UNDP Pakistan&rsquo;s Decentralization, Human Rights, and Local Governance (DHL) project is a multi-sector project aimed at strengthening federal, provincial, and local governance mechanisms against the backdrop of the 18th Constitutional Amendment (2010). The project's core objective is to ensure inclusive service delivery in all 4 provinces of Pakistan by providing capacity development support to relevant federal ministries and provincial line departments to create an enabling environment for effective local governance and rights-based development. In light of Pakistan&rsquo;s efforts to maintain inter-faith harmony and prevent conflicts, the DHL project places a strong emphasis on a collaborative approach involving various stakeholders to establish a lasting environment conducive to proactive peace-building measures. Recognizing the growing trend of digital-fueled intolerance, the project advocates for a comprehensive societal strategy, especially in promoting effective advocacy efforts that nurture inter-faith understanding in regions susceptible to strife.

UNDP-DHL will also collaborate with multiple stakeholders to expand services that are provided to victims of these conflicts. In this regard, conflict resolution should go beyond legal redressal and extend to other facets as well such as mental health, the restoration and development of livelihoods, and community-building. At the same time, as highlighted above, several roadblocks hinder the effective provision of legal redressal. In this regard, UNDP-DHL will strive to capacitate local actors including the government, community members, and civil society to integrate grievance redressal mechanisms within a sustained peace-building infrastructure that prioritizes psychosocial support, legal aid, community development, and inter-faith linkages. Moreover, communities need to be sensitized to consider the specific redressal needs of women impacted by these conflicts and their potential to become effective actors in promoting peace in these areas.<br>

</p><p>Within the scope of <i>&ldquo;HER RIGHTS: Supporting Technical Capacities of Lawyers on Women&rsquo;s Rights for Gender-Responsive Provision of Legal Services&rdquo; </i>Project, funded by the Government of the Netherlands, in collaboration with the Union of Turkish Bar Associations, UN Women aims to develop self-paced online training modules for lawyers and trainee lawyers across the country, for their access on the Learning Management System of the Union of Turkish Bar Associations (UTBA). The project aims to establish an in-service training standard on ending violence against women and girls for lawyers and trainee lawyers engaged in legal aid and private practices. The project is structured under the following results framework, and a singular activity:
</p><p><b><i>Outcome 1: </i></b><i>Women and girls have improved and equal access to resources, and rights, and enjoy a life without violence and discrimination.
</i></p><p><b><i>Output 1.1: </i></b><i>Service providers have strengthened capacities to deliver quality and coordinated essential services, hold perpetrators accountable and implement legislation on ending violence against women.
</i></p><p><b><i>Activity 1.1.1: </i></b><i>Produce online training modules on women's access to justice, with an emphasis on combating violence against women and girls in line with international and national normative frameworks, to be reflected in the Union of Turkish Bar Associations Learning Management System (UTBA LMS), targeting lawyers and trainee lawyers registered in bar associations across T&uuml;rkiye.
</i></p><p>To this end, UN Women seeks to engage a <b>National Consultant on EVAW in Criminal Law </b>to contribute to the development of training module content, with a particular emphasis on the implementation of Law No. 6284, and EVAW-related provisions within the Turkish Criminal Code and Criminal Procedure Code. The Consultant will collaborate closely with other national consultants, the UN Women team, UTBA, and relevant service providers to formulate, refine, and finalize the module content.
</p><p>Under the overall supervision of the Programme Specialist, with technical guidance from the Programme Analyst and administrative support from the Programme Support Consultant, the Consultant will work in close coordination with UTBA and the broader Project team, which includes consultants and service providers. The Consultant will provide technical expertise in the design and implementation of the modules, particularly on EVAW concerns and procedures within criminal law.
</p><p><b>Description of Responsibilities /Scope of Work
</b></p><p><b>1. Draft content on Criminal Law processes and provisions on ending violence against women and girls
</b></p><ul><li>Develop written training content tailored for lawyers and trainee lawyers on EVAWG, focusing on Turkish Criminal Code and Criminal Procedure Code

</b></p><p>As of September 2025, OCHA Syria, based in T&uuml;rkiye, comprises 30 staff members. Although the OCHA Office in T&uuml;rkiye is expected to scale down by the end of the year, a residual capacity of 10&ndash;15 staff will be maintained. From 2026 onwards, the Ankara Liaison Office is expected to provide support to OCHA Istanbul, which will have a staff capacity of 52.
</p><p>Based on the Host Country Agreement signed in September 2013 between OCHA and the Ministry of Foreign Affairs (MFA) of the Government of T&uuml;rkiye, OCHA Office in T&uuml;rkiye is required to maintain a presence in Ankara for liaison purposes.
