</p><p>The Western Balkan region is heavily dependent on fossil fuels and ranks among the most polluted areas in Europe. In Kosovo, energy production is primarily coal-based, relying on two outdated power plants that have been in operation for over 60 years. These aging facilities form the backbone of the local energy system, providing affordable electricity but at the expense of reliability and efficiency. This reliance on obsolete infrastructure imposes significant socio-economic costs, including environmental degradation, public health risks, and missed opportunities for economic modernization and sustainable development.
</p><p>Institutional capacity building and inclusive community engagement, including SMEs and households, are pivotal to transforming Kosovo's energy landscape, despite the significant challenges in adopting energy-efficient practices. SMEs often lack the technical expertise and financial resources needed to implement innovative energy solutions, while households struggle with poorly insulated buildings, insufficient information, and reliance on low-efficiency appliances, leading to higher energy consumption.
</p><p>Addressing energy poverty demands a multidisciplinary approach, from adopting necessary legal frameworks to implementing innovative technical and policy measures. Kosovo's Just Transition Roadmap, which is being developed as part of the EU Growth Plan reform agenda, calls for comprehensive strategies, including investments in renewable energy, subsidies for low-income households, job creation, and energy efficiency programs.
</p><p>The &lsquo;Inclusive and Just Pathway to 2030: Green Energy Future&rsquo; project aims to support Kosovo in achieving a just, inclusive, and sustainable transition from coal to renewable energy, fully aligned with Kosovo&rsquo;s Energy Strategy 2022-2031, the National Energy and Climate Plans 2025-2030, and EU climate and energy commitments. This intervention aims to strengthen institutional and technical capacities for policy implementation, develop sustainable employment pathways in renewable energy and energy efficiency sectors, drive innovative investments, and foster public awareness of energy-efficient behavior. By 2030, the project seeks to contribute to a 35% share of renewable energy in Kosovo&rsquo;s energy mix, a 33% reduction in emissions, and reduced energy poverty through an inclusive transition journey.
</p><p>The project aims to address the above-mentioned challenges as follows:
</p><ul><li>Provide tailored technical assistance, capacity-building programs, and access to high-level advisory support. Support the Ministry and relevant stakeholders to develop and implement policies that align with the ambitious programs in the EU accession pathway, and enhance institutional coordination by establishing flexible mechanisms, for example, engaging with municipalities and private sector stakeholders.
</li><li>Promoting renewable energy and energy efficiency adoption in the private sector, particularly among SMEs.
</li><li>Empowering local communities through targeted support for energy-poor households and public awareness initiatives around efficient use of energy.
</li><li>Supporting investments in energy, that enhance energy savings, reduce energy poverty, and promote new policies for a just energy transition.
</li>Through these interventions, the project aligns with Kosovo&rsquo;s energy transition agenda while advancing Danish development objectives of promoting climate action, social equity, and economic resilience.<br>

</li></ul><p><b>Duties and Responsibilities
</b></p><p>Under the direct supervision of the UNDP Project Manager, the Green Transition Analyst will support the achievement of project outputs as defined in the project document and annual work plan.
</p><p><b>Support effective project planning and implementation:
</b></p><ul><li>Take an active role in supporting the effective, responsive, and timely project implementation, including continuous updates to the annual work plan, budget, and procurement plan; regular review of schedules, deliverables, and budgets, and updates of project data tools.

Green Transition Analyst [Open for all Applicants]

</b></p><p>Under the direct supervision of the Regional Technical Advisor for Adolescents and Youth, Arab States Regional Office, the Intern will provide crucial support to the Arab States regional team. This role focuses on advancing youth participation and engagement, with a particular emphasis on Adolescents and Youth Sexual and Reproductive Health, youth-responsive programming in humanitarian settings and Youth, Peace and Security (YPS) initiatives. A comprehensive work plan outlining achievable milestones and learning opportunities will be mutually agreed upon. </b></p><p>Interns do not receive a salary or any other form of remuneration from UNFPA. The costs associated with an intern's participation in the program must be assumed either by the nominating institution (which may provide financial assistance to its students) or by the students themselves. Interns are responsible for meeting their living expenses and making their own arrangements for accommodation, travel, and other requirements. However, interns will receive a stipend to help cover basic daily expenses related to the internship, if they are not financially supported by any other institution or program (such as a university, government, foundation, or scholarship program). The stipend amount is based on the intern&rsquo;s agreed place of work, which may differ from the hiring office's duty station in cases of remote arrangements.

