Position Overview

The Contract & Tender Engineer is responsible for preparing and coordinating technical, HSE, commercial, and contractual proposals for Oil & Gas tenders.

The role ensures that tender submissions are compliant, competitive, and aligned with client requirements.

This position serves as a central coordinator between engineering, HSE, procurement, finance, logistics, and management throughout the tender process.


Reporting Line

  • Reports to: Operations Manager
  • Functional interaction with: Managing Director, Engineering, HSE, Finance, Procurement



Key Responsibilities


  • Tender Preparation & Coordination
  • Lead tender kick-off meetings and coordinate internal contributors.
  • Prepare complete bid packages (technical, HSE, commercial, contractual).
  • Ensure submission compliance with client instructions, deadlines, and formats.
  • Participate in clarification meetings and negotiations with clients.
  • Maintain tender documentation, lessons learned, and benchmarks.


  • Technical Proposal Development
  • Review tender documents (SOW, data sheets, specifications, drawings).
  • Coordinate with engineering teams to define execution methodology.
  • Prepare technical write-ups, organization charts, schedules, and resource plans.
  • Ensure adherence to industry standards (API, ISO, ASME, etc.).


  • HSE Documentation
  • Prepare HSE plans, risk assessments, and safety management documentation for bids.
  • Ensure alignment with client HSE requirements and international standards
  • Support incorporation of project-specific HSE strategies into proposals.
  • Participate in internal HSE audits when required.


  • Commercial & Financial Proposal
  • Coordinate costing with procurement, engineering, and finance.
  • Prepare priced and unpriced commercial proposals.
  • Support pricing strategy meetings to enhance competitiveness.
  • Conduct risk and contingency analysis for each tender.


  • Contractual Review & Qualifications
  • Review contractual terms and conditions.
  • Identify legal, financial, and operational risks.
  • Prepare contractual exceptions, deviations, and clarifications.
  • Liaise with Legal and Management for validation.


  • Methods & Continuous Improvement
  • Analyze existing internal processes to improve efficiency in tender preparation.
  • Implement tools and methods to enhance productivity and document quality.
  • Prepare presentations and reports for management.
  • Support continuous improvement initiatives across relevant departments.


  • Ethics & Compliance
  • Ensure strict adherence to Code of Conduct.
  • Support due diligence checks and compliance with procurement integrity rules.
  • Promote ethical practices throughout tender execution.


  • Health, Safety & Environment (HSE)
  • Adhere to Company HSE policies, rules, and procedures.
  • Contribute to fostering a strong safety culture and Zero Fatality program.
  • Participate in emergency drills and crisis management exercises when required.
  • Part of emergency crisis team as directed
  • Gather and share lessons learned.



Qualifications & Experience


  • Education
  • Bachelor’s degree in mechanical, Petroleum, Civil, Chemical, or related engineering field.
  • Master’s degree or MBA is an asset.


  • Experience
  • 3–7+ years’ experience in tendering, proposals, or project engineering (Oil & Gas).
  • Good understanding of EPC/EPCI contract formats and tender processes.
  • Experience in preparing technical and HSE documentation for large projects.


  • Technical Skills
  • Strong knowledge of Oil & Gas equipment, operations, and standards.
  • Proficiency in tender analysis, planning, cost estimation, and scheduling tools.
  • Solid understanding of contract law fundamentals and risk assessment.
  • Excellent writing and communication skills in English.
  • Proficiency with MS Office (Word, Excel, PowerPoint), MS Project or Primavera.

  • Project management certification (PMP, Prince2, etc.).
  • Power BI knowledge (training may be provided).
  • Proficiency in a second language.
  • Interest or experience in AI-enabled tools and workflows.
