<b>ROLEPURPOSE:</b> The Health Officer will play a key role in overseeing all health-related activities within the Sponsorship project at Save the Children International (SCI). This position is responsible for coordinating, implementing, and reporting on project interventions including direct provision of community health, primary healthcare services, and referrals to secondary healthcare services. The health officer will work in close collaboration with the partner NGO, the project team, and relevant stakeholders to ensure timely delivery of quality results, effective coordination with governmental and community counterparts, and the development of a coherent, sustainable health program model.</p>

<b>KEY AREAS OF ACCOUNTABILITY:</b><br>
<b>Project Implementation</b><br>
<ul><li><b>Supervise and oversee all health activities</b> implemented through the partner NGO, ensuring quality delivery of interventions, including the provision of healthcare services through partner clinics and medical referral network, delivery of tailored health awareness sessions for the target communities, enhancement of public health facility infrastructure and other related health activities.</li><li><b>Supervise the implementation of the partner&rsquo;s health referral program </b>Ensuring timely and appropriate access to secondary and specialized services.</li><li><b>Ensure effective medical and financial management of referred medical cases </b>by participating in medical assessments as needed and ensuring referrals are made according to clinical needs and geographical proximity.</li><li><b>Provide ongoing coaching and capacity building</b> to the partner&rsquo;s team, strengthening their technical and operational competencies in coordination with relevant stakeholders.</li><li><b>Support the partner in developing and implementing community outreach plans</b> and provide technical guidance to ensure alignment with project objectives and the needs of unaccompanied and separated children.</li><li><b>Coordinate and deliver health interventions as needed</b> including training of Ministry of Health and Population (MoHP) service providers, upgrading the physical capacity of MoHP affiliated health facilities and conducting supervision visits to supported facilities</li></ul>
<b>&middot; Support the implementation of community health awareness sessions</b> tailored to the specific needs of unaccompanied and separated minors and systematically observe and document their evolving health needs to inform program design and referral pathways.<br>
<ul><li><b>Actively contribute to all stages of the project management cycle</b>, including needs assessments, project design, budgeting, implementation, monitoring, and evaluation, ensuring alignment with SCI&rsquo;s standards and donor requirements.</li><li><b>Support the Project Manager</b> in leading and ensuring high-quality implementation of SCI&rsquo;s health interventions for both the target community, partners, and donors.</li><li><b>Conduct and participate in visits to healthcare facilities</b> to monitor service quality, identify gaps, and ensure alignment with project objectives.</li></ul>
<b>Reporting and documentation</b><br>
<ul><li>Document Health interventions/activities, lessons learnt and experience resulting from the project.</li><li>Contribute to the writing of regular and ad hoc reports related to the health sector.</li><li>Coordinate with MEAL person to support in project assessment activities.</li><li>Compile concise quantitative and qualitative reports on a monthly, quarterly and annual basis</li></ul>

<b>QUALIFICATIONS AND EXPERIENCE</b><br>
<ul><li>Bachelor&rsquo;s degree in medicine with a minimum of 3 years of successful experience in project implementation with a reputed organization or NGO. Previous work with INGOs is preferred.</li><li>Post graduate degree or certificate in public health, Healthcare Management, Nutrition, or a related field preferred</li><li>Previous work with refugees/asylum seekers or displaced migrants is a must.</li><li>Highly developed interpersonal and communication skills including influencing and negotiation.</li><li>Strong results orientation, with the ability to challenge existing mindsets.</li><li>Very good computer skills.</li><li>Report writing skills and English proficiency is required.</li><li>Good knowledge of Child Safeguarding will be an added advantage.</li><li>Commitment to Save the Children International values</li></ul></div>

<div><div><p><b>ROLE PURPOSE:
</b></p><p>As a member of the Programme Development, Quality and Impact team, the MEAL Officer provides hands-on support and leads on specific MEAL activities. This includes designing and implementing a robust MEAL system in line with SCI standards and procedures, Accountability and Learning Plans; conducting and supporting evaluation studies (baseline, midterm and end line), designing program monitoring tools, ensuring effective monitoring of program outputs and outcomes; and contributing to SCI annual monitoring and reporting. The position also supports effective accountability systems, including beneficiary complaints and response systems; and will contribute to program and organizational learning processes. In line with SCI Egypt&rsquo;s MEAL approaches, the MEAL Officer is responsible for ensuring all MEAL processes are gender-sensitive, and participatory, including capturing the voice of children. The role includes providing direct, hands-on support for program MEAL activities; providing MEAL capacity building for staff and partners; forecasting MEAL budgets and engaging in MEAL learning processes. The MEAL Officer is expected to work in close collaboration with MEAL Team members, and with program and partner staff. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.<br>

<div><div><p><b>KEY AREAS OF ACCOUNTABILITY:
</b></p><p><b>In collaboration with the Programme Development, Quality and Impact team, program staff and field offices:
</b></p><ul><li>Support the development and implementation of quality program monitoring and evaluation systems, frameworks, methodologies, tools, analysis and reporting, in line with donor requirements, SCI standards and procedures and SCI Egypt priorities for specific projects.
</li></ul><ul><li>Support quality baseline, midterm and final evaluation studies in collaboration with the Research and Learning Specialist. This includes developing evaluations TORs, supporting the recruitment of external consultants, liaising with consultants during the evaluation, and reviewing evaluations reports.
</li></ul><ul><li>Support quality assessments and evaluations, in collaboration with the Research and Learning Specialist. This includes developing evaluations TORs, supporting the recruitment of external consultants, liaising with consultants during the studies, reviewing reports, and ensuring timely implementation of assessments in accordance with internal system requirements.
</li></ul><ul><li>Continuously update and verify that projects&rsquo; logframes and indicators are set on PRIME, in line with SCI guidelines
</li></ul><ul><li>Play an active role in maintaining solid data, and support streamlined systems and processes for capturing program data
</li></ul><ul><li>Engage with MEAL Manager and MEAL team in compiling and verifying data for CSP and other Country Office reporting.

</li></ul><ul><li>Lead on the process to develop, use and monitor actions related to project quality benchmarks for specific projects.
</li></ul><ul><li>Lead quality accountability mechanisms, processes and practice in line with SCI standards.

</b></p><p>Bachelor&rsquo;s degree in social science, economics, or relevant fields; post graduate level qualification in social science is preferred<br>

</b></p><ul><li>3-5 years of monitoring and evaluation experience development contexts with NGOs. Experience with INGOs is preferred.

</li></ul><ul><li>Experience with child rights programming and/or one of priority areas of Save the Children: education, child protection, child poverty, health.
