The Opportunity
WSDOT is seeking a professional Accounting and Procurement Manager to support the Construction Division in Tumwater, WA. This position serves as the division’s expert authority on fiscal and operational analysis, supporting five offices and approximately 168 employees statewide. As a strategic partner to Division leadership, the role provides authoritative guidance on complex, high-risk, and precedent-setting financial and business issues. The incumbent leads division-wide process improvements and innovations that align financial, procurement, and operational systems with agency goals, while ensuring compliance with state and agency policies. This position serves as the Division’s primary subject matter expert for fiscal operations and strategic process design, advising executive leadership and influencing policy and systems development. The role oversees a $42M biennial operating budget, approximately $26M in labor cost allocations, and manages reimbursable programs generating $2M in receivables per biennium.

What to Expect
Among the varied range of responsibilities held within this role, the Accounting and Procurement Manager will:
  • Independently lead the development, implementation, and continuous monitoring of complex, multi-faceted Construction Division budgets by applying expert-level judgment, discretion, and financial acumen.
  • Exercise full autonomy in determining methodologies, analytical frameworks, and performance indicators to forecast financial needs, evaluate resource allocation strategies, and ensure fiscal sustainability.
  • Provide high-level strategic consultation and technical financial expertise to senior leadership.
  • Analyze financial performance across all core operational areas.
  • Identify systemic inefficiencies, emerging risks, and opportunities for innovation with division-wide and statewide impacts.
  • Design and deliver advanced financial reports, forecasting models, and executive briefings.
  • Establish and maintain robust internal controls, ensuring adherence to GAAP, OFM policies, and audit standards while advising leadership on regulatory changes and their fiscal implications.
  • Ensure alignment of financial and procurement strategies.
  • Independently oversee the fiscal operations of the Construction Division.
  • Provide expert-level leadership and oversight of procurement and contract management activities across the Construction Division.
  • Independently supervise and lead a cross-functional team responsible for accounting, payroll, travel, and procurement operations, including assigning duties, managing performance, and aligning staff roles with division-wide operational needs.

Qualifications
To be considered for this opportunity, the following are required:
  • Financial & Operational Management: Demonstrated ability to manage or coordinate complex financial, budgetary, or administrative operations in a professional or public-sector environment.
  • Leadership & Staff Development: Demonstrated ability to lead, supervise, and develop staff; assign and prioritize work; and foster accountability and high-performing teams.
  • Financial Analysis & Strategic Decision-Making: Demonstrated ability to analyze financial data, identify trends and risks, evaluate alternatives, and make sound, strategic recommendations to leadership.
  • Fiscal Operations Expertise: Demonstrated knowledge of and experience with core financial operations, such as budgeting, procurement, payroll, accounts payable and receivable, and travel reimbursement processes.
  • Regulatory & Policy Compliance: Demonstrated knowledge of and ability to interpret and apply applicable fiscal policies, internal controls, and procurement regulations to ensure compliance and fiscal integrity.
  • Accounting Principles (GAAP): Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and the ability to apply them in financial reporting, analysis, and decision-making.
  • Communication & Stakeholder Engagement: Demonstrated ability to communicate complex financial and technical information clearly and effectively through written reports and verbal presentations to diverse audiences.
  • Financial Systems & Technology Proficiency: Demonstrated proficiency in using enterprise financial systems, spreadsheets, accounting software, and reporting tools to manage, analyze, and present financial information.
  • Policy Development & Process Improvement: Demonstrated ability to lead or contribute to policy development and process improvement initiatives that enhance efficiency, transparency, consistency, or compliance.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.

It is preferred that qualified candidates also have:
  • Public Sector Financial Leadership: Demonstrated ability to supervise or lead teams within a public-sector or governmental financial environment, applying public accountability, transparency, and stewardship principles.
  • Washington State Financial Systems Knowledge: Demonstrated familiarity with Washington State financial systems and the ability to navigate, analyze, and utilize system data to support financial operations and decision-making.
  • State Fiscal Policy Application: Demonstrated knowledge of and experience applying Washington State policies and procedures related to budgeting, procurement, payroll, and travel to ensure compliance and consistency.
  • Process Improvement & Lean Practices: Demonstrated experience applying Lean or other process improvement methodologies to improve efficiency, accuracy, and effectiveness in finance, procurement, or administrative services.
  • Project & Portfolio Management: Demonstrated ability to plan, coordinate, and manage complex, cross-functional projects with competing priorities, timelines, and stakeholder expectations.
  • Presentation & Facilitation: Demonstrated ability to present and facilitate discussions on technical, financial, or policy topics in a clear and accessible manner for non-financial or diverse audiences.
  • Advanced Data Analysis & Excel Proficiency: Demonstrated proficiency in Microsoft Excel, including advanced formulas, pivot tables, and data visualization techniques to analyze and communicate financial information.
