<br><p></p><div><p><b>Job Description:</b></p>
<p>
To support the design, implementation, and documentation of research activities across Balochistan, with expertise in fieldwork, data analysis, and stakeholder coordination, and a strong sensitivity to GBV, SRH, and child marriage issues.</p>
<p><b>
Main Responsibilities:</b></p>
<ul>
<li>Support the design, development, and adaptation of research tools, including both qualitative and quantitative instruments (e.g., surveys, FGD guides, KII questionnaires).</li>
<li>Assist in sampling design, data collection planning, and field-level logistics for research studies across districts of Balochistan.</li>
<li>Facilitate and conduct focus group discussions (FGDs), key informant interviews (KIIs), and other participatory research activities.</li>
<li>Assist with the transcription, translation, and coding of qualitative data collected in the field.</li>
<li>Perform data cleaning, entry, validation, and basic analysis, ensuring data quality and integrity.</li>
<li>Create data visualization products, summaries, and preliminary analysis reports using Excel, PowerPoint, or other tools.</li>
<li>Coordinate with provincial-level stakeholders, relevant departments, and community-based partners to facilitate field research and stakeholder engagement.</li>
<li>Provide logistical and coordination support to national and provincial researchers during field visits and data collection exercises.</li>
<li>Participate in and support research team meetings, TAG (Technical Advisory Group) meetings, and other learning events as required.</li>
<li>Maintain well-organized records and documentation of all research activities, transcripts, and data files for audit and reporting purposes.</li>
<li>Demonstrate sensitivity and awareness when dealing with GBV, SRHR, and CM topics in field settings.</li>
<li>Travel across Balochistan, including remote districts, for field research and monitoring visits.</li>
</ul><div><b>Competencies &amp; Skills:</b></div>
<div><ul><li>Practical knowledge of research methodologies, sampling, tool development, and field data collection protocols</li>
<li>Experience in both qualitative and quantitative research, including transcribing, coding, and analysis.</li>
<li>Familiarity with data collection and management tools (e.g., Excel, Kobo Toolbox, SPSS, or NVivo).</li>
<li>Strong facilitation and coordination skills with the ability to work with diverse stakeholders and field teams.</li>
<li>Fluency in Urdu and English; knowledge of Balochi or other local languages is a significant asset.</li>
<li>Demonstrated sensitivity and understanding of gender, GBV, SRH, and child marriage issues.</li>
</ul><div><b>Job Requirements:</b></div>
<div><ul><li>Bachelor&rsquo;s or Master&rsquo;s degree in Social Sciences, Development Studies, or a related field.</li>
<li>Strong understanding of social issues and sensitivity towards GBV and Child Marriage issues.</li>
<li>Minimum 3 years of experience in research, M&amp;E, or field studies, especially within development or humanitarian sectors.</li>
<li>Willingness to travel across Balochistan, including hard-to-reach areas</li>
<li>Carry out any other task assigned by the supervisor</li>

