Purpose / Project Description:</div></div><div><div>
Mercy Corps is recruiting a Researcher/Author for an FCDO funded, Resilience and Adaptation Fund Learning Facility (RAFLF).</div></div><div><div>
The RAFLF will curate, compile and develop evidence and learning both to support and inform current Resilience and Adaptation Fund programmes and make the case for and inform future investment in resilience and adaptation programming. The Facility will produce four focused evidence reports on critical aspects of resilience programming, drawing on existing research and case studies from resilience/adaptation programmes. To ensure relevance and usability, findings will be tested and refined through three participatory &ldquo;sense-making&rdquo; workshops with FCDO, partners, and local stakeholders.</div></div><div><div>
The evidence will also be used to build support and expertise for resilience across a wider range of donors and stakeholders, including national authorities, international donors, and development finance institutions.</div></div><div><div>

Consultant Objectives:</div></div><div><ul><li><div>
Work with Mercy Corps and FCDO teams and other stakeholders to understand evidence needs/gaps and refine critical research questions for implementing organisations, FCDO leads, critical national stakeholders and a range of international donors/DFIs.</div></li></ul></div><div><ul><li><div>
Produce timely, relevant and action-oriented research products to address those needs.</div></li></ul></div><div><div>

Consultant Activities:</div></div><div><div>

Deliver the cash and market-based responses report by;</div></li></ul></div><div><ul><li><div>
Refining research questions: Through focus groups and KIIs, with Mercy Corps and FCDO, define critical evidence gaps and needs in order to refine the planned research product and outputs</div></li></ul></div><div><ul><li><div>
Planning: Work with Mercy Corps project lead and Project Manager to agree timelines and detailed workplan for the report</div></li></ul></div><div><ul><li><div>
Draft: Conduct literature reviews and other desk based research and carry out or commission relevant case studies</div></li></ul></div><div><ul><li><div>
Sensemaking/input: Provide initial drafts/findings to key stakeholders in one or more &lsquo;sense-making workshops&rsquo; to understand the implications and further develop recommendations.</div></li></ul></div><div><ul><li><div>
Finalise: Produce the final report, with input and sign off from Mercy Corps technical leads.</div></li></ul></div><div><ul><li><div>
Present: As required, present research and findings at stakeholder engagement or advocacy events.</div></li></ul></div><div><div>

Active Case Finding</b></p>

<li>Provide technical guidance and oversee the development and revision of ACF operational and technical guidelines.</li>
<li>Ensure capacity-building of field and coordination staff on updated ACF procedures and quality standards.</li>
<li>Oversee the development and review of monthly work plans for mobile and portable X-ray screening camps.</li>
<li>Foster collaboration with national and provincial TB control programs for technical and operational alignment.</li>
<li>Lead progress review meetings, analyze ACF performance indicators, and guide the development of action plans for improvement.</li>
<li>Conduct regular coordination meetings with field teams to review progress, dashboards, and address challenges.</li>
<li>Ensure quality implementation of <b>MATCH AI</b> and <b>eCBS</b> applications and monitor their performance across sites.</li>
<li>Review coordinators&rsquo; field reports, ensuring timely resolution of field-level challenges.</li>
<li>Monitor budgets and expenditures (BvA analysis) in collaboration with the finance team to ensure compliance with donor and organizational standards.</li>
<li>Coordinate with operations and logistics teams to ensure timely procurement and distribution of essential equipment and supplies.</li>
<li>Contribute to donor reporting and program documentation, ensuring timely and evidence-based inputs.</li>
<li>Conduct field visits to ensure adherence to technical guidelines and to provide on-site mentoring and quality assurance.</li>
<li>Engage with vendors to resolve technical issues related to portable X-ray machines and ensure preventive maintenance protocols are followed.</li>

<li>Facilitate the internal decision-making process for go/no-go determinations.</li>

<p><b>REPRESENTATION AND COORDINATION
</b></p><ul><li>Represent Mercy Corps in donor and partner coordination meetings related to program development.</li>
<li>Cultivate and maintain strong relationships with donors, partners, and relevant government stakeholders.</li>
<li>Document and share outcomes of external meetings with relevant internal stakeholders.</li>

<p><b>PUBLICATIONS AND COMMUNICATIONS
</b></p><ul><li>Collaborate with technical teams to identify strategic program evidence and success stories for donor communication.</li>
<li>Work closely with the MEL and Communications teams to develop learning materials, research summaries, and promotional content.</li>
