About the Role

Digital Charter is searching for an experienced Senior Business Analyst for a full-time remote position. The ideal candidate will have a strong understanding of Agile methodologies, the Software Development Lifecycle (SDLC), and tools to assess program efficiency and effectiveness. The ideal candidate will also have excellent soft skills, as they will be required to interface with new individuals on a regular basis, ranging from contracted software developers to military generals.

This individual will be responsible for analyzing each program that is assigned to the initiative, evaluating software development methodologies, defining or evolving quality metrics, and gauging overall team performance.

Essential Duties and Responsibilities

Perform Discovery Sessions for Each Program Aligned with the Initiative

Understand the Type of Work Being Delivered by Evaluating Contractual Agreements and Program Mission

Review the Statement of Work (SOW) Associated with the Program's Contract

Gather and Document Information on Existing Reporting Mechanisms

Gather and Document Information on Existing Service Level Agreements (SLAs)

Gather and Document Information on Existing Feedback Mechanisms

Gather and Document Information on Existing Software Development Strategies

Gather and Document Information on Existing Agile Methodology and Ceremonies

Analyze the Performance of Development Teams by Analyzing Sprint Performances

Assess the Success of Delivered Software Packages (in Conjunction with Acceptance Testers)

Evaluate the Success of Each Program Aligned with the Initiative

Analyze the Alignment of Delivered Work Based on Contractual Objectives

Independently Evaluate Resource Mix (Team Efficiency)

Analyze Sprint Velocity and Team Consistency

Identify Opportunities to Streamline Performance Metric Tracking

Provide Assessment Reports for Each Program Aligned with the Initiative

Identify Strengths and Weaknesses in Existing Software Development Processes

Identify Strengths and Weaknesses in Overall Vendor Performance

Recommend Strategies to Accelerate Issue Resolution, Optimize Processes, and Enhance Overall Software Performance.

Recommend Strategies for Improving Agile Methodologies

Provide Status Updates on Performance According to Performance Metrics

Qualifications

Required

Minimum 6 years of experience in business analysis or a related field, including hands-on support of content management platforms.

Proficiency in generating metrics and reports using project management and data analysis tools (e.g. Atlassian Jira, Microsoft Power BI, Microsoft Planner).

Experience collaborating within Agile development teams and adapting to Agile/Scrum processes.

Demonstrated ability to gather, document, and analyze requirements from diverse stakeholders.

Strong analytical and problem-solving skills with a detail-oriented approach to work.

U.S. Citizenship is required for this position due to government contract requirements and the need for a Public Trust security clearance.

Strong Understanding of Agile Frameworks (Scrum, Kanban, or SAFe)

Proficient in Analyzing Software Development Metrics (e.g., Defect Rates, Velocity, and Cycle Times)

Excellent Problem-Solving and Critical-Thinking Skills

Excellent Verbal and Written Communication Skills (Technical and Non-Technical Audiences)

Strong Understanding of Software Development Lifecycle (SDLC) Processes and Methodologies

Proficient in Cross-Team Communication and Coordination

Excellent Ability to Manage Multiple Projects Simultaneously

Preferred

Agile Certified Practitioner (PMI-ACP)

Certified Business Analysis Professional (CBAP)

Certified ScrumMaster (CSM)

Work Experience

5+ years of experience as a Business Analyst (or Related Role) with Software Development Focus.

Education

Bachelor’s degree in business administration, information systems, or a related field (required).
