Role SummaryWe are hiring a Senior Business Analyst to drive requirements and delivery support for a regulatory Data Management System for a Clean Transportation Fuel Standard program. The platform supports fuel transaction reporting, credit/deficit calculation, credit banking &amp; trading, and alternative fuel pathway applications.Key Responsibilities<ul><li>&quot;Experience in energy/environment programs, carbon markets, clean fuels initiatives (LCFS/CTFS-style).&quot;</li><li>Own BA activities for modules such as:</li><li>Participant Registration</li><li>Fuel Supply Equipment Registration</li><li>Quarterly Fuel Reporting</li><li>Credit Banking &amp; Trading</li><li>Alternative Fuel Pathway Registration</li><li>Annual Compliance Reporting</li><li>Run requirements workshops with business/regulatory stakeholders; translate policy and operational processes into testable business rules, workflows, and acceptance criteria.</li><li>Define data submission requirements for fuel transactions (volumes, CI scores, fuel types), including validations, exception handling, corrections/amendments, and auditability.</li><li>Specify credit/deficit lifecycle rules: credit generation, banking, transfers/trading, reversals/corrections, compliance tracking, and reporting.</li><li>Perform fit-gap analysis against existing/legacy solutions and document gaps, new functionality, and change requests.</li><li>Create and maintain user stories, BRD/FRD (as needed), process flows, RTM, and support Agile ceremonies.</li><li>Drive UAT planning/execution, defect triage, and business sign-offs.</li><li>Support change requests including WCAG accessibility and admin-configurable content management.</li></ul>Must-Have Experience<ul><li>8+ years as a Business Analyst / Senior BA on regulatory/compliance platforms and/or ledger/credits/trading-like systems.</li><li>Strong experience with workflow-driven portals: submission &rarr; review &rarr; approval, multi-role access (submitter/reviewer/approver/admin), notifications, and audit trails.</li><li>Proven delivery on data-heavy reporting/filing systems: validations, exception management, reconciliation, amendments/corrections, and reporting outputs.</li><li>Strong Agile execution: user stories, acceptance criteria, backlog grooming, sprint planning, and UAT support.</li></ul>Domain &amp; Keyword Screen (for sourcing)Recruiters should screen for experience and keywords such as:<ul><li>Regulatory, compliance, audit trail, governance, statutory reporting/filings</li><li>Reporting, submission, validation, exception management, reconciliation, corrections/amendments</li><li>Credits/deficits, ledger, banking, transfer, trading/marketplace, settlement</li><li>Portal, workflow, approvals, RBAC/role-based access, notifications, UAT</li><li>Accessibility (WCAG/ADA/Section 508), admin console, CMS/content management</li></ul>Nice-to-Have<ul><li>Experience in energy/environment programs, carbon markets, clean fuels initiatives (LCFS/CTFS-style).</li><li>Government client / public sector portal experience.</li><li>Exposure to security, privacy, and performance requirements for external systems.</li></ul>Pay: $45.00 - $60.00 per hourExpected hours: 40.0 per weekWork Location: Remote
