QA/QC MANAGER (Qatar Energy Approved)

Permit-to-Work (PTW) System ManagementRequirements:<ul><li>Degree in Engineering or related field.</li><li>Minimum 3 years of experience coordinating permits in a Qatar Energy Project or in oil &amp; gas/industrial projects.</li></ul>Additional Information:<ul><li>Immediate joiners preferred.</li><li>Valid QID required.</li></ul>Responsibilities:<ul><li>Administer and manage the Permit-to-Work system as per Qatar Energy&rsquo;s Control of Work procedures.</li><li>Ensure all work requiring a permit (hot work, confined space, excavation, lifting, electrical isolation, radiography, working at height, etc.) is covered by a valid permit.</li><li>Coordinate with Qatar Energy Area Authority (AA), Performing Authority (PA), and Issuing Authority (IA) for proper issuance, approval, and closure of PTWs.</li><li>Maintain a daily log/register of all permits issued, active, suspended, or closed.</li></ul>Risk Assessment &amp; Job Safety<ul><li>Verify that Job Safety Analysis (JSA) / Risk Assessments are carried out for each activity requiring a PTW.</li><li>Ensure all identified hazards are mitigated with proper control measures.</li><li>Confirm that Method Statements are aligned with the PTW requirements.</li><li>Coordination &amp; Communication</li><li>Act as the focal point between the Contractor, Subcontractors, and QatarEnergy for PTW-related matters.</li><li>Conduct daily coordination meetings with site engineers, supervisors, and safety teams to align planned works with PTW approvals.</li><li>Ensure simultaneous operations (SIMOPS) are coordinated and permits are integrated to avoid conflicts.</li><li>Compliance with QatarEnergy Standards</li><li>Ensure strict compliance with QatarEnergy Control of Work (COW) procedures, QP HSE standards, and Qatar Construction Specifications (QCS).</li><li>Verify that only competent, trained, and QatarEnergy-approved personnel are involved in PTW activities.</li><li>Ensure PPE, isolation procedures, and energy control measures (LOTO &ndash; Lock Out/Tag Out) are implemented.</li><li>Site Verification &amp; Inspections</li><li>Carry out site inspections before issuing a PTW to verify readiness, safety barriers, and compliance.</li><li>Monitor the worksite while PTW activities are in progress to confirm compliance with permit conditions.</li><li>Immediately suspend or cancel permits if unsafe practices or violations are observed.</li></ul>Documentation &amp; Records<ul><li>Maintain all PTW records, certificates, isolation schedules, and supporting documents as per QatarEnergy requirements.</li><li>Prepare weekly/monthly reports on PTW status, statistics, and compliance issues for submission to QatarEnergy.</li><li>Support audits and inspections by QatarEnergy HSE and operations teams.</li></ul>Training &amp; Awareness<ul><li>Ensure that all Contractor and Subcontractor staff are inducted and trained in the PTW system.</li><li>Conduct refresher sessions on PTW procedures, JSA preparation, and emergency response requirements.</li></ul>Emergency &amp; Incident Support<ul><li>Act as the permit control focal point during emergencies, ensuring suspended/cancelled permits are tracked.</li><li>Support incident investigations by providing PTW records and evidence of compliance.</li></ul>Job Type: Full-time
