<ul><li>
Collaborates with Project Manager and Business Manager in the development, preparation, and execution of departmental contracts for goods and services. Assists with tracking the service provider&rsquo;s compliance with regulations and contractual requirements as it relates to deliverables, inspections, invoicing, staff qualifications, etc.</li><li>
Coordinates with Project Manager and Procurement on the preparation of draft scopes of work for contracts, amendments, single sources, change orders etc. as well as assist with the approval process.</li><li>
Coordinates the development of compliance and performance plans and timelines to ensure established standards are met. Ensure service providers provide the contractually required records to illustrate compliance with contractual requirements.</li><li>
Performs contract monitoring for departmental contracts and completes required reports. May conduct site visits of contracted services.</li><li>
Maintains a wide variety of detailed contract records and reports; collects and prepares various information on contract compliance.</li><li>
Perform invoice review to ensure invoices are compliant with contracted provisions. Conduct invoice reconciliation when necessary.</li><li>
Coordinates with Project Manager on contract compliance issues.</li><li>
Performs a variety of complex and specialized technical and analytic functions, e.g., analyzing data, typing, reports processing, documentation verification; gathers, interprets, and prepares data for studies, reports, and recommendations; provides information to supervisor.</li><li>
Attend and participate in various meetings for the dissemination of information.</li><li>
Performs duties as assigned/necessary which are related to the functions of the department.</li></ul></div><p></p>
<div><h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2></div>
<div><p><b>Education:</b> Associates Degree in Business Administration, Finance, Criminal Justice, or related field.<br>
<br>
<b>Experience:</b> Five (5) years responsible experience in monitoring contracts or an equivalent combination of education, certification, training and/or experience that provides the requisite knowledge and skills to perform the essential job functions. Professional experience with Microsoft Excel and Word required.<br>
<br>
<b>Miscellaneous:</b> Must possess and maintain a valid Florida Driver&rsquo;s License.</p></div>

Contract Compliance Analyst - Audit & Operational Improvement

Under direction, the purpose of this position is to supervise the management of the Community Corrections Unit. Employees in this classification perform at an entry management level and are responsible for supervisory work involving the training, review, and evaluation of division staff to ensure compliance with all departmental policies and procedure. Additionally, this position assists the Unit Supervisor in planning, implementing, and organizing all aspects of Pretrial Services and Misdemeanor Probation while ensuring compliance with state statute and administrative order.</div><p></p>

Provides direct supervision over and manages day to day operational activities of staff or teams including solving problems, proactive planning within the team and between other service providers; prioritizes, assigns and reviews the work of staff involved in community corrections service delivery; reviews reports for accuracy, thoroughness and adherence to department goals and procedures; and provides consultation to staff regarding appropriate case management decisions and use of professional services.</li><li>
Recommends and implements new and revised policies to respond to departmental goals and service needs; works with management and other service providers to develop and implement programs and update procedures.</li><li>
Assists with hiring and supervises assigned staff to provide quality service to citizens and County staff; prepares performance evaluations; conducts caseload audits; works with employees to correct deficiencies; administers progressive discipline; conducts and/or facilitates staff training and development.</li><li>
Assists Community Corrections staff in performing casework functions or may handle casework functions directly, including offender needs/risk assessment, treatment referral and monitoring, and client counseling; prepares reports and makes recommendations to courts regarding offender treatment needs, compliance with supervision conditions, and sanctioning options.</li><li>
Monitors budget expenditures; assists in compiling statistical information for department use.</li><li>
Facilitates staff meetings regarding program issues and/or changes; facilitates offender educational groups as needed; resolves issues regarding program rules, security, and caseload procedures.</li><li>
Oversees contractual compliance with agencies involved in the programs.</li><li>
Acts as a liaison with internal department and external agencies relevant to unit operations.</li><li>
Ensures an adequate inventory of supplies, equipment, etc.</li><li>
Assists and/or recommends training specific to the services provided by assigned unit.</li><li>
Oversees payroll/leave processes for the section.</li><li>
Responsible for developing policies and procedures for area of responsibility.</li><li>
Initiates and directs special projects.</li><li>
Ensures all functions of the division assigned are in accordance with Federal and State rules, Administrative Orders and FCAC Standards.</li><li>
Assists in the development and application of applicable policies, procedures, programs, and practices.</li><li>
Serves as liaison to the judiciary, courts, and other allied criminal justice agencies.</li><li>
Attends Court Sessions to provide information to the Judiciary regarding program eligibility and testify as an expert witness as necessary.</li><li>
Completes risk/needs assessments on all defendants; connects defendant&rsquo;s with community resources and referrals, coordinates community service work; may facilitate cognitive behavioral classes.</li><li>
Assists with providing professional supervision to defendants, ensuring protection and security to the community; monitors the status of defendant compliance with court ordered terms and conditions.</li><li>
Manages and maintains department equipment and general office supplies; submits requests for repairs and replacements as needed.</li><li>
Attends and participates in meetings and trainings to keep up with trends in pretrial release and probation issues, legislative changes, and office and field safety.</li><li>
Interviews defendants to verify residence and employment, contacts victims, sends reports to advising Judge, State Attorney and Public Defender.</li><li>
Performs other related work (including weather or other extreme emergency duties) as required.</li></ul></div><p></p>
<div><h2 class="jobSectionHeader"><b>Minimum Qualifications</b></h2></div>
<div><p><b>Education:</b> Associate&rsquo;s Degree from an accredited college or university in Criminal Justice, Business Administration, Public Administration, or a closely related field.<br>
<br>
<b>Experience:</b> Four (4) years&rsquo; experience in Inmate Records, Bonds and Dockets, Inmate Programming, Inmate Classification, Probation, Pretrial Release, and/or Community Corrections, to include at least two (2) years&rsquo; experience in a supervisory capacity. An equivalent combination of education, training, and/or experience may be considered.<br>
<br>
<b>Preferred:</b></p><br>
<ul><li>
Leadership Training/Certification (i.e. National Jail Leadership Command Academy, Florida Senior Leadership Program, Valencia Public Leadership Program)</li><li>
Field Training Officer Program Certification (40 Hour)</li></ul><b>

<b>Miscellaneous:</b><br>
<ul><li>
Must not have any discipline above a Written Reprimand in the last twelve (12) months.</li><li>
Must possess and maintain a valid Florida Driver&rsquo;s License.</li><li>
