Under general supervision of the Director of the Accounting and Reporting unit of the Bureau for Social Services (BSS) performs advanced professional accounting associated with managing and monitoring all accounts receivable activities including data entry of payments, invoices, etc., as well as reconciling transactions across multiple accounts and funding sources, and repayment plans, outstanding balances, deposit documentation and receivables data integrity.

Frequent and effective communication, both orally and in writing, is necessary. This would involve communicating with various entities, including vendors, providers, agencies, case workers, etc. to ensure invoices and payment amounts are correct. Knowledge of accounting fundamentals and principles are essential, as well as knowledge of various accounting related software programs.

Example of Duties and Responsibilities

  • Monitoring accounts receivable and repayment plans by establishing the plans for providers and individuals owing funds to BSS and then monitoring the progress of the repayments, maintaining detailed records of outstanding balances, payment schedules, adjustments, and collections.
  • Prepare and verify deposit documentation for all incoming payments, including repayments, refunds, and recoupments, ensuring deposits are accurately recorded, supported by documentation, and submitted in accordance with the State Auditor and Treasury requirements, reconcile deposit records to internal tracking systems and accounting reports and maintain audit-ready documentation for all receivable-related deposits.
  • Perform accurate data entry related to receivables, payments, adjustments, and account balances, reconciling receivable records with accounting systems, reports, and external payment confirmations while identifying discrepancies, errors, or missing documentation and initiating corrective action.
  • Support data integrity across fiscal systems used by BSS.
  • Respond to inquiries, both internal and external, related to account balances, repayment status, and receivable documentation.
  • Assist with preparation for audits, reviews, and fiscal monitoring activities.
  • Develop and maintain internal tracking tools, logs, or reports related to receivables.
  • Provide technical guidance to program staff on receivable documentation requirements.
  • Perform related fiscal duties as assigned in support of Bureau operations.

Minimum Qualifications

Education:

High school diploma or the equivalent.

Experience:

Four (4) years of full time or equivalent part time clerical, bookkeeping, accounting, auditing, budgeting, finance or related experience.

Internal Applicants Only:

Two (2) years of experience as an Accounting Specialist may substitute for the required experience.

Substitution Information: Additional education may be substituted based on a year-for-year basis or as determined by the Office of Shared Administration Equivalency Chart.
