The Role</b></p>
<p>
As the Advisor, Planning and Operations, you will provide the Head of Program Implementation (PI) with clear and timely visibility into department operations and performance. For this, you will support the PI senior management team (SMT) governance by managing meeting cadence, tracking decisions and priorities, developing actionable workplans, and monitoring alignment of resources, staffing, and budgets to departmental objectives. You will be responsible for communications and knowledge management efforts by maintaining the PI SaveNet page, facilitating information sharing across teams, developing leadership communications, and supporting executive and board-level presentations. In addition, you will oversee departmental reporting and performance measurements by coordinating KPI development and reporting processes, analyzing progress against strategic objectives, supporting organizational transformation initiatives, and monitoring cross-functional projects and PHFFA activities to identify risks, resolve issues, and drive continuous improvement across the PI portfolio.</p>

Operations (40%)</b></p>
<ul>
<li>Manage PI SMT meeting cadence, track decisions and accountabilities, maintain department resources and platforms, and provide visibility into how the department is resourcing and delivering against its objectives</li>
<li>Prepare agendas and materials for PI SMT and quarterly PI ESMT meetings; take and distribute meeting notes; track decisions and next steps and assign action items to relevant SMT members; ensure follow-through commitments.</li>
<li>Manage tracking and coordination of PI SMT and PI ESMT retreat priorities and other PI SMT workstreams</li>
<li>Translate high-level priorities into clear workplans with owners, timelines, and milestones, identify resourcing.
<ul><li>Support SCI and PI leadership PHFFA meeting coordination, drafting meeting notes and associated communication
<ul><li>Track PHFFA (SCI and SCUS) agreed upon countries/projects, opportunities and approved awards</li>
</ul></li><li>Develop and maintain a consolidated PI resourcing tracker covering consultants engaged by State Directors, International and Domestic program staff, Global Emergency Humanitarian Surge Platform deployments, and representatives on cross-functional and agency-wide projects;</li>
<li>Ensure resourcing decisions and commitments are aligned with budget and planning, flagging gaps or misalignments to the Head of PI in a timely manner.</li>

</li></ul><p><b>Communications and Knowledge Management (25%)</b></p>

<li>Own and maintain the PI department SaveNet page, ensuring it is current and contains latest resources, strategies, plans, dashboards, SOPs, and key reference materials</li>
<li>Liaise with representatives from each PI team to ensure up to date landing pages and information:

<li>International Programs &ndash; including PHFFA projects and potential projects</li>

<li>Alongside the PI SMT, monitor PI performance and use data to provide regular analysis against department annual objectives and make recommendations for strategic improvements.</li>

<li> Stay current and engage on SCUS and global movement transformation projects, where PI is a key stakeholder and ensure PI representation is included where relevant and provide regular updates against progress on these initiatives.</li>

