 The
 
 Contract &amp; Tender Engineer
 
 is responsible for preparing and coordinating technical, HSE, commercial, and contractual proposals for Oil &amp; Gas tenders.
 
 
 The role ensures that tender submissions are compliant, competitive, and aligned with client requirements.
 
 
 This position serves as a central coordinator between engineering, HSE, procurement, finance, logistics, and management throughout the tender process.

 Key Responsibilities
 
 
 
 
 
 <ul>
 <li>
 Tender Preparation &amp; Coordination
 </li>
 <li>
 Lead tender kick-off meetings and coordinate internal contributors.
 </li>
 <li>
 Prepare complete bid packages (technical, HSE, commercial, contractual).
 </li>
 <li>
 Ensure submission compliance with client instructions, deadlines, and formats.
 </li>
 <li>
 Participate in clarification meetings and negotiations with clients.
 </li>
 <li>
 Maintain tender documentation, lessons learned, and benchmarks.
 </li>
 </ul>
 
 
 
 <ul>
 <li>
 Technical Proposal Development
 </li>
 <li>
 Review tender documents (SOW, data sheets, specifications, drawings).
 </li>
 <li>
 Coordinate with engineering teams to define execution methodology.
 </li>
 <li>
 Prepare technical write-ups, organization charts, schedules, and resource plans.
 </li>
 <li>
 Ensure adherence to industry standards (API, ISO, ASME, etc.).
 </li>
 </ul>
 
 
 
 <ul>

 HSE Documentation
 </li>
 <li>
 Prepare HSE plans, risk assessments, and safety management documentation for bids.
 </li>
 <li>
 Ensure alignment with client HSE requirements and international standards
 </li>
 <li>
 Support incorporation of project-specific HSE strategies into proposals.
 </li>
 <li>
 Participate in internal HSE audits when required.
 </li>
 </ul>
 
 
 
 <ul>

 Commercial &amp; Financial Proposal
 </li>
 <li>
 Coordinate costing with procurement, engineering, and finance.
 </li>
 <li>
 Prepare priced and unpriced commercial proposals.
 </li>
 <li>
 Support pricing strategy meetings to enhance competitiveness.
 </li>
 <li>
 Conduct risk and contingency analysis for each tender.
 </li>
 </ul>

 Contractual Review &amp; Qualifications
 </li>
 <li>
 Review contractual terms and conditions.
 </li>
 <li>
 Identify legal, financial, and operational risks.
 </li>
 <li>
 Prepare contractual exceptions, deviations, and clarifications.
 </li>
 <li>
 Liaise with Legal and Management for validation.
 </li>
 </ul>

 Methods &amp; Continuous Improvement
 </li>
 <li>
 Analyze existing internal processes to improve efficiency in tender preparation.
 </li>
 <li>
 Implement tools and methods to enhance productivity and document quality.
 </li>

 Prepare presentations and reports for management.
 </li>
 <li>
 Support continuous improvement initiatives across relevant departments.
 </li>

 Ensure strict adherence to Code of Conduct.

 Support due diligence checks and compliance with procurement integrity rules.

 Qualifications &amp; Experience
 
 
 
 
 
 <ul>
 <li>
 Education
 </li>
 <li>
 Bachelor&rsquo;s degree in mechanical, Petroleum, Civil, Chemical, or related engineering field.
 </li>
 <li>
 Master&rsquo;s degree or MBA is an asset.
 </li>
 </ul>
 
 
 
 <ul>
 <li>
 Experience
 </li>
 <li>
 3&ndash;7+ years&rsquo; experience in tendering, proposals, or project engineering (Oil &amp; Gas).
 </li>
 <li>
 Good understanding of EPC/EPCI contract formats and tender processes.
 </li>
 <li>
 Experience in preparing technical and HSE documentation for large projects.
 </li>
 </ul>

 Technical Skills
 </li>
 <li>
 Strong knowledge of Oil &amp; Gas equipment, operations, and standards.
 </li>
 <li>
 Proficiency in tender analysis, planning, cost estimation, and scheduling tools.
 </li>
 <li>
 Solid understanding of contract law fundamentals and risk assessment.
 </li>
 <li>
 Excellent writing and communication skills in English.
 </li>
 <li>
 Proficiency with MS Office (Word, Excel, PowerPoint), MS Project or Primavera.
 </li>
 </ul>
