Chief Procurement Officer (CPO) Reporting to: COO Overview The Chief Procurement Officer (CPO) is responsible for overseeing all aspects of procurement and sourcing activities within the organization. This includes developing and implementing procurement strategies, managing supplier relationships, negotiating contracts, and ensuring the timely and cost-effective acquisition of materials, equipment, and services necessary for construction projects. The CPO drives efficiency, cost savings, and quality in the procurement process while ensuring compliance with relevant regulations and company policies. Principal Accountabilities <ul><li>Develop and implement procurement strategies aligned with the organization's overall goals and objectives.</li><li>Identify opportunities to optimize procurement processes and drive cost savings without compromising quality or performance.</li><li>Contribute to the tender process by developing project-specific procurement strategy.</li><li>Identify, evaluate, and select suppliers based on factors such as cost, quality, reliability, and delivery performance.</li><li>Establish and maintain strong relationships with key suppliers to ensure timely delivery of materials and services.</li><li>Negotiate contracts and terms with suppliers to secure favorable pricing and terms while minimizing risk.</li></ul> Contract Management <ul><li>Draft, review and negotiate contracts with suppliers and subcontractors to ensure compliance with legal and regulatory requirements and within established company policies and norms.</li><li>Monitor contract performance and address any issues or discrepancies in a timely manner.</li><li>Ensure adherence to contract terms and conditions throughout the procurement process.</li></ul> Procurement Operations <ul><li>Develop and implement policies, procedures, and systems, in line with the corporate strategy direction, to streamline procurement processes and improve efficiency.</li><li>Oversee the day-to-day procurement operations, including purchasing, order processing, and inventory management, inclusive of maintaining accurate and reliable MTS per project (material tracking sheets).</li><li>Collaborate with internal stakeholders, including project managers, engineers, and finance teams, to coordinate procurement activities and support project requirements.</li></ul> Risk Management and Compliance <ul><li>Identify and mitigate risks related to procurement activities, including supply chain disruptions, price fluctuations, and contractual disputes.</li><li>Ensure compliance with relevant laws, regulations, and industry standards governing procurement practices.</li><li>Implement measures to monitor and evaluate supplier performance and address any non-compliance issues.</li></ul> Knowledge, Skills, Competencies and Experience <ul><li>Bachelor's degree in supply chain management, business administration, or a related field; advanced engineering degree is preferred.</li><li>Proven experience (at least 20 years) in procurement and sourcing roles within the construction industry, with a deep understanding of construction materials, equipment, and services.</li><li>Strong negotiation skills and ability to build and maintain effective relationships with suppliers and subcontractors.</li><li>Excellent analytical and problem-solving skills, with the ability to identify opportunities for cost savings and process improvements.</li><li>Solid understanding of contract law and experience in drafting and negotiating contracts.</li><li>Proficiency in procurement software and systems, as well as Microsoft Office applications.</li><li>Strong leadership and communication skills, with the ability to collaborate effectively with cross-functional teams and senior management.</li><li>Knowledge of relevant regulations and compliance requirements in the construction industry.</li><li>Procurement Expertise</li><li>Negotiation</li><li>Contracts</li><li>Leadership</li><li>Analytical</li><li>Procurement Policy Compliance</li><li>Relationship Management</li><li>Project Management</li></ul> Seniority level <ul><li>Executive</li></ul> Employment type <ul><li>Full-time</li></ul> Job function <ul><li>Purchasing, Management, and Supply Chain</li></ul> Industries <ul><li>Civil Engineering, Construction, and Building Construction</li></ul>