Youth Internship

<div><div><p><b>Background
</b></p><p>The Egyptian Red Sea Initiative (ERSI) is a national flagship programme directly implemented by UNDP in close collaboration with the Ministry of Environment and supported by the Global Fund for Coral Reefs (GFCR).
</p><p>It aims to protect and enhance the ecological and economic value of the Red Sea&rsquo;s globally renowned, climate-resilient coral reef systems. Its core objective is to achieve financial and operational sustainability for coral reef conservation in the Red Sea, recognising the reefs as a critical biological and economic asset for Egypt &ndash; underpinning tourism, fisheries, coastal livelihoods and local value chains.
</p><p>ERSI is structured as a &ldquo;portfolio of solutions&rdquo; that works along interconnected outcomes and outputs tracks. These tracks include:
</p><ul><li>A dedicated financing vehicle &ndash; the Egyptian Fund for Coral Reefs (EFCR) &ndash; designed as a blended-finance conservation fund to channel and combine public, private and philanthropic capital. By using concessional and development finance to de-risk investments, EFCR aims to crowd in private capital for projects that protect coral reefs while generating local economic benefits.
</li><li>A Coral Reef Business Incubator (CRBI) that supports &ldquo;reef-positive&rdquo; micro, small and medium enterprises (MSMEs) in the blue and coastal economy, helping them become investment-ready through technical assistance, incubation and early-stage support. This creates a pipeline of investable projects for EFCR and other impact investors.
</li><li>Direct support to community-based solutions in key reef-linked sectors &ndash; such as responsible and eco-tourism, circular and sustainable waste management (including organic waste recycling into urban agricultural inputs), and restorative aquaculture and mariculture that contribute to ecosystem recovery.
</li><li>Strengthening conservation management and environmental monitoring systems for coral reefs and associated ecosystems, including ecological assessments, building on tools like Green Fins Egypt, and supporting effective protected area management and business plans.
</li><li><b>Policy and institutional support </b>to create an enabling environment for reef-positive action, including improved regulatory frameworks, incentive mechanisms and governance models that support sustainable use of coastal and marine resources.
</li></ul><p>The project has defined set of outputs, outcomes and indicators that require robust monitoring, adaptive management and learning to ensure quality delivery and long-term sustainability. As a UNDP project, ERSI explicitly embraces results-based management, adaptive implementation and learning.
</p><p>To support this, ERSI seeks to engage a Results-Based Analyst to lead on strengthening and operationalizing the project&rsquo;s results framework, monitoring system, and learning processes.
</p><p><b>Duties and Responsibilities
</b></p><p>Under the supervision of the ERSI Project Manager, the RBM Analyst will ensure that the project is implemented and monitored against a robust results framework that responds to both programme-level indicators and GFCR outcome-level indicators, and that monitoring requirements are embedded in all relevant partner agreements and consultancy ToRs.
</p><p>The main areas of responsibility are:
</p><p><b>3.1 Ensure the implementation of monitoring and evaluation policies and strategies
</b></p><ul><li>Lead the design and continuous refinement of the ERSI Monitoring and Evaluation strategy from the outset, ensuring alignment with ERSI programme-level outputs, and GFCR outcome-level indicators and reporting requirements.
</li><li>Ensure that the agreed M&amp;E framework is embedded in all agreements with partners and consultants (e.g. inclusion of indicators, targets, reporting formats and data responsibilities in MoUs, contracts, ToRs, and partner workplans).
</li><li>Ensure implementation of the ERSI monitoring and evaluation framework in compliance with UNDP RBM standards, GFCR requirements and national policies, as applicable.
</li><li>Regularly review and update (as necessary) the ERSI results framework and performance indicators, in coordination with national partners, technical advisors (financing, policy, conservation, incubator) and implementing partners.
</li><li>Lead the development and refinement of M&amp;E tools and processes that can accommodate a diverse set of activities, including:
</li><li>Ecological monitoring and conservation management (e.g. GFRPA, Green Fins).
</li><li>Financial and fund-related monitoring (e.g. EFCR capitalization, blended finance instruments, parametric insurance).
</li><li>Policy and institutional changes.

</b></p><p>The United Nations and the Government of Pakistan have signed the UN Sustainable Development Cooperation Framework (CF) (2023 - 2027) under which the UN supports the Government with key development priorities. As part of the implementation, the United Nations established provincial-level coordination positions. These roles are aimed at strengthening strategic and substantive coordination between the UN and the Government. Their priority output is efficient and effective on-the-ground implementation of the CF at the provincial levels by preventing overlaps and a more integrated approach to district-level development. These positions act as key intermediaries between the Government and UN Provincial Programme Teams (PPT), ensuring that the CF&rsquo;s objectives are aligned with provincial priorities and effectively deliver across Pakistan&rsquo;s diverse regions. The Provincial Coordinators work hand in hand with the PPT co/chairs. They don&rsquo;t engage in project implementation or technical level exchanges with the Government.

</p><ul><li>Demonstrated leadership, managerial, administrative and coordination experiences, preferably on multi-stakeholder projects with the government is desired.
 </li><li>Experience creative and effective work with government, donors, and communities is desired.
</li><li>Experience in project management and project planning is desired.
</li><li>Demonstrated experience in excellent networking, advocacy and partnership building is desired.
</li><li>Proven track record of strong drafting, presentation and reporting skills is desired.
</li><li>Demonstrated ability to work with people from diverse educational, professional and cultural backgrounds is desired.
