岗位职责

核心负责共享服务中心(SSC)相关标准化运营工作,衔接公司各业务单元,聚焦HR、行政相关共享服务落地,兼顾中资团队沟通衔接,确保流程高效、合规、统一,具体职责如下:

  • 负责员工全生命周期管理,包括入职、转正、调动、离职等手续办理,劳动合同签署、续签、归档及台账管理,维护员工档案与HR系统信息,开具各类人事证明,保障员工服务顺畅。
  • 处理社保、公积金相关事宜,包括增减员、基数核定、缴费申报与账单核对,跟进相关福利待遇申领,严格遵循迪拜本地劳动法规,确保操作合规。
  • 协助进行月度考勤统计、异常处理,配合薪酬核算、个税申报与发放工作,编制薪酬相关报表,对接财务部门完成数据复盘与核对。
  • 响应员工政策咨询,协助处理基础劳动争议与投诉,组织员工关怀活动,维护SSC服务台与知识库,提升员工服务体验。
  • 收集人力相关数据(离职率、社保成本等)并输出分析报表,参与SSC标准化流程(SOP)制定与迭代,推动HR系统优化与跨部门协作。
  • 衔接中资员工与公司管理层,负责中文沟通协调工作,协助处理中资员工相关需求,传递公司政策与通知,搭建中外沟通桥梁。
  • 跟踪迪拜本地劳动法规及相关政策更新,确保SSC各项操作符合本地合规要求,规避用工风险,完成上级交办的其他临时工作与项目。


任职要求

基础要求

  • 国籍要求:仅限中国籍,能熟练使用中文(普通话)沟通,具备良好的中文书面与口头表达能力,可顺畅对接中资团队与员工。
  • 学历要求:本科及以上学历,人力资源管理、劳动与社会保障、工商管理、行政管理等相关专业优先,中国学历需可提供教育部留学服务中心认证及阿联酋驻华使馆双认证优先。
  • 经验要求:1-3年SSC相关工作经验,有跨国企业、中资出海企业SSC或HR运营经验者优先,熟悉人力资源三支柱模式者加分;优秀应届生可酌情考虑。
  • 语言要求:英语流利(书面+口语),可作为工作语言,能处理英文合同、邮件及国际员工咨询,具备基础阿拉伯语日常沟通能力者加分。

专业能力

  • 熟悉SSC运营流程,掌握员工关系、薪酬福利、社保公积金等核心模块操作,具备基础数据分析能力,能熟练使用Excel(VLOOKUP、SUMIF、数据透视表)及Office办公软件。
  • 具备良好的合规意识,了解迪拜本地劳动法规及2025年Emiratisation配额、工作签证等相关新规,能确保各项操作合规,规避用工风险。
  • 具备较强的系统思考、沟通协调能力与服务意识,能高效对接HRBP、财务、外部机构及各业务单元,耐心响应员工需求,妥善处理各类基础问题。
  • 工作细致严谨、责任心强,严守数据保密原则,具备极强的学习能力,能快速适应迪拜本地工作环境、宗教文化及公司业务节奏,抗压能力强。


Job Responsibilities

Responsible for the standardized operation of the Shared Service Center (SSC), coordinate with various business units of the company, focus on the implementation of HR and administrative related shared services, take into account the communication and coordination with the Chinese team, and ensure efficient, compliant and unified processes. The specific responsibilities are as follows:

  • Be responsible for the full-life cycle management of employees, including the handling of onboarding, probation confirmation, transfer, resignation and other procedures, the signing, renewal, filing and account management of labor contracts, the maintenance of employee files and HR system information, the issuance of various personnel certificates, and ensure the smoothness of employee services.
  • Handle matters related to social security and provident fund, including the addition and reduction of employees, base verification, payment declaration and bill reconciliation, follow up the application of relevant welfare benefits, strictly comply with local labor laws and regulations in Dubai and the new regulations in 2025, and ensure compliant operations.
  • Assist in monthly attendance statistics and abnormal handling, cooperate with salary calculation, personal income tax declaration and payment, compile salary-related reports, and coordinate with the finance department to complete data review and reconciliation.
  • Respond to employees' policy inquiries, assist in handling basic labor disputes and complaints, organize employee care activities, maintain the SSC service desk and knowledge base, and improve the employee service experience.
  • Collect human resources-related data (such as turnover rate, social security costs) and output analysis reports, participate in the formulation and iteration of SSC standardized processes (SOP), and promote the optimization of HR systems and cross-departmental collaboration.
  • Coordinate between Chinese employees and the company's management, be responsible for Chinese communication and coordination work, assist in handling the needs of Chinese employees, convey the company's policies and notices, and build a communication bridge between Chinese and foreign teams.
  • Track the updates of local labor laws and regulations and related policies in Dubai, ensure that all SSC operations comply with local compliance requirements, avoid employment risks, and complete other temporary work and projects assigned by superiors.

Job Requirements

Basic Requirements

  • Nationality Requirement: Chinese nationality only. Proficient in Chinese (Mandarin) communication, with good Chinese written and oral expression skills, able to smoothly coordinate with the Chinese team and employees.
  • Education Requirement: Bachelor's degree or above. Majors in Human Resource Management, Labor and Social Security, Business Administration, Public Administration and other related majors are preferred. Chinese academic qualifications should be able to provide the authentication of the Service Center for Scholarly Exchange of the Ministry of Education and the double authentication of the UAE Embassy in China is preferred.
  • Experience Requirement: 1-3 years of relevant work experience in SSC. Experience in SSC or HR operations in multinational enterprises or Chinese-funded overseas enterprises is preferred. Familiarity with the HR three-pillar model is a plus; outstanding fresh graduates can be considered as appropriate.
  • Language Requirement: Fluent in English (written and spoken), which can be used as the working language. Able to handle English contracts, emails and international employee inquiries. Basic Arabic daily communication skills are a plus.

Professional Competencies

  • Familiar with SSC operation processes, master the operation of core modules such as employee relations, salary and welfare, social security and provident fund, have basic data analysis capabilities, and be proficient in Excel (VLOOKUP, SUMIF, PivotTable) and Office software.
  • Have good compliance awareness, understand local labor laws and regulations in Dubai and the new regulations such as Emiratisation quotas and work visas in 2025, and ensure that all operations are compliant and avoid employment risks.
  • Have strong systematic thinking, communication and coordination skills and service awareness, able to efficiently coordinate with HRBP, finance, external institutions and various business units, respond to employees' needs patiently, and properly handle various basic issues.
  • Be careful and rigorous in work, have a strong sense of responsibility, strictly abide by the principle of data confidentiality, have strong learning ability, be able to quickly adapt to the local working environment, religious culture and the company's business rhythm in Dubai, and have strong pressure resistance.