</b></p><p>The Roots for Growth Project Manager will lead the implementation of a multi-year results based financed project in Assiut Governorate, designed to empower household-led microenterprises and improve child well-being through sustainable income growth. The role requires a high level of flexibility and adaptive management, including iterative planning, quarterly learning workshops, and co-design sessions with partners. The post holder will oversee program delivery, payment indicators achievement, budget management, partnership coordination, and compliance with SCI and donor standards, while ensuring gender-responsive and child-sensitive approaches across all activities.
</p><p>In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.<br>
</p><p><br>
<b>Brief Project Scope:
</b></p><p>Roots For Growth Phase one is a 27-month project designed to acheve sustainable economic empowerment and strengthened resilience among vulnerable households with children in Upper Egypt, particularly in Assiut, with the goal of increasing investments in children&rsquo;s development and well-being. The project targets 800 household-led microenterprises across four cohorts (200 per cohort), providing initial entrepreneurship and business development training within pre-selected value chains. From these, 630 micro-enterprises will be selected to receive a comprehensive package comprising seed funding, tailored technical training, business coaching through household coaches, market linkages, and individualized support for business growth. Grounded in a theory of change that emphasizes gender-responsive, tailored capacity building; sector-specific technical development; mentorship; inclusive market access; and early-stage growth capital, the program aims to strengthen microenterprise performance and promote improved financial planning, saving practices, and child-sensitive household financial management. By addressing discriminatory gender norms and ensuring equitable participation and benefits for women and youth, the project seeks to enable households to sustainably grow their enterprises, generate predictable income, and reinvest in their children&rsquo;s education, health, and overall well-being, ultimately contributing to long-term resilience and sustainable economic empowerment.
</p><p>Implementation will be delivered through local incubator to deliver all business mentorship and capacity building aspects and community-based organizations (CBOs) which will serve as hubs for coaching, and market linkage support. These partners will provide continuous hands-on guidance to households and help embed project practices within existing community systems. Leveraging their local networks and contextual knowledge will ensure outreach to the most vulnerable yet viable groups and promote long-term sustainability beyond the project&rsquo;s duration.
</p><p>The project will also pilot a Results-Based Financing (RBF) model to strengthen and build on SCI Egypt expertise and adapt our implementation approach so that it becomes technically and institutionally fit for future RBF programming. Through this pilot, the PM, the team, and livelihoods TA will refine operational processes, reporting mechanisms, and partner engagement models to align with RBF requirements and ensure readiness for broader scale-up. RBF is a financing approach in which payments are partially or fully tied to the achievement of measurable and pre-defined results, aiming to improve performance, enhance accountability, and ensure that resources directly drive high-quality outcomes.<br>

</b><br>
The Project Officer will contribute to the implementation of a youth-focused intervention targeting Palestinian adolescents and youth aged 15&ndash;21. The intervention responds to the compounded challenges faced by adolescents, including limited access to quality education, psychosocial distress, and restricted livelihood opportunities, all while being underserved within the current humanitarian response.
</p><p>Up to 200 adolescents and youth (female and male) will benefit from structured programmes focused on empowerment, campaigning, and expressive arts. The intervention aims to mitigate protection risks, such as harmful coping mechanisms, unsafe work, and unsafe migration by creating safe, structured opportunities that enable adolescents to build skills, express themselves, and actively contribute to their communities.
</p><p>The Project Officer will be responsible for supporting the design and implementation of integrated youth development programmes that position adolescents as active agents of change, while strengthening their resilience, skills, and sense of belonging.
</p><p>The project officer will be responsible of 6 team members who will be together developing the outreach call and selection criteria to identify suitable youth interested and eligible for the program. Then provide them with
</p><p>1) Capacity building on life skills package aligned with Life Skills For Success Common approach ( 200 A&amp;Y), after that the officer will lead his/her team to offer the A&amp;Y two different tracks
</p><p>A) Advocacy and Campaigning Programme:

This track aims to equip adolescents with leadership, advocacy, and problem-solving skills through hands-on, youth-led campaigns addressing community issues. The programme supports participants to transition from beneficiaries to active agents of change by strengthening their confidence, identity, and civic engagement.
</p><p>The programme includes, but is not limited to:
</p><ul><li>Training on designing and leading advocacy campaigns
</li><li>Implementation of youth-led initiatives (online and offline)
</li><li>Mentorship from experienced youth campaigners
</li><li>Facilitation of community dialogues and stakeholder engagement forums

</p><p>B) Expressive Arts Programme:

This track provides adolescents with opportunities to explore creative expression as a tool for awareness-raising and social change. Participants select from creative modalities such as singing, movement, visual arts, photography, and/or expressive theatre to address topics relevant to their communities.
</p><p>The programme includes engagement with specialized facilitators to guide the creative process, resulting in youth-led outputs such as performances, exhibitions, or other artistic products that amplify youth voices and perspectives.

This track will be recruiting a consultant to deliver capacity building and assess eligibility for each track and the SCI community facilitators will be mentoring up to 25 A&amp;Y per facilitator during this journey.<br>