<p>
The Baluchistan Domestic Violence (Prevention and Protection) Act, 2014 provides a comprehensive legal framework to prevent and respond to domestic violence in all its forms physical, sexual, emotional, psychological, and economic occurring within domestic relationships, the law also provides a legal framework to address abuse including mechanisms such as protection committees and shelter services.</p>
<p>
Despite multiple efforts, its implementation remains fragmented, hindered by weak coordination, and a lack of a unified operational roadmap. To bridge these gaps and enhance prevention and survivor&#8209;centered response, a clear and actionable Domestic Violence Roadmap is needed. This roadmap will help synchronize efforts across government departments, civil society, justice bodies, and service providers. For this context SPO and UNFPA is engaging a consultant to lead the development of domestic violence roadmap and ensure effective rollout in collaboration with provincial stakeholders.</p>
<p><b>
Consultancy Objective:</b></p>
<ul>
<li>To develop a comprehensive and context-specific Domestic Violence Roadmap for Balochistan that outlines actionable strategies, timelines, and roles of key stakeholders, informed by existing legal frameworks, data, and stakeholder consultations.</li>
<li>To strengthen inter-agency coordination and survivor-centered response mechanisms by providing clear guidance for government institutions, civil society, and service providers on implementing the Balochistan Domestic Violence (Prevention and Protection) Act, 2014</li>
</ul><div><p>Scope of Work:</p>
<p>The consultant will develop a comprehensive and context-specific Domestic Violence Roadmap for Balochistan, outlining actionable strategies, timelines, and stakeholder roles based on legal frameworks, data, and consultations. Additionally, the consultant will strengthen inter-agency coordination and survivor-centered response mechanisms by providing clear guidance to government institutions, civil society, and service providers for effective implementation of the Balochistan Domestic Violence (Prevention and Protection) Act, 2014.</p>
<p>Main Responsibilities:</p>
<p><b>
Desk Review and Concept Note Development
</b></p><ul><li>Prepare and submit a detailed inception report including methodology, work plan, and timeline.</li>
<li>Conduct a thorough desk review of relevant provincial, national, and international frameworks on domestic violence.</li>
<li>Identify policy gaps, implementation barriers, and opportunities for harmonization with international best practices.</li>
<li>Conduct initial meetings with key stakeholders, SPO and UNFPA on the scope, mode and modalities of the domestic violence roadmap, particularly with the Women Development Department (WDD) Balochistan.</li>
<li>Develop a concept note for the roadmap process, explaining its importance, scope, and expected impact and to be presented in the consultative processes.</li>
</ul>
<p><b>Stakeholder Consultations and Development of DV Act Roadmap</b></p>
<ul>
<li>Identify and compile a list of key provincial stakeholders to be engaged in the provincial consultation process, including the Women Development Department (WDD), law enforcement agencies, judiciary, relevant line departments, civil society organizations (CSOs), and other government entities.</li>
<li>Develop a comprehensive agenda for the consultation that outlines session objectives, discussion topics, and expected outcomes.</li>
<li>Prepare a detailed presentation summarizing findings from the desk review, relevant provisions of the Domestic Violence Act, existing implementation challenges, and proposed roadmap concepts.</li>
<li>Design and produce supporting materials (e.g., briefing notes, discussion guides, data summaries, reference documents) to facilitate informed and productive dialogue during the consultation.</li>
<li>Facilitate and lead the provincial consultation, ensuring inclusive participation, documentation of discussions, and collection of feedback from all stakeholder groups.</li>
<li>Analyze feedback from the consultation and desk review to identify key priorities, gaps, and opportunities for strengthening the Act&rsquo;s implementation.</li>
<li>Draft the first version of the Domestic Violence Roadmap, ensuring it includes:</li>
</ul>

<p><b>Final Consultation and DV Roadmap Review and Completion</b></p>
<ul>
<li>Prepare agenda and (draft roadmap, key findings, and proposed implementation matrix) to all participants and key stakeholders in advance.</li>
<li>Develop a concise, clear presentation summarizing the roadmap&rsquo;s objectives, structure, strategic actions, timelines, and coordination mechanisms.</li>
<li>Facilitate the third consultative workshop validation meeting, ensuring all stakeholder groups have the opportunity to provide inputs, raise concerns, and suggest refinements.</li>
<li>Document all feedback, agreements, and recommended changes during the third consultative meeting.</li>
<li>Integrate stakeholder feedback into the final version of the Domestic Violence Roadmap, ensuring accuracy, clarity, and alignment with the Act&rsquo;s provisions.</li>
<li>Develop an executive summary highlighting the purpose, scope, and key priorities of the roadmap.</li>
<li>Prepare an implementation matrix detailing objectives, strategic actions, responsible agencies, timelines, and monitoring indicators.</li>
<li>Compile annexes containing supporting documents, reference materials, and tools relevant to the roadmap&rsquo;s operationalization.</li>
<li>Submit the finalized Domestic Violence Roadmap to SPO and UNFPA in editable formats after incorporating final feedbacks from SPO and UNFPA, ready for dissemination and official adoption</li>

</div><div><b>Requirements:</b></div>
<ul><li>Master&rsquo;s degree in Gender Studies, Law, Public Policy, Social Sciences, or a related field.</li>
<li>Minimum 10&ndash;15 years of relevant professional experience in GBV prevention, policy development, women&rsquo;s rights, or strategic planning</li>
<li>Strong understanding of the legal and institutional framework related to domestic violence in Balochistan and Pakistan</li>
<li>Proven experience in developing strategic documents (e.g., roadmaps, action plans) at the provincial or national level.</li>
<li>Familiarity with the sociocultural and political context of Balochistan.</li>
<li>Excellent facilitation, coordination, and technical writing skills.</li>
<li>Fluency in English and Urdu is required; knowledge of Balochi, Pashtoi is highly desirable</li>
