<div>The Junior Environmental Analyst will work as part of a team to assist EPA and other government agencies with administering environmental regulatory compliance and enforcement programs. The analyst will work primarily under our Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Enforcement Support Contracts with EPA Regions 5, 6, 7, 8, 9, and 10, but may also work on other enforcement contracts, researching and compiling evidence to characterize contamination and identify potentially responsible parties (PRPs) at hazardous waste sites. Training on conducting PRP search investigations will be provided. Superior research, writing, and analytical skills are essential to this position, as is an interest in helping government agencies enforce their environmental laws and regulations.

Duties include:<ul><li>
Assist in identifying sources of information about PRP operations, including federal, state, and local agencies, public libraries, private archives, historical societies, and map and aerial photography archives</li><li>
Work with archivists, librarians, and local county offices and conduct other research to obtain documents pertinent to PRP historical operations and waste disposal practices</li><li>
Review information on PRP operations, including responses to EPA information requests, facility inspection reports, sampling and investigation reports, hazardous materials inventories, and other documents collected, and identify relevant data for purposes of analyzing CERCLA liability</li><li>
Draft evidence summary reports that present information about PRP operations, chemical usage, disposal practices, and soil and groundwater sampling data</li><li>
Review laboratory sampling data results for the purposes of extracting and summarizing relevant data from sampling and investigation reports</li><li>
Review real property title documents and prepare title reports and tables showing the ownership history of the property</li><li>
Conduct corporate research and identify corporate successors (training will be provided)</li><li>
Input data and manage databases</li><li>
Translate information obtained from research into charts, graphs, maps, and infographics</li><li>
Occasional overnight travel may be required</li></ul>
Education/Experience<ul><li>
Bachelor of Science or Bachelor of Arts degree from an accredited university</li><li>
Two years of relevant work experience preferred</li></ul>
Required Skills:<ul><li>
Excellent verbal and written communication skills
</li><li>Detailed, critical, and thoughtful writing and analysis skills</li><li>
Knowledge of or experience in environmental information collection, analysis, interpretation, and report preparation</li><li>
Ability to function as a member of a team and work in a fast-paced environment</li><li>
Ability to handle multiple tasks at once and meet deadlines, and to adapt quickly and smoothly to changing project requirements</li><li>
Proficient in Office 365, SharePoint, and Windows-based applications</li><li>
Ability to use software to retrieve, evaluate, and organize information and documents</li></ul>
Desired Skills<ul><li>
Experience with ESRI suite of GIS software</li><li>
Experience with historical chain of title research and real property basics is a plus</li></ul>
This position's target hiring rate range is non-exempt, $21.63 to $25.48 per hour. Pay consideration is given based on geographic location, relevant work experience, and education. This is a good-faith and reasonable estimate of the base compensation at the time of posting.
