<div>Background:

UN Women Indonesia is implementing a project entitled &lsquo;Empowered Women for Sustainable Peace: Addressing the Peace-Humanitarian Nexus to Enhance Community Resilience in Indonesia&rsquo; project, or WE Nexus for short. The project activities started in June 2023 and will last until 31 December 2026, with funding from The Korea International Cooperation Agency (KOICA). The project aims to strengthen community resilience and reduce vulnerabilities in emergency and conflict-affected areas by addressing the humanitarian-development-peace nexus in the context of Indonesia. WE NEXUS supports national and local institutions to apply risk-informed and gender-sensitive analysis, strengthen women&rsquo;s influence in resilience-related policies and mechanisms, promote social cohesion and conflict prevention, and enhance multi-stakeholder collaboration across humanitarian, development, and peace actors.
As part of its programmatic areas, the project has maintained a strong focus on strategic communication, achieving a range of key deliverables. The consistent use of the WE NEXUS visual identity and key messages by UN Women and project partners has strengthened the project&rsquo;s recognition at both national and local levels. UN Women and Responsible Partners (RPs) published 38 stories, including human-interest and feature stories, highlighting key milestones and impacts of the project. In addition, RPs developed various communication tools and materials&mdash;such as board games and books&mdash;to engage beneficiaries and raise awareness on peacebuilding and disaster risk reduction. On social media, a total of 170 posts were published incorporating the hashtag #PerempuanResilien . The social media strategy was adapted to emerging content trends by improving visual storytelling and strengthening collaboration with partners to expand impressions and reach. In 2024 alone, the project hashtag #PerempuanResilien appeared in 109 social media posts, generating 2,447 engagements, reaching 35,350 users, and producing 185,779 impressions. Additionally, one project newsletter was disseminated to key stakeholders to further amplify project updates and results.
In advancing the communication work particularly approaching the project closure, UN Women is seeking output-based, a part-time international consultant for the position of Communication Analyst. Under the overall guidance of UN Women Programme Manager for Governance, Peace and Resilience, and direct supervision of Project Coordination Analyst, the Communication Analyst will be responsible for implementing communication plans for the HDP and WPS-focused projects in Indonesia. The selected consultant will contribute to effective programme communication and visibility of UN Women&rsquo;s work to support Indonesia to promote women&rsquo;s empowerment and leadership in addressing humanitarian-peace-development nexus.
Description of Responsibilities
<div><ul><li>Provide substantive support to the planning and design of external communication and outreach strategies and plans
<div><ul><li>Integrate communication and outreach strategies into project communication plans and other initiatives, as necessary;

In support of the Arab Republic of Egypt&rsquo;s Vision 2030 and the National Strategy for the Empowerment of Egyptian Women (NSEEW), the work of the UN Women Egypt Country Office (ECO) is grounded in the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), the Sustainable Development Goals (SDGs) and the Beijing Platform for Action (BPfA). UN Women&rsquo;s Surging Women&rsquo;s Employment Initiative (SWEI) in the Green, STEM, and Care Economies seeks to increase women&rsquo;s employment in the Arab States region by 5% by 2030 through innovative and collaborative approaches across governments, international financial institutions, the private sector, UN agencies, civil society, and media. This position operates within the framework of the &quot;Support to Women's Employment in the Middle East and North Africa (MENA) Region through Gender-Responsive Private Sector Development&quot; programme, funded by the European Union - a key component of the broader UN Women&rsquo;s SWEI Flagship Initiative.
Under the guidance and direct supervision of the SWEI National Programme Coordinator in Egypt and with technical guidance from the Regional Private Sector Specialist, the Programme Analyst (Private Sector) will contribute to the effective management and implementation of the SWEI Flagship Initiative, by focusing on increasing decent employment opportunities for women through improving gender responsive workplaces and transformative partnerships with the private sector. Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women&rsquo;s access to opportunities, rights, and services in political, social, and economic life, and combat gender stereotypes, discrimination, and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners &ndash; central and local level government authorities, civil society organizations, including women&rsquo;s organizations and platforms, academia, private sector companies, and other UN agencies. It commits itself to the Leave No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change. UN Women T&uuml;rkiye has been at the forefront of support for T&uuml;rkiye&rsquo;s continuous commitment to implement international norms and standards on women&rsquo;s rights, and the enhancement and implementation of relevant national legal and policy frameworks. The Country Office has been operational in T&uuml;rkiye since 2012.
In the area of ending violence against women and girls (VAWG) and other harmful practices, UN Women supports enhancing services on VAWG prevention and protection through strengthened capacities of institutions, improved data management, better coordination, and empowerment of women and girls who are at risk of and/or are survivors of violence. Furthermore, to address the underlying root causes of VAWG and harmful practices, UN Women T&uuml;rkiye works towards favorable social norms, attitudes, and behaviors at the individual, community, and institutional levels that advance gender equality and women&rsquo;s empowerment. Currently, UN Women in T&uuml;rkiye has a diverse and growing portfolio on Ending Violence Against Women (EVAW) which is led by a Programme Specialist, under the overall guidance of the UN Women Country Director and the direct supervision of the Deputy Country Director.
Within the scope of &ldquo; Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in T&uuml;rkiye (2024-2027) &rdquo; project, UN Women aims to restore and strengthen both the physical infrastructure and technical capacities of VAW service provision through a survivor-centered and rights-based approach that contributes the empowerment of women. The project aims to establish good models that can then be scaled up to become part of the overall MOFSS response to violence against women in their areas of competence under the scope of the project.
 
