SME Self Service Specialist

About the role

Imagineeer is seeking a Subject Matter Expert (SME) in HR Self-Service platforms to support the Department of Health and Human Services (HHS) Human Resources Information Technology (HRIT) modernization initiative. This role sits at the intersection of HR transformation and enterprise technology — requiring deep, hands-on knowledge of both ServiceNow-based HR self-service environments and Oracle's HR self-service platform.


The ideal candidate will be fluent in both platforms and equipped to advise the Government under either of two operating scenarios: (1) HHS retains its existing ServiceNow-based self-service platform and requires enhancement and operational support, or (2) HHS migrates to an Oracle self-service solution and requires strategic planning, operational continuity, and transition advisory support. You will serve as a trusted consultant and subject matter authority throughout.


Key Responsibilities:


  • Identify and document future self-service requirements for the existing ServiceNow HR platform in alignment with HHS operational priorities
  • Provide working knowledge and advisory guidance on the process for enhancing ServiceNow-based self-service functionality
  • Consult the Government on maintaining self-service operations and continuity during any parallel HCM migration activities
  • Support business process analysis and gap assessments tied to ServiceNow HR module capabilities
  • Assist in planning and executing the migration from a ServiceNow-based self-service environment to Oracle’s HR self-service platform
  • Act as a consultant to sustain self-service operations while functionality is transitioned from ServiceNow to Oracle
  • Articulate key architectural and functional differences between the two platforms to inform Government decision-making
  • Support user readiness, workflow mapping, and stakeholder communication throughout the migration lifecycle
  • Serve as a SME resource for HHS on HCM self-service platform strategy and operations
  • Collaborate with government stakeholders, program managers, and technical teams to align platform capabilities with HR business needs
  • Produce clear, accessible documentation including process flows, gap analyses, requirements summaries, and transition plans
  • Participate in working groups, stakeholder briefings, and review sessions as needed

Qualifications and Skills:


  • 5+ years of experience in HR technology, HCM platform administration, or HR systems consulting
  • Demonstrate, hands-on experience with ServiceNow HR Service Delivery (HRSD) module, including self-service configuration and workflow management
  • Working knowledge of Oracle HCM self-service platform, including its architecture, employee/manager self-service capabilities, and configuration framework
  • Experience supporting or advising on HCM platform migrations, including transition planning and operational continuity strategies
  • Strong analytical skills with the ability to assess platform gaps and translate findings into actionable recommendations
  • Excellent written and verbal communication skills; ability to present complex technical concepts to non-technical government stakeholders
  • Ability to obtain a public trust clearance


Desired Skills and Competencies:

  • Prior experience supporting a federal agency HCM modernization initiative, ideally within HHS or a similarly large cabinet-level department
  • Familiarity with OPM HR policy frameworks and federal HR data standards
  • Experience with process documentation tools such as Visio, Lucidchart, or Miro
  • Knowledge of ITSM principles and their application to HR service delivery
  • ServiceNow Certified Implementation Specialist – HR (CIS-HR) or equivalent certification
  • Oracle HCM Cloud certification or equivalent professional training
  • Experience working in a government contracting environment.

The pay range for this role is:

130,000 - 140,000 USD per year(Remote)
