Account Clerk IV (Cash Poster)

LOCATION: KAUAI VETERANS MEMORIAL HOSP | PFS POSITION STATUS: 1.00 | Permanent SALARY RANGE: BU03 | SR13 SALARY RATE: $46,800.00 (Annual Salary) based on the FTE JOB DUTIES: This is a regional position located in the Patient Financial Services (PFS) department of Kaua’i Veterans Memorial Hospital (KVMH), Samuel Mahelona Memorial Hospital (SMMH), and The Kaua’i Region Clinics of the Kaua’i Region, Hawai’i Health Systems Corporation (HHSC), a public benefit corporation of the State of Hawai’i. The PFS department plays a critical role in managing our clinically driven revenue cycle system, which supports the organizational goals and overall financial health of the Kaua’i Region. It is the central hub where clinical and financial data is merged through interdepartmental collaboration, technology, and patient satisfaction; is responsible for a variety of revenue cycle services including admitting and registration (patient access), patient accounting, financial counseling, payer negotiations, price transparency, charge description master management, denials management, health information management, and financial informatics; coordinates activities related to payer credentialing, provider enrollment, claims management, payments, credit balances, insurance reimbursement, and self-pay management in accordance with Federal, State, and other regulatory requirements. The primary responsibility of this position is to ensure the accuracy and timeliness of processing the collection, entry, posting, and reconciliation of Accounts Receivable (AR) payments and contractual adjustments across all systems. This role may involve assisting with bank deposits in conjunction with Accounts Payable (AP) and providing support in coordinating the preparation of various reports for management, external agencies, and financial and cost report audits. Additional duties may be assigned as needed. This position may also assist in AP as necessary to maintain core work processes and involves completing a significant amount of work within constrained timeframes. The work schedule may include weekends, holidays, and/or evenings, and may require travel to and from different facilities within the region as necessary. The Account Clerk IV (Cash Poster) reports directly to the Patient Financial Services Manager II, position number 55326, or their designee. THE MINIMUM QUALIFICATION REQUIREMENTS ARE:Applicants must meet all of the following requirements. Please note that unless specifically indicated, the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week. GENERAL EXPERIENCE: One-half (1/2) year of work experience demonstrating knowledge of arithmetic and spelling, along with the ability to follow oral and written directions, write simply and directly, and quickly and accurately observe differences in words and numbers. SPECIALIZED EXPERIENCE: Three (3*) years of work experience involved in posting to accounting records and systematizing fiscal information, including computing, classifying, and recording numerical data to maintain complete financial accounting records and derive reports therefrom. This experience must demonstrate knowledge of standard accounting classifications and terminology pertinent to accounts maintenance operations and office practices and procedures related to processing and recording transactions and accounting information. This work must involve reconciling accounts (checking for errors, balancing, and verifying original source documents) and preparing standard financial statements. SUPERVISORY APTITUDE: (*) Some Account Clerk III, IV and V positions require that applicants possess supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, previous work experience in a position that demonstrates or performs supervisory functions or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential. CERTIFICATION:None required. LICENSURE: Possession of a current, valid State of Hawai’i type#3 license is preferred. NON-QUALIFYING EXPERIENCE:Experience as an inventory clerk, stock clerk, supply clerk, or other related work which is primarily concerned with posting non-fiscal data or checking accuracy of computations and which does not involve or require any fiscal record keeping knowledge is not considered qualifying Specialized Experience. SUBSTITUTION OF EDUCATION FOR EXPERIENCE:Graduation from high school with courses in basic English and arithmetic may be substituted for six (6) months of General Experience.Successful completion of a substantially full-time equivalent accounting curriculum: leading to a degree or diploma at an accredited business school, community college, or other comparable institution which included accounting courses in double-entry procedures in analyzing, recording and summarizing transactions; and the preparation and interpretation of financial statements, may be substituted for Specialized Experience based on one (1) year of such training for one (1) school year of experience, up to a maximum of two (2) years.Completion of one (1) school year of (more than one year program) substantially full-time accounting curriculum which normally leads to a degree or diploma at an accredited business school, community college, or other comparable institution which included accounting courses in double-entry procedures in analyzing, recording and summarizing transactions; and the preparation and interpretation of financial statements may be substituted for one (1) year of Specialized Experience.Education in an accredited university in a Bachelor’s program may be substituted for Specialized Experience on the following basis:A Bachelor’s degree in accounting will be deemed to have met the experience requirements for the Account Clerk V level.Fifteen (15) semester hours of training may be substituted for six (6) months of experience, up to a maximum of three and one-half (3-1/2) years provided the training included at least three (3) credits per semester of accounting courses such as accounting theory and methods used to record and report financial information; analysis of methods for valuing the assets, liabilities, and ownership; etc. DESIRED SKILLS: KNOWLEDGE OF: Arithmetic; Business English; spelling; the operation and operational maintenance of common office appliances and equipment including adding machines and calculators; standard accounting codes, classifications and terminology pertinent to accounts maintenance operations; general and specialized office practices and procedures; and for some positions, principles and practices of double-entry bookkeeping. ABILITY TO: Plan and carry out the typical range of accounts clerical functions including various complex assignments; maintain an effective work organization and pace under frequent deadlines; read and understand manuals and other detailed books of instructions; write business letters, summaries and reports requiring some judgment as to appropriate format and conforming to all rules of grammar and style; speak simply and directly to individuals and groups, and deal tactfully with others; operate and maintain various common office appliances and equipment which may include bookkeeping and simple electronic data processing equipment; and for some positions, supervise and direct the work of others; carry out a variety of standard office routines, perform assignments requiring uniform mental attention; learn and apply a variety of instructions furnished in writing, oral diagrammatic or schedule form; operate and maintain various common office appliances, which may include duplicating and simple electronic data processing equipment; prepare simple narrative and numerical reports; perform arithmetic operations quickly and accurately ; speak and write simply and directly, and understand and interpret laws, ordinances, rules and regulations; deal effectively and tactfully with the public; and work harmoniously and collaboratively with fellow departmental and hospital staff.
