Gilpin County Schools serve approximately 320 PS-12 students with 60 staff members on one site. The District is on a 4-day-a-week schedule, Monday through Thursday. This position begins on July 1, 2026.Essential Duties and ResponsibilitiesThe Business Manager oversees fiscal management, payroll, accounts payable, human resources, employee benefits, and procurement.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The successful Business Manager candidate will meet the following that are representative of the knowledge, skill, and/or ability required:Financial Management &amp; Budgeting<ul><li>Monitor, and manage the District&rsquo;s annual budget in collaboration with District leadership</li><li>Contribute to the long-term financial planning and forecasting</li><li>Monitor revenues and expenditures to ensure alignment with approved budget</li><li>Collaborate with principals and department leaders on budget management</li><li>Prepare financial reports for the Board of Education, administrators, and state agencies</li></ul>Accounting &amp; Compliance<ul><li>Oversee accounting systems, including general ledger, payroll, accounts payable/receivable</li><li>Ensure compliance with federal, state, and local financial regulations and reporting requirements</li><li>Coordinate and manage annual audits and respond to auditor requests and auditor findings</li><li>Assist in financial oversight of facilities, maintenance, transportation, and food services</li><li>Support capital planning and bond issues or mill levy projects</li><li>Maintain internal controls to safeguard District assets</li></ul>Treasury Management<ul><li>Manage the District&rsquo;s liquidity, financial assets, and risks to ensure operational solvency and financial stability</li><li>Optimize cash flow, oversee bank accounts, manage debt and investments, and mitigate financial risks</li></ul>Procurement &amp; Contracts<ul><li>Supervise purchasing processes and ensure adherence to procurement policies</li><li>Review and manage vendor contracts and service agreements</li><li>Oversee bidding processes and ensure competitive and compliant purchasing</li></ul>Payroll &amp; Benefits Administration<ul><li>Oversee payroll operations ensuring accuracy and timeliness</li><li>Function as the District liaison between employees and insurance benefits programs</li><li>Ensure compliance with employment laws and reporting requirements</li></ul>Human Resource Management<ul><li>Oversee personnel records, employment contracts, and the administration of employee benefits.</li><li>Welcome new employees by administering an Onboarding process to set employees up for success. Off-board employees who transition out.</li><li>Compensation &amp; Benefits: Prepare pay scales, manage payroll, and provide employee insurance and retirement support for employees.</li><li>Practice compliance with labor laws (tax, safety, discrimination), and communicating workplace safety expectations.</li></ul>Other duties as assigned. This job description is not intended to be an exhaustive list of all duties, responsibility, or qualifications associated with the job.EDUCATION AND RELATED WORK EXPERIENCE:<ul><li>Bachelor&rsquo;s degree in Accounting, Finance, Business Administration or Public Administration preferred.</li><li>Financial and Accounting Experience to include budget development and management, financial reporting, auditing, payroll and accounts receivable/payable experience a minimum of three to seven years preferred.</li></ul>Employment Period:208 days per school year.SALARY AND BENEFIT INFORMATION:Based on the Business Manager Salary Schedule DOE minimum range $48,154 to $60,374, depending on degree and experience.District pays an annual $9500 for employee health, dental, and vision, life, accidental death and dismemberment, and long term disability insurance. District-paid contribution 21.4% of annual salary to the Colorado Public Employees Retirement Account (PERA). Paid time off/Annual Leave 12 days a school year, which may be accrued to a total of 60 days.SAFETY TO SELF AND OTHERS:Low exposure to self to bruises and cuts due to workplace accidents (Paper cuts, bumping into furniture).The physical demands, work environment factors, and mental functions described below are representative of those that must be met by an employee to successfully perform the essential functions of this job.
