</b></p><p>The Policy and Partnerships Unit in UNDP Egypt serves as a strategic backbone for the country office, primarily responsible for leading policy work and managing high-level partnerships with government / national institutions, bilateral donors, International Financial Institutions (IFIs), the private sector, foundations, etc. The unit provides evidence-based policy advice to national counterparts, to support informed decision-making for sustainable development. The unit works closely with programmatic teams to explore new partnerships and new modalities of engagement with partners towards resource diversification and mobilization. Furthermore, it acts as a convenor and coordinator for multi-stakeholder collaboration on issues that cut across the programmatic themes, &mdash;aligned with the Sustainable Development Goals (SDGs) and Egypt's national development priorities.
</p><p>In this context, and as UNDP is increasingly becoming an important partner in SDG financing, including innovative finance solutions, the Country Office is endeavoring to operationalize the Financing for Development (FfD) agenda , within the responsibilities of the Policy and Partnerships team.
</p><p>The incumbent will provide analytical and substantive support to the Policy and Partnerships Specialist in convening key stakeholders across the financing ecosystem to align financing with the SDGs. This includes supporting policy dialogues, contributing to evidence-based policy making, and co-designing and piloting innovative financing tools and mechanisms, while engaging stakeholders, collaborating with policymakers, and advancing solutions that enhance the effectiveness and impact of SDG/development financing.
</p><p><b>Scope of work
</b></p><p>Under the overall guidance of the Policy and Partnerships Specialist, the incumbent will contribute to the technical and strategic development of sustainable financing within the CO&rsquo;s programme portfolio. This includes supporting the design of innovative, finance-driven interventions informed by socio-economic analysis and aligned with national development priorities and the SDGs. Policy and Financing Officer will provide policy analysis and technical support across priority thematic areas, contributing to the development of policy briefs, analytical reports and knowledge products. The role also includes supporting programme development and implementation, resource mobilization efforts, and identifying and strengthening partnerships. The incumbent will facilitate thematic and development finance policy dialogues, engage with government counterparts, development partners, and other stakeholders, and support knowledge exchange on thematic priorities and sustainable finance issues relevant to Egypt&rsquo;s development agenda. Additionally, the Policy and Financing Officer will undertake research and data analysis to inform evidence-based policies across thematic areas, support SDG financing initiatives, and contribute to the organization of high-level events and technical discussion to advance CO priorities.
</p><p><b>Duties and Responsibilities
</b></p><p>The following key responsibilities outline the role in detail:

</b></p><p>The Office of the Security Coordinator (OSC) at UNFPA Headquarters, New York, coordinates and leads the organization&rsquo;s global response to safety and security, enabling the Executive Director's strategic direction regarding the safety and security of UNFPA personnel, property, and assets. OSC provides technical advice, guidance, and support in implementing security policies and procedures to the Executive Director, senior managers, and personnel to fulfill their security-related accountabilities. OSC also leads the organization's Business Continuity Management (BCM) preparation, validation, and testing of Business Continuity Plans (BCPs).
</p><p>The key functions of the Office of the Security Coordinator are:

</p><p>CCE Portfolio focuses on three programmatic areas that complement each other: 1-Natural Resource Management contributing to sustainable environment management and conservation of natural resources in production landscapes, within the general framework of the ecosystems approach; 2- Climate Change and Disaster Resilience (including chemicals and waste) strengthening institutional capacities for analysis and risk management for resilience with a specific emphasis on climate change, and 3- Cooperation with relevant stakeholders to promote energy efficiency and renewable energy.
</p><p>The European Union and the Government of T&uuml;rkiye are jointly implementing the 'EU Partnership for Local Climate Action in T&uuml;rkiye' project, in a bid to bolster local climate action and guide the nation towards a future that is both climate-resilient and low-carbon. Working closely with the Ministry of Environment, Urbanization and Climate Change (MoEUCC), local authorities, and key stakeholders, the project focuses on enhancing capacities at different levels of governance and society.
</p><p>The Project;
</p><ul><li>aims to enhance climate risk assessment capacity. It focuses on bolstering the preparedness of local authorities to tackle climate change impacts by conducting comprehensive vulnerability and risk assessments.
</li><li>is directed towards improving local climate planning capacity. The aim here is to provide a regulatory framework for developing Local Climate Change Action Plans (LCCAPs), and pilot the creation of these plans in select municipalities.
</li><li>targets the enhancement of local decision-making and implementation capacities for climate action. Interactive tools developed as part of this component, integrated into the online national climate portal, will arm local stakeholders with vital resources to make informed decisions and effectively execute climate action plans.

