This position is hybrid (in office and work from home) and is based out of Harbor Health's corporate office in Mattapan, MA. Position includes travel to other Harbor locations as needed. Applicants must reside in a commutable distance to our locations in Massachusetts. This is not a fully remote position.
Key Responsibilities of Role:<ul><li>
Partner closely with department leaders to assess and fulfill workforce development needs.</li><li>
Cultivate and oversee organization-wide programs including on-the-job training, mentorship, leadership development, manager training, and career progression pathways.</li><li>
Lead the charge in implementing programs that promote employee engagement, inclusion, and belonging.</li><li>
Champion a culture of acceptance, respect, and representation.</li></ul> 
Requirements:<ul><li>
Bachelor's degree in Human Resources, Adult Education, Business, Instructional or Organizational Design, or related field desired</li><li>
Non-profit and/or health care experience preferred</li><li>
Strong project management, communication, and writing skills</li><li>
Demonstrated experience in facilitation, program development, implementation, and management</li><li>
Grant management experience preferred</li><li>
Experience using Confluence, SharePoint, Compliatric, Adobe, E-Learning, LMS preferred</li><li>
Intermediate level of experience in Office 365 (including PowerPoint &amp; Excel)</li><li>
Must be able to travel to all Harbor sites and outside agencies as needed</li></ul>

Full Responsibilities:
Advance Opportunities for Current Staff<ul><li>
Reviews, revises and implements a manager training program designed to support new and current managers.</li><li>
Implements a mentorship and leadership development program that supports succession planning.</li><li>
Implements an agency wide career ladder matrix.</li><li>
Collaborates with leaders to develop curriculum, coordinate activities, replicates best practices, and implements consistent on the job-training for various roles across the organization and effectively responds to emerging training needs, including the dental assistant training program and on the job competency training programs.</li><li>
Collaborates to develop and revise policies and procedures around professional development and tuition reimbursement and other workforce development initiatives.</li><li>
Recruits content experts to support learning and development.</li><li>
Partners and collaborates with the Senior Leadership to build and maintain educational institution relationships to offer more opportunities for learning &amp; development for staff.</li></ul> 
Enhance Current Onboarding and Support the Success of New Employees<ul><li>
In collaboration with business leaders, develops a training program for new hires with non-clinical or non-medical backgrounds to ensure successful transition to working in community health.</li><li>
Reviews and maintains new hire orientation to successfully orient new staff to Harbor and promotes a culture of inclusion, innovation and impact.</li></ul> 
Program Management, Infrastructure, and Communication<ul><li>
Implements programs to advance employee engagement that aligns with our company vision.</li><li>
Uses communication tools to foster a culture of learning, such as &ldquo;lunch and learn&rdquo; and &ldquo;train the trainer&rdquo; programs.</li><li>
Communicates regularly to the workforce about cultural awareness and belonging, engagement, and workforce development initiatives.</li><li>
Maintains the infrastructure to sustain Workforce Development programs.</li><li>
Implements an annual employee engagement survey and supports business leaders on communication, accountability and progress related to improving engagement.</li><li>
Ensures working with diverse populations and cultural competency and the values of inclusion, innovation and impact are at the center of workforce development.</li><li>
Manages a substantial workforce development grant that will support the initiatives.</li><li>
Provides learning opportunities in a variety of formats, including fully remote, fully in-person, and hybrid.</li><li>
Staffs and supports the Cultural Awareness &amp; Belonging (CABC) Committee advisory group and employee engagement committees.</li><li>
Participates in various HR programs including orientations, job fairs, meetings and trainings.</li></ul>

Harbor Health also operates two Program for All-Inclusive Care for the Elderly in Mattapan and Brockton, To help further the mission of Harbor, we are looking for an extremely talented Human Resources Generalist to join our Human Resources Department. 
This is not a remote position.

Role:
The Human Resources Generalist will be responsible for performing Human Resources related duties on a professional level and will work closely with the Vice President of Human Resources in supporting designated locations. The ideal candidate will be an excellent communicator (written and verbal) with extensive onboarding and employee relations experience (Engagement, Progressive Discipline, Performance Management and Performance Improvement Plans) and up to date knowledge of MA employment law. Our ideal candidate will also be resourceful, self-motivated, flexible and adaptable, and proficient in time management. The ability to innovate and learn quickly will be pivotal to success in this role.
This position is based out of our corporate office in Mattapan, MA and will be hybrid (both in office and remote work). The necessity to be in office will fluctuate according to tenure, successful completion of onboarding and training, and business needs. Candidates must reside in Massachusetts.
Responsibilities:<ul><li>
Ensures that the on-boarding process for both managers and new hires is timely and seamless; assesses and determines salary placement on established scales; creates and issues offer letters; processes requisite employment documents.</li><li>
Proactively maximizes positive employee relations by building successful relationships with employees and partnerships with managers; manages employee relations issues and conducts fair and thorough investigations, ensures proper documentation of employee statements, recommends appropriate resolutions in accordance with laws, regulations, and/or policies, and composes accurate, timely, and clear communications regarding the outcome.</li><li>
Implements and manages the interactive process for accommodations.</li><li>
Counsels managers on employee performance issues and responds to employee needs.</li><li>
Processes employment-related transactions including promotions, reclassifications, etc.; maintains personnel files both manually and via HRIS.</li><li>
Creates &amp; interprets salary evaluations.</li><li>
In conjunction with other assigned staff, implements and attends monthly orientation program.</li><li>
Ensures compliance with all federal and state regulations including required reporting.</li><li>
Consults with employees and managers by providing feedback, recommendations and information to ensure consistent interpretation of HHSI policies and procedures and federal and state legislation.</li><li>
Participates in the development of policies and procedures.</li><li>
Prepares for and participates in regulatory audits; conducts periodic internal audits as needed</li></ul>
Requirements:<ul><li>
BA or BS in Human Resources, Business, or a related field, with 2-4 years of experience in a professional business environment performing Human Resources functions as described above</li><li>
Or Master&rsquo;s degree in Business or Human Resources, with 4 years in a professional business environment performing Human Resources functions as described above</li><li>
Excellent organizational and time management skills</li><li>
Excellent customer service skills, both in person and on the telephone</li><li>
Excellent written, verbal, and listening communication skills</li><li>
Experience identifying and managing employee relations issues</li><li>
Comprehensive knowledge of state and federal employment laws</li><li>
Proven ability to influence, negotiate and build partnerships with all levels of management</li><li>
Intermediate knowledge of Microsoft Word, Excel, PowerPoint, and Outlook</li><li>
Understanding and ability to fully utilize HRIS systems including recruitment (ATS), personnel (HRMS), and training applications</li><li>
PHR or SHRM-CP certification preferred</li><li>
Bi-lingual English/Spanish, English/Vietnamese, English/Brazilian Portuguese a plus</li><li>
Must be able to travel in a timely manner to Harbor Health sites as needed</li></ul>
