Accounting Specialist (Capital Construction Programs)

Job Overview

Under general direction of the Construction Programs Accounting Manager performs accounting duties in nature in the area of construction accounting; verifies and maintains systems information for accuracy. Analyzes and reviews contract encumbrances for ensuring accuracy of funds and account information. Prepares monthly accounting reports as requested. Monitors, researches, and updates information in computer systems. Assists in year-end close activities.

What you will be doing:

  • Maintains consultant resources in Skire accurate and up to date. Responsible for contacting contractor liaisons to verify resource information on going basis and make necessary changes to resources to maintain accurate. Submit a monthly report of all changes in Skire to manager.

  • Processes requisitions for contract encumbrances in Skire for contracts ensuring accuracy of funds availability and distribution, account strings, and, ensures valid supporting documentation that has been reviewed and approved by designated technical representatives.

  • Using a personal computer, captures and maintains project activity; reconciles funds; uses data to prepare a variety of reports for management as required.

  • Examines and approves data entries into the Board’s computer systems.

  • Maintains and records contract data in Board’s computer systems including fund encumbrances and contract data, based on valid source documentation.

  • Responsible for completing the monthly census report

  • Prepares the contractor O&M Report gathering monthly the contractors O&M expense. Responsible for setting up time codes as requested by staff and contractors and maintains the time code file up to date.

  • Communicates in writing and orally with contract administrators concerning contract payment issues, responds to independent audits and certifies accuracy of information.

  • Performs timesheet verification to ensure accuracy of data for project/program cost accounting system and reports.

What you need:

  • Completion of high school curriculum or equivalent.

  • Four (4) years of experience in responsible clerical or administrative work in contract administration, purchasing, commercial or industrial construction or similar environment.

  • Any equivalent combination of education and/or experience may be substituted for the above.

Required knowledge, skills, and abilities:

  • Knowledge of accounting practices/applications and cost analysis techniques.

  • Knowledge of contract funding procedures and requirements applicable to public organizations.

  • Skill in operating a personal computer to capture and maintain records of contract activity and to reconcile data within different systems.

  • Ability to analyze and interpret Board policies and procedures terminology, to determine compliance and to resolve discrepancies.

  • Ability to communicate effectively and clearly, both orally and in writing, in general and technical terms, with Board staff, contractors and management.

  • Ability to coordinate work activities in order to accomplish work assignments under time pressure and within pre-established and inflexible time limits.

What we desire:

  • College coursework in finance, business or a related field.

  • Experience administering contracts or the payment provisions thereof.

  • Experience in purchasing operations.

  • Experience in Oracle and/or Unifier applications.

Effort:

  • Works in an office environment.

  • Sits for prolonged periods of time.

  • Uses near-visual acuity in reading written documents, design drawings and statistical data.

  • Performs moderately complex mathematical calculations.

  • Uses substantial reasoning in problem-solving.

  • Exchanges information by telephone and in person
