The Project/Policy Analyst will provide integrated analytical support across policy and project domains for AMC. This position combines strategic policy analysis with project support to ensure effective implementation of organizational initiatives while maintaining regulatory compliance. Principal responsibilities will include but are not limited to:
 
Policy Analysis Responsibilities: 
<ul>
<li>Analyze existing and emerging DoD, Army, and AMC policies to determine impact and implementation requirements</li>
<li>Research and evaluate policy alternatives and best practices across government and industry</li>
<li>Develop policy recommendations based on thorough analysis and stakeholder requirements</li>
<li>Draft policy documents, implementation guidance, and supporting materials</li>
<li>Review proposed policies and project deliverables for compliance with higher-level regulations and directives</li>
<li>Support the development and maintenance of AMC policy frameworks</li>
<li>Conduct gap analyses between existing policies and organizational/project requirements</li>
<li>Monitor policy effectiveness and recommend improvements</li>
<li>Research legislative and regulatory changes that may impact AMC policies and projects</li>
<li>Develop metrics to measure policy implementation and effectiveness</li>
<li>Provide policy interpretation guidance to project teams and stakeholders</li>
<li>Assist in resolving policy conflicts and inconsistencies</li>
<li>Support policy standardization and alignment across the organization</li>
</ul>
Project Analysis and Support: 
<ul>
<li>Analyze project performance data and provide insights to support decision-making</li>
<li>Support the development and maintenance of project management plans covering scope, schedule, budget, resources, risk, and quality</li>
<li>Monitor project progress and identify potential issues or risks</li>
<li>Conduct analysis of project KPIs to measure success and identify improvement opportunities</li>
<li>Support risk and issue identification, documentation, and analysis</li>
<li>Analyze change requests and assess impacts on project scope, schedule, and budget</li>
<li>Prepare analytical reports and status updates for project stakeholders</li>
<li>Analyze project data to identify trends, patterns, and areas for improvement</li>
<li>Support resource planning through analysis of project needs and capacity</li>
<li>Track and analyze deliverables to ensure timely completion of project milestones</li>
<li>Conduct financial analysis to support budget tracking and reporting</li>
<li>Perform quality analysis throughout the project lifecycle</li>
<li>Analyze stakeholder requirements and translate into actionable project activities</li>
</ul>
Integrated Responsibilities: 
<ul>
<li>Coordinate policy reviews with subject matter experts and project stakeholders</li>
<li>Prepare briefings and presentations on policy and project matters for leadership</li>
<li>Support policy working groups, committees, and project reviews as required</li>
<li>Create and maintain policy tracking systems, databases, and project documentation</li>
<li>Support policy communications and change management initiatives related to projects</li>
<li>Assist in developing implementation strategies for new policies and project initiatives</li>
<li>Serve as an analytical liaison between project management, functional teams, and policy stakeholders</li>
<li>Support decision-making processes through comprehensive data collection and analysis</li>
<li>Identify and recommend process improvements based on policy and project analysis</li>
<li>Coordinate and document meetings and action items</li>
<li>Support program reviews and audits with analytical insights and documentation</li>
</ul>
Education and Experience:Required: 
<ul>
<li>Bachelor's degree in Public Policy, Public Administration, Political Science, Business Administration, Project Management, or related field from an accredited college or university</li>
<li>2+ years of experience in policy analysis, project analysis, or related analytical role</li>
<li>Experience with research and analytical methodologies</li>
<li>Background in documentation development and management</li>
<li>Experience supporting project documentation and reporting</li>
<li>Background in stakeholder coordination and communication</li>
<li>Familiarity with government or military policy frameworks</li>
<li>Experience with data collection, analysis, and presentation</li>
</ul>
Required Skills and Competencies: 
<ul>
<li>Experience working in administrative/support roles at high Government echelons</li>
<li>Experience with planning, logistics, intelligence, and policy to support senior Government leaders</li>
<li>Experience with large-scale military operations</li>
<li>Strong analytical skills with ability to evaluate complex policy issues and project performance</li>
<li>Excellent research capabilities using various sources and methodologies</li>
<li>Experience with quantitative and qualitative analysis techniques</li>
<li>Strong written communication skills for policy documentation and analytical reports</li>
<li>Experience drafting clear and concise policy documents and project analyses</li>
<li>Ability to interpret regulations and translate into actionable guidance</li>
<li>Understanding of project management principles including schedule, budget, and resource management</li>
<li>Knowledge of risk management and issue analysis</li>