 
The Impact/ Overall Objective of the Project is to improve the protection of women and children&rsquo;s rights in earthquake affected regions in T&uuml;rkiye. The project comprises of the following 1 Outcome/Special Objective and 4 Outputs:
<ul><li>Outcome/ Specific Objective 1: To enhance access to quality prevention, protection and empowerment services for women and girls at risk of and survivors of VAWG, in the earthquake-affected provinces and provinces receiving migration from the affected region, in line with national and international standards.
<ul><li>Output 1.1. Reconstructed women shelters for survivors of violence and their accompanying children in selected earthquakes affected provinces and migration receiving ones, in line with the national and international standards and good practices.
</li><li>Output 1.2. Strengthened and refurbished shelters and violence prevention and monitoring centres for survivors and those at risk of violence against women and girls, and their accompanying children in selected earthquakes affected provinces and provinces that received migration to meet the increasing needs.
</li><li>Output 1.3. Increased technical knowledge, skills and enhanced tools of the public personnel providing and coordinating violence prevention and protection services at the institutions of Ministry of Family and Social Services and Law Enforcement institutions in the target provinces.
</li><li>Output 1.4. Increased access of survivors to opportunities supporting their socio-economic empowerment and well-being, including in the post-shelter period.
</li></ul></li></ul>Reporting to Programme Specialist, the Programme Analyst provides programme support to the effective management of UN Women programmes in the EVAW Portfolio of UN Women T&uuml;rkiye Office and specifically to support project &quot;Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in T&uuml;rkiye&quot; (2024-2027). He/she will support the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures, especially in the area of women&rsquo;s social and economic empowerment. The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio. S/he will have key role in monitoring the implementation of activities by implementing partners and consultants and will support the project&rsquo;s budget management. Candidate is expected to work closely with the relevant staff of line Ministries such as Ministry of Family and Social Services.
Scope of Work:
1. Contribute technically to the development of programme strategies in the area of Women&rsquo;s Social and Economic Empowerment
<ul><li>Provide technical inputs to the design and formulation of programme/ project proposals and initiatives related to women&rsquo;s social and economic empowerment including post-earthquake response
</li><li>Contribute to the communication with donors for programme/ project proposals
</li></ul>2. Provide technical support to the implementation and management of &quot;Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in T&uuml;rkiye&quot; project
<ul><li>Provide inputs to the annual workplan and budget as required;
</li><li>Support the coordination and monitoring of the implementation of programme activities, including close follow-up with partners to ensure timely delivery, quality assurance, and alignment with survivor-centered and market-responsive approaches;
</li><li>Support the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
</li><li>Support the coordination and review of the submission of implementing partner financial and narrative reports ensuring coherence with Project deliverables, indicators, and results framework;
</li><li>Coordinate the training partners on Results Based Management.
</li><li>Work in close coordination with technical consultant(s), ensuring day-to-day alignment on deliverables, timelines, and technical quality assurance, and supporting follow-up on outstanding actions with relevant stakeholders.
</li></ul>3. Provide technical assistance and capacity development support to project/programme partners
<ul><li>Provide technical support to and technically oversee the implementation of women&rsquo;s social and economic empowerment activities with partners, ensuring consistency with project protocols, case-based approaches, and confidentiality standards applicable to VAWG survivors;
</li><li>Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
</li><li>Coordinate with the governmental partners and contribute to identify the capacity development needs.
</li><li>Support Project&rsquo;s multi-stakeholder management structures (such as project management meetings, steering committees and technical working groups) as needed, including convening coordination, maintaining action trackers, and ensuring decisions and technical recommendations are reflected in implementation planning and reporting.
</li><li>Contribute to strengthening coordination with governmental stakeholders including but not limited to Ministry of Family and Social Services, its relevant service units, civil society organizations and private sector actors engaged with the Project, ensuring operational and programmatic coherence across provinces.
</li></ul>4. Provide technical inputs to the monitoring and reporting of the programme/project
<ul><li>Monitor progress on programme activity, results and indicators;
</li><li>Monitor the implementation of proposals by responsible partners including tracking progress and coherence with Project activities and
</li><li>Provide inputs to quarterly reports, donor reports and other reports on outputs, results outputs and outcomes.
</li></ul>5. Provide technical inputs to the management of people and finances of the project
<ul><li>Provide technical support to and technically oversee the implementation of programme activities with partners;
</li><li>Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and trainings to partners as needed.
</li><li>Coordinate with the governmental partners and contribute to identify the capacity development needs.
</li></ul>6. Contribute to building partnerships and resource mobilization strategies
<ul><li>Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
</li><li>Provide inputs to relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
</li></ul>7. Provide inputs to advocacy, knowledge building and communication efforts
<ul><li>Provide technical inputs to background documents, briefs and presentations related to women&rsquo;s social and economic empowerment;
</li><li>Coordinate and support the organization of advocacy activities and campaigns events, trainings, workshops and knowledge products;
</li><li>Provide inputs to the development of knowledge management products on women&rsquo;s social and economic empowerment.

Minimum Qualifications:
Education and Certification:
<ul><li>Master&rsquo;s degree or equivalent in economics, social sciences, human rights, gender/ women&rsquo;s studies, international development, or a related field is required.
</li><li>A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
</li></ul>Experience:
<ul><li>At least 1 year of relevant work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building in the field of women&rsquo;s empowerment and gender equality;
</li><li>Experience and knowledge in the field of Ending Violence against Women and women&rsquo;s social and economic empowerment in development and/or humanitarian response is desirable
</li><li>Experience in programmes and projects related to women&rsquo;s socio-economic empowerment, including livelihood support, skills development, care economy, or access to economic opportunities is desirable.
</li><li>Experience coordinating and liaising with government agencies including ministries and/or donors is desirable.

Fluency in English and Turkish is required.
