The ideal candidate for this Business Analyst position will have a positive attitude, be collaborative, organized, and produce clear and concise work products. This candidate will be responsible for gathering and compiling information with regards to technology business processes, applications, or systems. Document systems and operating procedures in an accurate, logical, and easy to understand manner. Translate business requirements for systems or application into systems/applications designs.
Conduct comprehensive business case analysis evaluations for Information Technology (IT) projects. Provide full-system development life cycle activities and proactive consultation services to internal customers. Present and defend findings to IT managers and customers. Keeps abreast of new technologies and discipline specific trends and participate in IT application testing.
Apply best practice guidelines to maintain and improve services using the District’s IT policies and procedures that govern the purchasing, receiving, and delivery of all IT equipment, software, and hardware. Collaboration with IT vendors to ensure the District receives satisfactory IT arrangements, product support, and customer service.
The preferred candidate would have a Scrum Master certificate or at a minimum be knowledgeable of the Scrum framework used in software development. Candidates shall be comfortable using Agile project management methodologies that fast track the iterative approach to managing projects. Understanding the execution of a project’s tasks, deliverables, and monitoring to ensure the project is on track to completion.
Incumbent applies a comprehensive knowledge of computer systems, IT principles and business practices to make recommendations on new or existing systems and applications, customer service standards and Division-level SOPs.
Incumbent is assigned moderately complex to complex IT projects, processes or initiatives that require significant research, problem solving and consultative skills. Work examples include: Develop the business requirements for moderately complex to complex systems and applications.
Translate the business requirements for moderately complex to complex systems/applications into systems/applications designs.
Provide full-system development life cycle activities and proactive consultation services to internal customers. Coach less seasoned staff on their consultation skills.
Conduct comprehensive business case analysis and financial evaluations of proposed IT projects. Present and defend findings to IT and Resource Area managers.
Apply the District’s policies and procedures that govern the purchasing, receiving, delivery, movement, and final disposal of all IT equipment, software and hardware. Resolves potential non-compliance issues and/or situations.
Strong interaction with IT vendors to ensure the District receives the most favorable IT contracts/licensure arrangements, product support and customer service. This includes evaluating, negotiating and recommending vendors to support IT initiatives. Vendor recommendations need to equally balance business needs, budget parameters and expected lifecycles of vendor products.
Serve as the Division’s technical representative on taskforces for new IT initiatives.
Incumbent may represent the Division on an IT Department and/or user department taskforce.
Document current systems and operating procedures in an accurate, logical and easy to understand manner.
Apply best practice guidelines to maintain and improve services using the District’s IT policies and procedures, which are based on either CMMI and/or ITIL standards.
May be accountable for major/critical/complex portions of the IT Department’s disaster recovery plan. This includes extensive testing, troubleshooting and problem solving. Leadership role in recovery efforts from a catastrophic failure or event.
Incumbent keeps abreast of new technologies and discipline specific trends. Proactively applies new trend information/knowledge to all work assignments and shares such information as appropriate throughout the IT Division and Department.
Incumbent receives minimal supervision and provides technical coaching to less-seasoned IT staff in the Analysis job family. Assignments for developmental purposes may include some work that is typical of a Lead Analyst or other IT job family position.

Typically has Bachelor's Degree in a related field and 8+ years experience that demonstrates measurable career and technical progression that can be applied to support both the IT Department’s Annual Work Plan and the District’s strategic goals and objectives. Typically, total experience includes 3 years focusing on any technical area within IT and 5+ years focusing on one specialty within the Analysis Job family. Disciplines for IT education and experience requirements include but are not limited to: Computer Science, Computer/Systems Technology, Management Information Systems, Mathematics, and Systems Engineering.
IT Analyst – Specialist:
Typically has Bachelor's Degree in a related field and 5+ years experience that demonstrates measurable career and technical progression that can be applied to support both the IT Department’s Annual Work Plan and the District’s strategic goals and objectives. Disciplines for IT education and experience requirements include but are not limited to: Computer Science, Computer/Systems Technology, Management Information Systems, Mathematics, and Systems Engineering.
