Job Title: Estimation &amp; Cost Control ManagerCompany: MTEC Electromechanical Works LLCReports to: Operation ManagerJob Objectives: To lead and directly perform the estimation, tendering, budgeting, and cost-control activities for MEP projects. The position is responsible for preparing accurate and competitive tender estimates, establishing approved project budgets, monitoring project costs and profitability, and supporting clientrelated variations, claims, and payment applications.Estimation and Tendering Responsibilities<ul><li>Review tender drawings, specifications, BOQs, contract documents, addenda, and scope requirements.</li><li>Prepare detailed MEP estimates covering HVAC, Plumbing, Drainage, Firefighting, LPG, Electrical, ELV, BMS, and Testing &amp; Commissioning works.</li><li>Perform quantity take-offs and verify quantities from drawings, BOQs, and technical documents.</li><li>Prepare cost estimates including materials, labour, equipment, subcontractors, overheads, contingencies, and profit margins.</li><li>Identify tender risks, scope gaps, exclusions, assumptions, and technical/commercial clarifications.</li><li>Obtain and evaluate supplier and subcontractor quotations and prepare commercial comparison sheets.</li><li>Coordinate with Engineering, Procurement, Planning, Projects, Operations, and Finance teams for tender inputs.</li><li>Review project requirements including manpower, productivity, construction methodology, logistics, and site conditions.</li><li>Prepare tender submissions, pricing summaries, cash flow projections, qualifications, and final commercial documents.</li><li>Participate in site visits, tender clarifications, negotiations, value engineering, and prepare revised estimates when required.</li><li>Maintain estimation databases, material rates, supplier quotations, labour rates, and historical project cost records.</li><li>Prepare complete tender handover documents including approved estimates, assumptions, exclusions, quotations, and cost breakdowns.</li></ul>Budgeting and Cost Control Responsibilities<ul><li>Convert approved tender estimates into detailed project budgets after project award.</li><li>Establish project budgets by MEP discipline, cost code, activity, location, work package, material, labour, equipment, and subcontractor.</li><li>Prepare project cash flow forecasts, procurement budgets, manpower budgets, subcontract budgets, and cost control baselines.</li><li>Monitor actual, committed, accrued, and forecast costs against approved project budgets.</li><li>Review purchase requests, purchase orders, subcontract commitments, manpower costs, and project expenses for budget compliance.</li><li>Monitor material consumption, labour productivity, overtime, subcontract costs, equipment expenses, wastage, and project overheads.</li><li>Identify cost overruns, budget variances, productivity losses, abnormal consumption, and potential project risks.</li><li>Coordinate with Project Managers, Procurement, Finance, Planning, and Operations teams for cost control and corrective actions.</li><li>Prepare monthly cost reports, variance analysis, cost-to-complete forecasts, estimate-at-completion reports, and profitability reports.</li><li>Monitor project revenue, certifications, invoicing, collections, retention, and cash flow performance.</li><li>Reconcile project costs with Finance, including supplier invoices, subcontractor payments, accruals, inventory, and cost allocations.</li><li>Recommend value engineering, cost-saving opportunities, alternative solutions, and process improvements while maintaining quality and contractual requirements.</li></ul>Client Commercial Support Responsibilities<ul><li>Prepare cost estimates, rate build-ups, and supporting documents for client variations, additional works, and commercial submissions.</li><li>Review revised drawings, client instructions, consultant instructions, RFIs, and scope changes to identify cost and revenue impacts.</li><li>Support preparation of client payment applications, variation submissions, commercial proposals, claims, and final accounts.</li><li>Review payment certificates, deductions, rejected amounts, back-charges, and outstanding certifications from a cost perspective.</li><li>Provide cost records and supporting calculations for delay, disruption, acceleration, and prolongation claims.</li><li>Participate in commercial meetings with clients, consultants, and main contractors as required.</li></ul>Team and Reporting Responsibilities<ul><li>Supervise and guide Estimation Engineers, Cost Control Engineers, and Quantity Surveyors.</li><li>Review the accuracy and completeness of quantity take-offs, estimates, budgets, cost reports, and commercial submissions.</li><li>Prepare periodic management reports covering tender status, project budgets, cost performance, risks, and profitability.</li><li>Maintain confidentiality of tender prices, project budgets, profit margins, quotations, and commercially sensitive information.</li><li>Coordinate with Commercial, Contracts, Operations, Finance, and Project teams for effective cost management.</li><li>Perform other duties assigned by the Commercial &amp; Contracts Manager, Operations Manager, or General Management.</li></ul>Communication and Interaction ResponsibilitiesInternal Coordination<ul><li>Coordinate with the Commercial &amp; Contracts Manager and Operations Manager on commercial activities, cost control, and project requirements.</li><li>Work closely with Project Managers, Construction Managers, Estimation, Cost Control, and Quantity Surveying teams for project execution and cost management.</li><li>Collaborate with Design Engineers and Senior Design Engineers for technical inputs, drawings, and scope clarification.</li><li>Coordinate with Planning, Procurement, Finance, Accounts, QA/QC, Logistics, Warehouse, and Document Control teams to ensure timely project information and support.</li><li>Communicate with Site Engineers and project site teams regarding progress, costs, resources, and project requirements.</li></ul>External Coordination<ul><li>Coordinate with clients and developers regarding commercial submissions, variations, and project requirements.</li><li>Communicate with main contractors, consultants, and project management consultants for approvals, clarifications, and commercial matters.</li><li>Liaise with suppliers and manufacturers to obtain quotations, technical details, and commercial information.</li><li>Coordinate with subcontractors and specialist contractors for pricing, scope clarification, and technical requirements.</li><li>Communicate with authority liaison representatives when required for project approvals and compliance matters.</li></ul>Experience Required<ul><li>15&ndash;20 years of experience in MEP estimation, tendering, cost control, and commercial management within MEP contracting companies.</li><li>Proven experience in managing large-scale MEP projects including high-rise towers, residential, commercial, and luxury developments.</li><li>Strong expertise in tender strategy, cost planning, budgeting, forecasting, project profitability, and commercial risk management.</li><li>Extensive knowledge of MEP systems including HVAC, Plumbing, Firefighting, Electrical, ELV, BMS, and Testing &amp;
