Knowledge, skills, education, and/or experience
- Juris Doctor (JD) degree
- Admission to the Virginia State Bar or eligibility within six months
Knowledge
- Administrative law and appeals procedures
- Federal and state Medicaid regulations and policies
- Legal research and case analysis
- Fair hearing standards and due process principles
- Internal agency protocols and performance metrics
Experience
- Considerable experience in legal analysis, writing, and decision-making
- Prior work in a fast-paced, deadline-oriented legal or administrative environment
- Experience managing internal and external stakeholder communications
- Familiarity with appeals procedures and case management systems
- Experience supporting emergency response operations and handling sensitive information
Mandatory skills/certification(s) Requirement:
- Admission to the Virginia State Bar in good standing, or eligibility for admission within six months of hire
- Demonstrated ability to manage a caseload independently in a deadline-driven environment
- Strong legal writing and analysis skills
- Proficiency in legal research methodologies, including computerized tools
- Experience interpreting and applying complex federal and state laws, regulations, and case law
- Ability to communicate clearly and professionally, both orally and in writing
- Familiarity with Microsoft Office Suite (Word, Excel, Outlook, Teams, PowerPoint)
- Commitment to maintaining confidentiality and compliance with HIPAA policies
- Willingness to support emergency operations and COOP activation when required
- Experience drafting appeal decisions
- Ability to build positive working relationships and deliver excellent customer service
- Strong planning, analytical, and decision-making capabilities
- Attention to safety protocols and proactive risk management
- Consistent attendance and punctuality to support reliable performance
- Prepare for and conduct hearings for assigned Medicaid appeal cases
- Draft and issue legally sound fair hearing decisions within required deadlines
- Apply laws, regulations, and policies to reach well-reasoned conclusions
- Use the Appeals Information Management System (AIMS) to manage case inventory, track progress, and submit decisions
- Maintain accurate and up-to-date case records and documentation
- Collaborate with team members to manage appeal volume and ensure continuity operations
- Communicate effectively with internal staff and external stakeholders
- Assist with training and special assignments as requested by leadership
- Escalate peer-related issues to management for timely resolution
- Share performance metrics and case data with the Eligibility Cases Manager upon request
- Review and adjudicate Medicaid eligibility appeals by analyzing case documents and conducting fair hearings
- Apply legal expertise to ensure decisions are accurate, timely, and compliant with federal and state regulations
- Maintain professionalism and fairness in all interactions, contributing to a respectful and collaborative team environment
