Summary

The Gilpin County School District RE-1 seeks a Business Manager. Gilpin County Schools serve approximately 320 PS-12 students with 60 staff members on one site. The District is on a 4-day-a-week schedule, Monday through Thursday. This position begins on July 1, 2026.

Essential Duties and Responsibilities

The Business Manager oversees fiscal management, payroll, accounts payable, human resources, employee benefits, and procurement.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The successful Business Manager candidate will meet the following that are representative of the knowledge, skill, and/or ability required:

Financial Management & Budgeting

  • Monitor, and manage the District’s annual budget in collaboration with District leadership
  • Contribute to the long-term financial planning and forecasting
  • Monitor revenues and expenditures to ensure alignment with approved budget
  • Collaborate with principals and department leaders on budget management
  • Prepare financial reports for the Board of Education, administrators, and state agencies

Accounting & Compliance

  • Oversee accounting systems, including general ledger, payroll, accounts payable/receivable
  • Ensure compliance with federal, state, and local financial regulations and reporting requirements
  • Coordinate and manage annual audits and respond to auditor requests and auditor findings
  • Assist in financial oversight of facilities, maintenance, transportation, and food services
  • Support capital planning and bond issues or mill levy projects
  • Maintain internal controls to safeguard District assets

Treasury Management

  • Manage the District’s liquidity, financial assets, and risks to ensure operational solvency and financial stability
  • Optimize cash flow, oversee bank accounts, manage debt and investments, and mitigate financial risks

Procurement & Contracts

  • Supervise purchasing processes and ensure adherence to procurement policies
  • Review and manage vendor contracts and service agreements
  • Oversee bidding processes and ensure competitive and compliant purchasing

Payroll & Benefits Administration

  • Oversee payroll operations ensuring accuracy and timeliness
  • Function as the District liaison between employees and insurance benefits programs
  • Ensure compliance with employment laws and reporting requirements

Human Resource Management

  • Oversee personnel records, employment contracts, and the administration of employee benefits.
  • Welcome new employees by administering an Onboarding process to set employees up for success. Off-board employees who transition out.
  • Compensation & Benefits: Prepare pay scales, manage payroll, and provide employee insurance and retirement support for employees.
  • Practice compliance with labor laws (tax, safety, discrimination), and communicating workplace safety expectations.

EDUCATION AND RELATED WORK EXPERIENCE:

  • Bachelor’s degree in Accounting, Finance, Business Administration or Public Administration preferred.
  • Financial and Accounting Experience to include budget development and management, financial reporting, auditing, payroll and accounts receivable/payable experience a minimum of three to seven years preferred.

Employment Period:

208 days per school year.

SALARY AND BENEFIT INFORMATION:

Based on the Business Manager Salary Schedule DOE minimum range $48,154 to $60,374, depending on degree and experience.

District pays an annual $9500 for employee health, dental, and vision, life, accidental death and dismemberment, and long term disability insurance. District-paid contribution 21.4% of annual salary to the Colorado Public Employees Retirement Account (PERA). Paid time off/Annual Leave 12 days a school year, which may be accrued to a total of 60 days.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is regularly required to sit, talk or hear and use hands to finger, handle or feel. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and color vision.

WORK ENVIRONMENT:

The noise level in the work environment is usually moderate.

MENTAL FUNCTIONS:

While performing the duties of this job, the employee is regularly required to communicate and use interpersonal skills. Frequently required to coordinate. Occasionally required to compare, analyze, copy, instruct, compute, and compile.
