Role SummaryWe are hiring a Senior Business Analyst to drive requirements and delivery support for a regulatory Data Management System for a Clean Transportation Fuel Standard program. The platform supports fuel transaction reporting, credit/deficit calculation, credit banking & trading, and alternative fuel pathway applications.Key Responsibilities
- "Experience in energy/environment programs, carbon markets, clean fuels initiatives (LCFS/CTFS-style)."
- Own BA activities for modules such as:
- Participant Registration
- Fuel Supply Equipment Registration
- Quarterly Fuel Reporting
- Credit Banking & Trading
- Alternative Fuel Pathway Registration
- Annual Compliance Reporting
- Run requirements workshops with business/regulatory stakeholders; translate policy and operational processes into testable business rules, workflows, and acceptance criteria.
- Define data submission requirements for fuel transactions (volumes, CI scores, fuel types), including validations, exception handling, corrections/amendments, and auditability.
- Specify credit/deficit lifecycle rules: credit generation, banking, transfers/trading, reversals/corrections, compliance tracking, and reporting.
- Perform fit-gap analysis against existing/legacy solutions and document gaps, new functionality, and change requests.
- Create and maintain user stories, BRD/FRD (as needed), process flows, RTM, and support Agile ceremonies.
- Drive UAT planning/execution, defect triage, and business sign-offs.
- Support change requests including WCAG accessibility and admin-configurable content management.
Must-Have Experience
- 8+ years as a Business Analyst / Senior BA on regulatory/compliance platforms and/or ledger/credits/trading-like systems.
- Strong experience with workflow-driven portals: submission → review → approval, multi-role access (submitter/reviewer/approver/admin), notifications, and audit trails.
- Proven delivery on data-heavy reporting/filing systems: validations, exception management, reconciliation, amendments/corrections, and reporting outputs.
- Strong Agile execution: user stories, acceptance criteria, backlog grooming, sprint planning, and UAT support.

Pay: $45.00 - $60.00 per hour
Expected hours: 40.0 per week
