Role Overview

The Registrar is a senior statutory officer responsible for ensuring that the University’s academic and administrative operations are conducted in accordance with its Charter, applicable regulatory obligations, and institutional policies.

Core Responsibilities

1. Legal & Charter Compliance

  • Ensure alignment of university operations with the Charter, and applicable regulatory obligations
  • Implementation of academic regulations and institutional policies
  • Coordinate with legal advisors on regulatory and compliance matters
  • Prepare periodic compliance and governance reports for senior leadership and governing bodies

2 . Regulatory Relations and Compliance Management

  • Ensure compliance with regulatory bodies including:
  • Higher Education Commission (HEC)
  • Relevant accreditation councils (e.g., engineering, computing, business, etc.) and professional bodies
  • Others as per law
  • Serve as focal point for regulatory engagements
  • Maintain awareness of evolving regulations and support their implementation

3. Governance & Secretariat Functions

  • Serve as Secretary to all statutory bodies :
  • Board of Governors
  • Academic Council
  • Syndicate and statutory committees
  • Other bodies/committees
  • Ensure proper documentation, agendas and minutes.
  • Monitor implementation of decisions taken by governing bodies.

4. Academic Administration & Operations

  • Oversee core academic operations, including:
  • Student registration and enrollment
  • Academic scheduling and catalogues
  • Examination coordination
  • Ensure integrity and confidentiality of academic records.
  • Supervise degree audits and certification processes .
  • Ensure timely and efficient delivery of student-facing services, including transcripts, certifications, and academic records

5. Student Information Systems (SIS) & Data Governance

  • Act as the functional owner of Student Information Systems (SIS), ensuring alignment with academic processes
  • Ensure data accuracy, system integrity, and reporting capability
  • Support development of academic analytics and reporting for decision-making.


6. Policy Development & Institutional Systems

  • Support development and implementation of policies and procedures
  • Ensure policies are aligned with Charter and regulatory requirement.
  • Drive process improvement, digitization, and automation of academic workflows


7. Cross-Functional Coordination

  • Work closely with all relevant offices/units/departments

8. Leadership & Office Management

  • Lead and manage the Registrar’s Office.
  • Establish SOPs, KPIs, and performance benchmarks.
  • Build a culture of accountability, efficiency, and compliance.

9. Reports to the Vice Chancellor and the Chancellor

Qualifications

  • Master’s degree in Higher Education Administration, Law, Public Administration, Management, or a related field
  • Additional qualification in Law (LLB/LLM) will be an advantage

Experience

  • 10+ years of experience in academic or institutional administration preferably in HEIs
  • Demonstrated experience in:
  • academic operations
  • regulatory compliance
  • governance processes

Prior experience in a senior administrative or Registrar-like role will be an advantage

Key Competencies

  • Knowledge of university governance frameworks and regulatory requirements
  • Strong understanding of academic and students lifecycle processes
  • Experience with SIS/ERP systems and academic data
  • Strong organizational and problem solving skills
  • Ability to manage multiple stakeholders
  • Commitment to efficient and responsive academic services
