 Role Overview
 
 
 
 
 The Registrar is a senior statutory officer responsible for ensuring that the University&rsquo;s academic and administrative operations are conducted in accordance with its Charter, applicable regulatory obligations, and institutional policies.
 
 
 
 Core Responsibilities
 
 
 
 
 
 1. Legal &amp; Charter Compliance
 
 
 
 <ul>
 <li>
 Ensure alignment of university operations with the Charter, and applicable regulatory obligations
 </li>
 <li>
 </li>
 <li>
 Implementation of academic regulations and institutional policies
 </li>
 <li>
 </li>
 <li>
 Coordinate with legal advisors on regulatory and compliance matters
 </li>
 <li>
 </li>
 <li>
 Prepare periodic compliance and governance reports for senior leadership and governing bodies
 </li>
 </ul>

 . Regulatory Relations and Compliance Management
 
 
 
 <ul>
 <li>
 Ensure compliance with regulatory bodies including:

 <li>
 Higher Education Commission (HEC)
 </li>
 <li>
 Relevant accreditation councils (e.g., engineering, computing, business, etc.) and professional bodies
 </li>
 <li>
 Others as per law
 </li>
 <li>
 Serve as focal point for regulatory engagements
 </li>
 <li>
 Maintain awareness of evolving regulations and support their implementation
 </li>
 </ul>
 
 
 3. Governance &amp; Secretariat Functions
 
 
 <ul>

 Serve as
 
 Secretary to all statutory bodies

 Board of Governors
 </li>

 Academic Council
 </li>

 Syndicate and statutory committees
 </li>

 Ensure proper documentation, agendas and minutes.

 Monitor implementation of decisions taken by governing bodies.

 4. Academic Administration &amp; Operations
 
 
 <ul>
 <li>
 Oversee core academic operations, including:
 </li>
 <li>
 Student registration and enrollment
 </li>
 <li>
 Academic scheduling and catalogues
 </li>
 <li>
 Examination coordination
 </li>
 <li>
 Ensure integrity and confidentiality of academic records.
 </li>
 <li>
 Supervise
 
 degree audits and certification processes
 
 .
 </li>
 <li>
 Ensure timely and efficient delivery of student-facing services, including transcripts, certifications, and academic records
 </li>
 </ul>
 
 
 
 5. Student Information Systems (SIS) &amp; Data Governance
 
 
 
 <ul>
 <li>
 Act as the
 
 functional owner
 
 of Student Information Systems (SIS), ensuring alignment with academic processes
 </li>
 <li>
 Ensure data accuracy, system integrity, and reporting capability
 </li>
 <li>
 Support development of academic analytics and reporting for decision-making.
 </li>
 </ul>
 
 
 
 
 
 6. Policy Development &amp; Institutional Systems
 
 
 <ul>
 <li>
 Support development and implementation of policies and procedures
 </li>
 <li>
 Ensure policies are aligned with Charter and regulatory requirement.
 </li>
 <li>
 Drive process improvement, digitization, and automation of academic workflows
 </li>
 </ul>
 
 
 
 
 
 7. Cross-Functional Coordination
 
 
 <ul>
 <li>
 Work closely with all relevant offices/units/departments
 </li>
 </ul>
 
 
 8. Leadership &amp; Office Management
 
 
 <ul>
 <li>
 Lead and manage the Registrar&rsquo;s Office.
 </li>
 <li>
 Establish SOPs, KPIs, and performance benchmarks.
 </li>
 <li>
 Build a culture of accountability, efficiency, and compliance.
 </li>
 </ul>
 
 9. Reports to the Vice Chancellor and the Chancellor
 
 
 
 Qualifications
 
 
 <ul>
 <li>
 Master&rsquo;s degree in Higher Education Administration, Law, Public Administration, Management, or a related field
 </li>
 <li>
 Additional qualification in
 
 Law (LLB/LLM)
 
 will be an advantage
 </li>
 </ul>
 
 
 
 Experience
 
 
 
 <ul>
 <li>
 
 10+ years
 
 of experience in academic or institutional administration preferably in HEIs
 </li>
 <li>
 Demonstrated experience in:
 </li>
 <li>
 academic operations
 </li>
 <li>
 regulatory compliance
 </li>
 <li>
 governance processes
 </li>
 </ul>
 
 Prior experience in a senior administrative or Registrar-like role will be an advantage

 Strong understanding of academic and students lifecycle processes
