General Description of Role and Responsibilities About the job: Contracts & Commercial Manager <ul> <li>Ensure that the requirements of the contract documents are implemented and maintained throughout the Contract period.</li> <li>Assist in the review of contractual notices of claims and provide contractual advice to the Engineering in their administration of the Construction Contract.</li> <li>Interact with the Client representatives, the Project Management & Supervision Consultants, and relevant Contractors in respect of all contractual matters.</li> <li>Review all contract documents to ensure congruity and to minimize patent and latent ambiguities.</li> <li>Implements, updates & communicates the Risk Register about all ongoing commercial/contract matters with the client team and consultants.</li> <li>Manages the Commercial Risks by advising the client of potential claims, rough order of magnitude & necessary actions towards claim avoidance and dispute.</li> <li>Assist with the administration of ongoing Contracts, including monitoring Contractor and commission compliance with the Contract documents.</li> <li>Prepare correspondence and maintain records necessary to ensure the effective administration of all Contractual matters.</li> <li>Facilitate the preparation of the Contract change and prepare the relevant variation orders.</li> <li>Responsible for the Change Management Process. He will be initiating all credit change orders whenever applicable.</li> <li>Facilitate the contract close-out procedures to ensure that all terms and conditions of contracts have been complied with before final payment to the contractor.</li> <li>Ensure that all contractual procedures are implemented and maintained.</li> <li>Assist in the review of Contractors' claims in accordance with the provisions of the Conditions of Contract and ensure the Client's interests are protected.</li> <li>Ensure all warranties, bonds, insurances, guarantees, etc., are in place, maintained, and updated in accordance with the Contract and are in compliance with the Client's requirements.</li> <li>Contract Closeout: document items to be completed, amounts to be withheld for completion, and review taking over the certificate.</li> <li>Responsible for the preparation and maintenance of Engineers' Instructions Variation Orders, and Claim Logs.</li> <li>Assist in the preparation of Monthly Progress Reports.</li> <li>Assist with all contractual and commercial matters.</li> <li>Validate the Consultants' & Contractor's interim and final payment applications from a commercial perspective and any variation from the GMP figures (rates, Contractor compliance with payment rules as per the Contract, retentions, back-charges, fees, taxes, etc.).</li> <li>Assist the Estimation and Project Control teams with respect to contractual implications of change orders.</li> <li>Organizes, chairs & records Commercial Meetings and records minutes of meetings.</li> <li>Informs themselves of the relevant Quality, Environmental, Safety, and Occupational Health Policies, Manuals, and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.</li> <li>Perform other duties as assigned by the line manager/client department head.</li> </ul> Qualifications, Experience, Knowledge, and Skills <ul> <li>Bachelor's Degree in Civil Engineering, Quantity Surveying, or equivalent.</li> <li>Must have a minimum of 20 years of experience with strong international experience.</li> <li>Membership in RICS, CIOB, or equivalent is desirable.</li> <li>Strong background and understanding of FIDIC forms of Contract, particularly design & build.</li> <li>Knowledgeable in all contractual & legal matters relevant to the industry, including claim management.</li> <li>Great leadership and organizational skills.</li> <li>Arabic Speaking national is desirable with excellent command of written and spoken English.</li> </ul>

Contracts & Commercial Manager

Overview General Description of Role and Responsibilities: Responsibilities <ul><li>System Administration</li></ul><ol><li>Administer and configure Oracle Primavera Unifier and Primavera P6 systems to meet project requirements and user needs.</li><li>Set up and maintain project structures, data hierarchies, user access controls, security profiles, and other system configurations.</li><li>Monitor system performance, troubleshoot issues, and implement system upgrades, patches, and enhancements as needed.</li></ol><ul><li>Data Management</li></ul><ol><li>Manage project data within Unifier and P6 systems, including project schedules, budgets, contracts, documents, and other project-related information.</li><li>Ensure data integrity, accuracy, and consistency across the PMIS platforms.</li><li>Develop and implement data management processes, standards, and procedures to streamline data entry, validation, and retrieval.</li></ol><ul><li>User Support and Training</li></ul><ol><li>Provide technical support and assistance to project teams, users, and stakeholders on PMIS functionalities, processes, and workflows.</li><li>Conduct user training sessions, workshops, and tutorials to onboarding new users and enhance existing users' proficiency in Unifier and P6.</li><li>Create user documentation, manuals, and guides to facilitate self-service support and troubleshooting.</li></ol><ul><li>Integration and Reporting</li></ul><ol><li>Coordinate integration efforts between Unifier, P6, and other project management tools and systems.</li><li>Develop and maintain standard and ad-hoc reports, dashboards, and analytics to support project planning, monitoring, and decision-making.</li><li>Collaborate with project teams to identify reporting requirements, customize reports, and automate report generation processes.</li></ol><ul><li>Process Improvement</li></ul><ol><li>Identify opportunities for process improvements, system enhancements, and automation within Unifier and P6.</li><li>Recommend and implement best practices, workflows, and methodologies to optimize project management processes and increase efficiency.</li></ol> Qualifications, Experience, Knowledge and Skills: <ul><li>Minimum of 4 years of work experience.</li><li>Experienced in Primavera Functional Support.</li><li>Experienced in Oracle Project Support.</li><li>Strong knowledge in Oracle Primavera Unifier & P6 and OPPM Administration, Functions, Reports.</li><li>Construction or Engineering Document control/Data entry experience.</li></ul>
