About this Role: 
 
Imagineeer seeking an experienced ServiceNow Developer to support the modernization of the Human Resources Information Technology (HRIT) environment at HHS. This role will help transform legacy HR systems by designing and implementing modern, secure, and user-centered capabilities on the ServiceNow platform. Ideal candidates will have hands-on federal experience, particularly within HHS, DC government, or similar environments, and experience with the Government Talent Acquisition (GovTA) module or related ServiceNow HRSD components. 
 
Key Responsibilities: 
 
<ul><li>Design, develop, and maintain ServiceNow HRSD and HRIT workflows, modules, and custom applications to support modernization goals.</li>
<li>Configure and customize features such as Case &amp; Knowledge Management, Employee Center, GovTA, and other HR-focused capabilities.</li>
<li>Collaborate closely with HRIT stakeholders, HR business units, and modernization teams to gather requirements and translate them into secure ServiceNow solutions.</li>
<li>Develop and maintain client scripts, server scripts, business rules, UI policies, Flow Designer flows, and integrations.</li>
<li>Integrate ServiceNow with HR systems, identity platforms, and enterprise data sources using APIs, IntegrationHub, MID Servers, or other approved tools.</li>
<li>Support HRIT modernization roadmaps by identifying opportunities to automate HR processes, improve employee experience, and consolidate legacy tools.</li>
<li>Ensure all ServiceNow configurations and customizations meet federal requirements for security, privacy, accessibility (Section 508), and FedRAMP compliance.</li>
<li>Assist in platform upgrades, regression testing, release management, and troubleshooting across development, test, and production environments.</li>
<li>Contribute to Agile ceremonies and deliver iterative releases aligned with modernization milestones.</li>
<li>Provide technical expertise and recommendations for platform governance, CMDB structure, data integrity, and HR service architecture.</li>
</ul>Qualifications and Skills: 
 
<ul><li>U.S. Citizen and eligible to obtain and maintain a Public Trust clearance.</li>
<li>Bachelor&rsquo;s degree in Computer Science, Information Systems, Engineering, HR Information Systems, or equivalent experience.</li>
<li>5+ years of ServiceNow development experience, including HRSD, custom scoped apps, and integrations.</li>
<li>Demonstrated experience on federal government contracts, preferably within HHS or similar civilian health agencies.</li>
<li>Hands-on experience with ServiceNow HR Service Delivery (HRSD), including HR Case Management and Employee Center.</li>
<li>Experience with GovTA (Government Talent Acquisition) or similar HR recruitment/onboarding systems.</li>
<li>Proficiency with JavaScript, Glide APIs, Flow Designer, IntegrationHub, and general ServiceNow development best practices.</li>
<li>Strong understanding of HR business processes and HR service modernization.</li>
</ul>Desired Skills and Competencies: 
 
<ul><li>Experience supporting HHS programs such as CMS, ACF, NIH, or HRSA.</li>
<li>Experience with REST APIs, Web Services, and Integration Broker for system integration.</li>
<li>Knowledge of Agile methodologies, Jira, or Azure DevOps.</li>
<li>Experience with federal SDLC, IT compliance, and audit standards.</li>
<li>Experience with web services development and integration (REST, SOAP)</li>
<li>Experience with cloud development Platforms (AWS, Azure, GCP)</li>
<li>Experience with container technologies (Docker, Kubernetes)</li>
<li>ServiceNow certifications (CSA, CAD, HRSD Micro-Certifications).</li></ul>
