Leading the full life cycle construction of the Middle East/Africa regional manufacturing base from 0 to 1, ensuring the efficient implementation of projects and achieving strategic investment goals, and strengthening the layout of Sany's global manufacturing network.

Responsibilities

  • Strategic planning and implementation

1. Lead the localization site selection evaluation (policy compliance, supply chain support, labor costs, logistics efficiency, etc.), and establish a data-driven decision model.

2. Prepare localization feasibility report (including government subsidy policy, investment return analysis, geopolitical threat and risk assessment).

3. Coordinate the third party to complete the EIA, energy assessment and host country access approval (such as Saudi SASO certification, African CE certification, etc.).

  • Project life cycle management

1. Build a cross-cultural PMO team (engineering/procurement/local labor/legal) and develop a three-level progress control system (milestone-weekly-daily).

2. Key nodes of the whole process monitoring: land acquisition → factory design (in line with ISO 9001/14001 standards) → localized equipment procurement → construction acceptance .

3. Establish a dynamic risk management matrix (exchange rate fluctuations, religious and cultural conflicts, supply chain disruptions), and update emergency plans quarterly.


Qualifications


  • Education background: Bachelor degree or above in Mechanical Engineering/Industrial Engineering, MBA or Master of Project Management is preferred.
  • Experience requirements: More than 5 years of experience in manufacturing project management, at least leading a factory construction project of more than 50 million RMB. Experience in large industrial projects in GCC countries in the Middle East or Africa is preferred (such as automotive/construction machinery).
  • Language Proficiency: Middle East Orientation: Bilingual fluency in Arabic + English (IELTS 6.5 or equivalent).
  • Africa direction: English + French/Swahili is preferred (localized communication cases are required).
  • Core Competence: Localization Insight: Experience in managing teams with multi-religious backgrounds, etc.
  • Middle East: Familiar with Saudi Arabia's "Vision 2030" industrial subsidy policy, UAE free trade zone regulations.
  • Africa: Mastering Kenya Special Economic Zone (SEZ) tax incentives and South Africa's BEE scoring system.
