Description of Work
The primary purpose of this position is to perform a risk-based assessment of the fiscal health of local government units in NC. The assessment is conducted primarily through the review of the annual independent audit report submitted by each unit of government. This position involves assisting other staff accountants and management with projects that are required by the NC General Assembly and with internal projects developed by our staff. This position is responsible for providing feedback to project managers on any issues identified or recommendations for improvement on the various projects that are assigned to them. This position will also provide administrative assistance as needed to other staff accountants and management, including evaluating and testing of system implementations.

DST is looking for Accounting and Management Financial Advisors. These are full-time positions (40 hours per week) with State Benefits , including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.
About us:
The
State and Local Government Finance Division manages the sale and delivery of most debt issued by the State and by local governments and public authorities and monitors the repayment this debt. The Division provides fiscal oversight of local governments and public authorities in North Carolina regarding their financial condition and compliance with governmental accounting standards, North Carolina General Statutes, and best practices in government finance. The Division serves as staff to the Local Government Commission (LGC), the North Carolina Capital Facilities Finance Agency (NCCFFA), and the Debt Affordability Advisory Committee (DAAC) in fulfilling their respective statutory functions and responsibilities.
The
Accounting and Management Financial Advisors assess and monitor the fiscal health of more than 1,100 local governments in NC. Units are assessed to determine fiscal and operational health, compliance with NC state statutes, compliance with generally accepted accounting principles, and compliance with federal and State grant reporting requirements. The assessment is conducted primarily through a review of the annual independent audit submitted by each government, and also through a review and assessment of the annual financial information report (if applicable). Information is gathered also by providing technical assistance by phone or email, and by visiting directly with unit staff and their auditors.
Job Duties:
- Analyze financial data provided in the audited financial statements t o assess financial health of local government unit’s and statutory compliance.
- Provide feedback and recommendations concerning the functionality of the risk-based process or any improvements to the process.
- Review certain financial indicators to ensure that worksheets or documents used in the review process are functioning as they should.
- Draw conclusions in the review process relating to whether the unit should proceed to a higher-level review.
- Communicate complex issues both verbally and in writing to others.
- Participate in research and writing of memos and blog posts.
- Work in a team environment to develop, maintain or improve internal business processes.
- Work on multiple assignments in a given day.
The
Department of State Treasurer's campus is located on Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, and has free employee parking.