<li>Experience coordinating with diverse stakeholders</li>
<li>Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Project)</li>
<li>Advanced Excel skills for data analysis and visualization</li>
<li>Knowledge of document management and version control</li>
<li>Ability to present complex policy and project information in understandable formats</li>
<li>Experience supporting decision-making processes with analytical insights</li>
<li>Strong organizational skills and ability to manage multiple analytical priorities</li>

Program Planning Analyst

 Koniag is seeking a highly skilled Data Architect or Associate Data Architect to design, implement, and manage enterprise-level data solutions. This role combines expertise in database administration, data architecture, and modern data technologies to support business intelligence, data migration, and cybersecurity initiatives. The ideal candidate will work closely with or under the guidance of a Lead Architect to ensure alignment with organizational goals and best practices. This role requires a strong background in SQL development, data modeling, data architecture, and cloud-based platforms, along with a proven ability to optimize database performance and ensure data security.
 
Key Responsibilities: 
<ul>
<li>Work with the Lead Architect to design and implement enterprise data architecture, including conceptual, logical, and physical data models.</li>
<li>Guide and mentor Database Administrators and Developers in areas such as database optimization, security protocols, and troubleshooting.</li>
<li>Assist in leading data migration projects from on-premises systems (SQL Server) to modern platforms such as Azure, Vantage, and Dataverse.</li>
<li>Develop and maintain complex SQL functions, stored procedures, and queries for applications and business intelligence reporting.</li>
<li>Optimize database performance, including indexing, querying, and normalization.</li>
<li>Architect and manage ETL processes using tools like Azure Data Factory, and equivalent Microsoft stack technologies.</li>
<li>Architect data models and data flows optimized for business intelligence reporting and dashboarding.</li>
<li>Ensure database integrity, security, and compliance with industry standards (e.g., DISA, DoW).</li>
<li>Collaborate with stakeholders to gather requirements and deliver solutions that align with business objectives.</li>
<li>Maintain documentation, including schematics, configurations, performance metrics, user manuals, SOPs, and change management requests.</li>
<li>Implement and maintain security provisions to guard against unauthorized updates, copying, or destruction of databases.</li>
<li>Support risk management processes, including security technical implementation guides and plans of action and milestones.</li>
<li>Act as a final escalation point for complex database incidents, providing expert analysis and resolution strategies</li>
<li>Assign metadata tags, develop search strategies, and maintain a metadata library for data analytics.</li>
</ul>
Required Skills and Qualifications: 
<ul>
<li>BS in Computer Science and/or Computer Engineering or equivalent.</li>
<li>At least 7 years of experience in database architecture design and development.</li>
<li>Expertise in SQL development, including troubleshooting, debugging, and performance optimization.</li>
<li>Strong knowledge of relational database management systems, indexing, querying, and normalization.</li>
<li>Familiarity with integration patterns, SOA, REST, SOAP, and Enterprise Service Bus.</li>
<li>Knowledge of database schemas such as star schemas, snowflake schemas, and other data modeling techniques.</li>
<li>Have, or capable of obtaining within 6 months, Security+ CE, and a government approved computing education certification consistent with primary skills.</li>
<li>Excellent communication, leadership, and project management skills.</li>
<li>Ability to collaborate effectively with the Lead Architect, stakeholders, and cross-functional teams.</li>
</ul>
Preferred Qualifications and Certifications: 
<ul>
<li>Experience with cybersecurity data analysis and reporting.</li>
<li>Knowledge of Agile methodologies and CI/CD pipelines.</li>
<li>Familiarity with Vantage (Army), Advana (DOW), or similar analytical engines.</li>
<li>Completion of Oracle Database SQL Exam (1Z0-071) is a plus.</li>
<li>Certifications such as:</li>
<li>Google Professional Data Engineer</li>
<li>Certified Analytics Professional (CAP)</li>
<li>Certified Data Management Professional (CDMP)</li>
<li>The Open Group Architecture Framework (TOGAF)</li>
</ul>

<li>Generally capture geopolitical, regional, ethnic, and cultural elements in text. Word choice and expression generally adhere to target language (TL) norms and means of expression specific to subject field(s) and are strong enough to allow translator to operate successively in that field.</li>
