Job Title-Hearing and Legal Services Officer ILocation-DMAS-HQ, 600 East Broad Street Richmond, VA, 23219Duration-6 MonthsPay Rate --$50.00/hr on W2 Without BenefitsEquipment to be used by the temporary staffing professional(s) :<ul><li>Appeals Information Management System (AIMS)</li><li>Microsoft Office Suite</li><li>Secure email systems for handling Protected Health Information (PHI)</li></ul>Knowledge, skills, education, and/or experience<ul><li>Juris Doctor (JD) degree</li><li>Admission to the Virginia State Bar or eligibility within six months</li></ul>Knowledge<ul><li>Administrative law and appeals procedures</li><li>Federal and state Medicaid regulations and policies</li><li>Legal research and case analysis</li><li>Fair hearing standards and due process principles</li><li>Internal agency protocols and performance metrics</li></ul>Experience<ul><li>Considerable experience in legal analysis, writing, and decision-making</li><li>Prior work in a fast-paced, deadline-oriented legal or administrative environment</li><li>Experience managing internal and external stakeholder communications</li><li>Familiarity with appeals procedures and case management systems</li><li>Experience supporting emergency response operations and handling sensitive information</li></ul>Mandatory skills/certification(s) Requirement:<ul><li>Admission to the Virginia State Bar in good standing, or eligibility for admission within six months of hire</li><li>Demonstrated ability to manage a caseload independently in a deadline-driven environment</li><li>Strong legal writing and analysis skills</li><li>Proficiency in legal research methodologies, including computerized tools</li><li>Experience interpreting and applying complex federal and state laws, regulations, and case law</li><li>Ability to communicate clearly and professionally, both orally and in writing</li><li>Familiarity with Microsoft Office Suite (Word, Excel, Outlook, Teams, PowerPoint)</li><li>Commitment to maintaining confidentiality and compliance with HIPAA policies</li><li>Willingness to support emergency operations and COOP activation when required</li><li>Experience drafting appeal decisions</li><li>Ability to build positive working relationships and deliver excellent customer service</li><li>Strong planning, analytical, and decision-making capabilities</li><li>Attention to safety protocols and proactive risk management</li><li>Consistent attendance and punctuality to support reliable performance</li><li>Prepare for and conduct hearings for assigned Medicaid appeal cases</li><li>Draft and issue legally sound fair hearing decisions within required deadlines</li><li>Apply laws, regulations, and policies to reach well-reasoned conclusions</li><li>Use the Appeals Information Management System (AIMS) to manage case inventory, track progress, and submit decisions</li><li>Maintain accurate and up-to-date case records and documentation</li><li>Collaborate with team members to manage appeal volume and ensure continuity operations</li><li>Communicate effectively with internal staff and external stakeholders</li><li>Assist with training and special assignments as requested by leadership</li><li>Escalate peer-related issues to management for timely resolution</li><li>Share performance metrics and case data with the Eligibility Cases Manager upon request</li><li>Review and adjudicate Medicaid eligibility appeals by analyzing case documents and conducting fair hearings</li><li>Apply legal expertise to ensure decisions are accurate, timely, and compliant with federal and state regulations</li><li>Maintain professionalism and fairness in all interactions, contributing to a respectful and collaborative team environment</li></ul>Job Type: ContractPay: Up to $50.00 per hourExpected hours: 40 per weekApplication Question(s):<ul><li>Do you have Juris Doctor (JD) degree ??</li></ul>Education:<ul><li>Doctorate (Preferred)</li></ul>Experience:<ul><li>Legal: 5 years (Required)</li></ul>Ability to Commute:<ul><li>Richmond, VA 23219 (Required)</li></ul>Work Location: In person
