Job Duties:-
The Accountant / Fiscal Analyst supports Central Claims Unit functions through detail-oriented tasks requiring program expertise. Serves as a Central Claims representative, responding to client inquiries regarding SNAP and TANF overpayment balances. Supports state and county personnel with claims and tax intercept processes. Manages repayment agreements, refunds, address updates, and tax refund interceptions. Reviews and validates Treasury Offset Program (TOP) reports. Prepares monthly and quarterly federal grant reconciliation reports and delinquent claims, ensuring accurate balances through monthly reviews and discrepancy resolution.

Serves as a representative for the Department of Social Services (DSS) within the Central Claims Unit, responding to telephone inquiries from clients regarding overpayments of SNAP and/or TANF benefits. Accesses and reviews clients’ DSS records to understand their case histories. Provides clear and accurate information by interpreting applicable state and federal laws, as well as DSS policies, to determine appropriate next steps based on individual circumstances. Maintains a professional, informative, and effective approach in all communications. May also conduct telephone hearings, evaluate client-provided information and issue final decisions on claims.

Provides user and technical support to state and county staff regarding claims processes and tax intercept documentation and status and offers guidance on alternative solutions when applicable.

Responsibilities include handling repayment agreements, refund processing, address updates, payment posting and reconciliation, and claim file updates. Manages client inquiries on tax refund interceptions and may update systems for bankruptcy filings to pause collections.

Supports the review and validation of reports from DSS and Treasury offset programs that intercept tax refunds or garnish client payments. Logs related payments, adjustments, and refunds, and maintains client lists to ensure accurate program referrals.

Prepares monthly and quarterly reports via the CHIP system to support SCEIS reconciliations and quarterly reconciliation of federal grant reports.

Collaborates with the Treasury Offset Program (TOP), county staff, and Benefit Integrity managers to reconcile overpayment reports. Manages the transition of delinquent claims to active collection status (M to P report) and performs monthly reconciliation between CHIP and TOP to ensure accurate balances and resolve discrepancies.

Performs Red Cross shelter duty or other emergency shelter duty/ services as directed.
A High School diploma and professional experience in a related area such as accounting, auditing, finance, or banking.
A Bachelor's Degree with multiple accounting courses may be substituted for the required work experience.

Must possess a valid driver's license. Must be able to use standard office equipment to include personal computer, scanner, copier, and calculator. Experienced in Microsoft Office Suite, to include Outlook, Excel and WORD. Minimal lifting not to exceed 25 pounds. Position my require overtime at certain times during the year.