</li></ul><p>The Projet Associate (PA) will be assigned full time for the whole project&rsquo;s duration. PA will assist the Project Manager in fulfilling his/her duties and tasks. The PA shall be responsible for supporting day-to-day implementation of project activities, drafting progress reports and output related substantial documentation as well as liaising with the EUD as well as national and international stakeholders at the institutional level. S/he will maintain high standards of service delivery, including adherence to deadline, quick response time, accuracy and completeness of information, sensitivity to client needs.

Project Associate

</b></p><p>UN Women exists to advance women&rsquo;s rights, gender equality and the empowerment of all women and girls. As the lead UN entity on gender equality and secretariat of the UN Commission on the Status of Women, UN Women shift laws, institutions, social behaviours and services to close the gender gap and build an equal world. </p><p>In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women T&uuml;rkiye works towards favourable social norms, attitudes, and behaviours at the individual, community, and institutional levels that advance gender equality and women&rsquo;s empowerment. Currently, UN Women in T&uuml;rkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director.
</p><p>Within the scope of &ldquo;Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in T&uuml;rkiye (2024-2027)&rdquo; project, UN Women aims to restore and strengthen both the physical infrastructure and technical capacities of VAW service provision through a survivor-centred and rights-based approach that contributes the empowerment of women. The project aims to establish good models that can then be scaled up to become part of the overall MOFSS response to violence against women in their areas of competence under the scope of the project.
</p><p>The Impact/ Overall Objective of the Project is to improve the protection of women and children&rsquo;s rights in earthquake affected regions in T&uuml;rkiye. The project comprises of the following 1 Outcome/Special Objective and 4 Outputs:
</p><ul><li><b>Outcome/ Specific Objective 1: </b>To enhance access to quality prevention, protection and empowerment services for women and girls at risk of and survivors of VAWG, in the earthquake-affected provinces and provinces receiving migration from the affected region, in line with national and international standards.
<ul><li><b>Output 1.1. </b>Reconstructed women shelters for survivors of violence and their accompanying children in selected earthquakes affected provinces and migration receiving ones, in line with the national and international standards and good practices.
</li><li><b>Output 1.2. </b>Strengthened and refurbished shelters and violence prevention and monitoring centres for survivors and those at risk of violence against women and girls, and their accompanying children in selected earthquakes affected provinces and provinces that received migration to meet the increasing needs.

</p><p>Under the direct supervision of the Programme Specialist and the overall guidance of the Deputy Country Director International Consultant on Socio-Economic Empowerment of VAWG Survivors is expected to support Project design, implementation of interventions and monitoring and evaluation of Project results at Output and Outcome/Specific Objective levels, informed by international good practices on women&rsquo;s socio-economic empowerment in context of EVAW.
</p><p><b>Description of Responsibilities/ Scope of Work
</b></p><p>Under the supervision of UN Women, in collaboration with the Project Implementation Team including national and international consultants, and in close coordination with MoFSS, the International Consultant on Socio-Economic Empowerment of VAWG Survivors will be responsible for the following tasks:
</p><div><ul><li>Provision of technical expertise to strengthen capacity development interventions, policy protocols and knowledge products on women&rsquo;s socio‑economic empowerment in EVAW contexts, in line with international standards and good practices. This will include:
<div><ul><li>Preparation of technical comparative inputs by (i) conducting desk-based comparative analyses of international and regional good practices on women&rsquo;s socio-economic empowerment in EVAW sensitive and postcrisis contexts, including active labour market programmes, financial empowerment approaches, private sector engagement models, and institutional coordination mechanisms; and (ii) producing concise, policy oriented technical briefs highlighting relevant models, standards, safeguards, and lessons learned including measures that integrate care responsibility considerations and reduce structural barriers related to unpaid care work, applicable to the project context and the institutional mandate of MoFSS.

</p><p>The Impact/ Overall Objective of the Project is to improve the protection of women and children&rsquo;s rights in earthquake affected regions in T&uuml;rkiye. The project comprises of the following 1 Outcome/Special Objective and 4 Outputs:
