 for their upcoming project in Abu Dhabi UAE.
 
 
 
 
 
 
 General Description
 
 
 
 The Resident Civil Engineer (RE Civil) is responsible for the on-site supervision and technical oversight of civil and structural works executed by the EPC Contractor.
 
 
 Based on site, the RE Civil ensures that all civil construction activities are performed in compliance with project specifications, approved drawings, applicable international standards, and local regulations. The role contributes to the successful delivery of the project by ensuring construction quality, safety, technical compliance, and proper coordination throughout the execution phase.
 
 
 The RE Civil acts as part of the Consultant&rsquo;s supervision team, working closely with the Client, the EPC Contractor, and the Consultant&rsquo;s project management team.
 
 
 
 
 
 
 Main Duties and Responsibilities
 
 
 
 
 Civil and Structural Works Supervision
 
 
 <ul>
 <li>
 Perform on-site supervision, inspection, and monitoring of civil and structural works carried out by the EPC Contractor.
 </li>
 <li>
 Supervise works including earthworks, excavation, backfilling, foundations, concrete structures, steel structures, buildings, roads, drainage systems, and underground networks.
 </li>
 <li>
 Ensure construction activities are executed in accordance with approved drawings, specifications, method statements, and agreed construction procedures.
 </li>
 </ul>
 
 
 Quality Control and Compliance
 
 
 <ul>
 <li>
 Verify compliance of civil works with project specifications, international codes and standards, and local construction regulations.
 </li>
 <li>
 Monitor the EPC Contractor&rsquo;s quality control processes related to civil works and verify implementation on site.
 </li>
 <li>
 Identify non-conformities, construction defects, or deviations and report them formally, following up on corrective and preventive actions.
 </li>
 </ul>
 
 
 Health, Safety, and Environment (HSE)
 
 
 <ul>
 <li>
 Monitor HSE compliance related to civil construction activities on site.
 </li>
 <li>
 Ensure that civil works are carried out in a safe manner, in accordance with approved risk assessments and method statements.
 </li>
 <li>
 Report unsafe conditions, near-misses, or incidents related to civil works and support corrective actions.
 </li>
 </ul>
 
 
 Technical Review and Coordination
 
 
 <ul>
 <li>
 Review civil-related EPC submissions including shop drawings, method statements, material submittals, Inspection and Test Plans (ITPs), and technical documents.
 </li>
 <li>
 Ensure effective coordination between civil works and other disciplines (electrical, mechanical, systems, and commissioning).
 </li>
 <li>
 Participate in site technical coordination meetings and provide technical input on civil construction matters.
 </li>
 </ul>
 
 
 Materials, Inspections, and Work Acceptance
 
 
 <ul>
 <li>
 Supervise and witness site activities such as formwork inspections, reinforcement checks, concrete pouring, curing, and structural erection.
 </li>
 <li>
 Verify conformity of construction materials delivered on site (concrete, steel, aggregates, etc.) with approved specifications and certifications.
 </li>
 <li>
 Monitor workmanship quality and readiness for work acceptance milestones.
 </li>
 </ul>
 
 
 Reporting and Site Records
 
 
 <ul>
 <li>
 Maintain accurate and detailed site records related to civil works, including daily site reports, inspection records, NCRs, punch lists, and progress tracking.
 </li>
 <li>
 Prepare and submit daily and weekly reports highlighting progress, quality issues, risks, and observations related to civil construction activities.
 </li>
 </ul>
 
 
 
 
 
 Working Conditions
 
 
 <ul>
 <li>
 Full-time, site-based position.
 </li>
 <li>
 Occasional travel to other project locations may be required.
 </li>
 <li>
 Flexibility to work extended hours, night shifts, or weekends during critical construction phases.
 </li>
 <li>
 Compliance with all site access, safety, and security requirements is mandatory.
 </li>
 </ul>
 
 
 
 
 
 Required Qualifications and Experience
 
 
 <ul>
 <li>
 Bachelor&rsquo;s degree in Civil Engineering or equivalent.
 </li>
 <li>
 Proven experience in supervision of civil works within EPC or large infrastructure projects.
 </li>
 <li>
 Strong knowledge of civil construction methods, concrete works, earthworks, and structural works.
 </li>
 <li>
 Familiarity with international standards and codes
 </li>
 <li>
 Experience in site reporting, inspections, and coordination with multidisciplinary teams.
 </li>
 <li>
 Valid UAE driving licence
 </li>
 <li>
 Candidate should have either 400 KV experience in either cable or Substation project.
 </li>
 <li>
 Interested candidate should be willing to work in multiple locations across Abu Dhabi and surrounding areas.
 </li>
 <li>
 Preferable in UAE
 </li>

 Direct Hire - Planned duration (10 months)
 
 
 
 
 
 
 Qualification and Experience Required:
 
 
 <ul>
 <li>
 The engineer shall be a civil engineer with minimum 10 years' experience in 400 kV substation or OHL turnkey installations for similar project in nature and complexity.
 </li>
 <li>
 He must have proven record on working on similar projects, both on design and on construction phases.
 </li>
 <li>
 He must be able to demonstrate a strong attention to field safety.
 </li>
 <li>
 Working language will be English (spoken and written). Speaking Arabic would be appreciated (but not mandatory).
 </li>
 </ul>
 
 
 Major Accountabilities and Tasks:
 
 
 <ul>
 <li>
 Supervise the construction and shall make efforts to ensure the expeditious and economical construction thereof in accordance with the terms of the EPC contracts.
 </li>
 <li>
 Monitor the EPC contractor in order to ensure quality, safety, schedule and compliance to approved design. He will lead site inspections.
 </li>
 <li>
 Detect and anticipate issues/problems at site and suggest solutions in liaise with project management and EPC teams.
 </li>
 <li>
 Review and assess contractor's daily report.
 </li>
 <li>
 Ensure that the requirements of the construction contract are fully met by the contractor.
 </li>
 <li>
 Deliver contractual obligations and supervise the multidisciplinary team of engineers/inspectors, manage project progress, quality of the works, and monitor any changes in the design/construction.
 </li>
 <li>
 Establish the site office, identify resourcing requirements, organize the Supervision Team and oversee responsibilities of HSE, cost control, supervision and document control procedures.
 </li>
 <li>
 Ensure all required permits from all governmental agencies are secured and valid and available on site prior to commencing works.
 </li>
 <li>
 Review and implement all relevant project plans including construction program, QA &amp; QC Plan and organizational chart.
 </li>
 <li>
 Evaluate, select, and adopt suitable construction supervision techniques, quality control procedures, and continuous improvement measures.
 </li>
 <li>
 Review contractor's submittals including materials, method statements, inspection and test plans, inspection requests, requests for information (RFI) and provides timely responses.
 </li>
 <li>
 Review and respond to the change orders and contractor's monthly invoices.
 </li>
 <li>
 Coordinate with relevant stakeholders to carry out commissioning activities.
 </li>
 <li>
 Interpret drawings, specifications and consult with contractors (if required) to ensure compliance with the program.
 </li>
 <li>
 Rectify any errors revealed in the detailed design or the working drawings.
 </li>
 <li>
 Supervise inspection, testing and commissioning,
 </li>
 <li>
 Oversee site safety, health, and environmental aspects regularly to ensure a safe, environmentally friendly site environment with zero man-hour loss.
 </li>
 <li>
 Maintain records of site activities, progress, non-conformities, remedial actions, follow-up history, near-miss cases, lessons learned, and interface cases at the site level.
 </li>
 <li>
 Perform site progress meetings and attend monthly meetings if required by the Project Management.
 </li>
 <li>
 Certify all report of materials, certify site progress reports, all inspections performed and attended by him or his team at site, joint measurement certificates to certify the progress of works and related invoicing. Acceptance tests and commissioning shall be carried out by the Contractor and shall be supervised by the civil engineer.
 </li>
