations.

· Assists in planning and coordinating technology improvements related to airport security, communications, access control, CCTV, and associated infrastructure.

· Coordinates with the DAA’s contracted IT provider to plan, procure, implement, and manage the lifecycle of business IT hardware and software, including servers, network infrastructure, workstations, laptops, mobile devices, and related equipment.

· Monitors contractor performance and recommends technology improvements that enhance operational reliability and regulatory compliance.

D. OTHER DUTIES:

· Serve as the DAA’s Safety Manager and coordinates organizational safety initiatives, hazard reporting, and operational risk management.

· Participate in safety committees, operational risk assessments, and safety initiatives supporting DAA operations.

· Duties may include special snow assignments and/or will involve occasional weekend and evening work.

· Ability to respond to the airport in emergency situations.

· All other duties as assigned.

RELATIONSHIPS AND CONTACTS:

A. SUPERVISORY RELATIONSHIPS

· Reports directly to the Director of Operations.

· Administers and oversee contracted security, IT, and security technology vendors.

· No direct supervisory responsibility for DAA employees unless specifically assigned.

B. ORGANIZATIONAL RELATIONSHIPS

· Frequent contact with the Director of Operations.

· Frequent contact with other Managers and DAA administrative and maintenance staff.

C. EXTERNAL AND BUSINESS RELATIONSHIPS

· Frequent contact with TSA, FAA, CBP, local law enforcement, fire departments, EMS, county emergency management, and other mutual aid agencies.

· Frequent contact with airport tenants, airlines, concessionaires, contractors, architects, engineers, and technology vendors.

· Occasional contact with public officials and public.

MINIMUM QUALIFICATIONS:

A. EDUCATION AND EXPERIENCE:

· Bachelor’s Degree in Aviation Management, Emergency Management, Criminal Justice, Public Administration, or closely related field preferred; and three (3) years of progressively responsible professional experience with demonstrated ability to manage complex regulatory programs in airport operations, airport security, law enforcement, emergency management, military, IT, or a related field; or an equivalent combination of education, training, and experience.

· Working knowledge of applicable federal regulations including 14 CFR Part 139, 49 CFR Parts 1540 and 1542, and National Incident Management System (NIMS)/ICS.

· Demonstrable communication, public speaking, and writing skills.

· Must pass background checks, drug test and be capable of meeting and maintaining FAA security requirements for unescorted access in the SIDA.

B. REQUIRED LICENSES OR CERTIFICATIONS:

· Ability to serve as the ASC upon appointment.

· Completion of the AAAE ASC Course or equivalent TSA recognized ASC training preferred or within twelve (12) months of the date of hire.

· ICS Certifications (ICS 100, 200, NIMS 300, 700, 800) preferred or within twelve (12) months of the date of hire.

· You must possess a valid Driver’s License and acceptable Motor Vehicle Record.

· The DAA supports professional development and encourages the successful candidate to pursue additional airport industry certifications, including AAAE ACE Security and Certified Member (C.M,).

C. KNOWLEDGE, SKILLS, & ABILITY REQUIREMENTS

  • Communicate effectively, both verbally and in writing, with internal and external entities.
  • Proficiently use and operate Microsoft Office Suite, Adobe Acrobat, and NetSuite accounting software.
  • Proficiently use and administrate airport security technology, including access control systems, badging and credential management software, CCTV systems, and related security hardware and software

The incumbent is frequently required to sit and/or stand and most of the work is completed at an assigned desk station in front of a computer. The incumbent is occasionally required to walk; balance; stoop, kneel, crouch or crawl. The incumbent must occasionally lift and/or move up to 100 pounds and push/pull up to 150 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

Job Type: Full-time

Pay: $74,086.00 - $111,130.00 per year
